"The implementation of Governor Regulation No. 75/2005 is fairly good yet not optimal. The presence of higher regulation, Health Act No. 36 regarding 100% free smoking zone makes the lower ranked regulation becomes void. There is lack of coordination in developing and supervising the implementation of free smoking zone because of the limitation of facility and infrastructure in BPLHD and shopping centre's managements."
