Abstrak :
Pada tahun 2022, Pemerintah menaikkan harga BBM jenis tertentu dan jenis khusus Penugasan. Keputusan ini membuat masyarakat turun kelapangan untuk melakukan demo yang artinya keputusan yang di ambil ini masih menuai kritik dari masyarakat. Penelitian ini di lakukan untuk menganalisa kesesuaian antara Keputusan Menteri ESDM mengenai penetapan harga jual eceran BBM dan peraturan perundang–undangan yang berlaku, manfaat dari dikeluarkannya keputusan tersebut, pendapat dan tindakan yang dilakukan masyarakat terhadap kenaikan BBM tersebut dengan menggunakan penelitian sosio legal, dengan bahan analisa yang terdiri dari bahan primer berupa wawancara dengan pengemudi ojek online, dan wawancara dengan pegawai Kementerian ESDM, serta bahan sekunder berupa peraturan perundang-undangan, buku, dan sumber sekunder lainnya. Hasil dari penelitian menyatakan bahwa keputusan terkait penetapan harga didasarkan 3 pertimbangan yakni pertama, harga minyak dunia yang melambung jauh dari perkiraan Kementerian ESDM yakni ICP Januari - Agustus USD$ 103,25 per barrel, kedua, pada realitanya BBM tertentu dan BBM jenis khusus penugasan sulit pengawasannya untuk tepat sasaran, dan ketiga, kenaikan harga BBM ini dilakukan untuk mendukung kemampuan daya beli masyarakat dengan cara Pemerintah mengalihkan dana APBN untuk Subsidi tersebut ke bantuan langsung tunai atau bantuan sosial. Serta, Surat keputusan ini tidak melanggar peraturan perundang-undangan. Namun, pengemudi ojek online merasa lebih banyak penderitaan akibat dampak kenaikan harga BBM ini, sehingga berdasarkan teori utilitarianism of rule, Keputusan ini tidak memenuhi ketentuan rule dalam utilitarianism of rule. Pendapat pengemudi ojol terkait keputusan ini adalah 5 dari 10 mereka berpendapat bahwa kebijakan ini tidak memiliki manfaat sama sekali dan 5 dari 10 lainnya berpendapat bahwa kebijakan ini hanya bermanfaat bagi sebahagian orang saja. Tindakan yang dilakukan pengemudi ojek online terbagi 2 yaitu ada yang melakukan demonstrasi dan ada juga yang tidak melakukan demonstrasi. Kedua tindakan yang dilakukan tersebut sesuai dengan teori utilitarianism of rule. ......In 2022, the Government will increase the price of certain types of fuel and special types of duty. This decision made the public hold demonstrations which mean that the decision taken is still receiving criticism from the public. This study was conducted to analyze the conformity between the Minister of Energy and Mineral Resources' Decree regarding the determination of retail fuel pricing and the applicable laws and regulations, the benefits of the issuance of the decision, opinions and actions taken by the community regarding the increase in fuel using socio-legal research. Moreover, analytical materials consisted of primary materials in the form of interviews with online motorcycle drivers, and interviews with employees of the Ministry of Energy and Mineral Resources, Meanwhile, secondary materials are in the form of statutory regulations, books and other secondary sources. The result shows that decisions regarding price setting are based on 3 considerations that are first, world oil prices which have soared far from the estimates of the Ministry of Energy and Mineral Resources, namely ICP January - August USD$ 103.25 per barrel; second, In fact, certain types of fuel and special types of fuel for assignments are difficult to monitor on target; and third, the increase in fuel prices is conducted to support people's purchasing power by diverting APBN funds for subsidies into direct cash assistance or social assistance. However, online motorcycle taxi drivers feel more suffering due to the impact of this increase in fuel prices, so based on the theory of utilitarianism of rule, this decision does not fulfill the provisions of the rule in utilitarianism of rule. The opinion of online motorbike taxi drivers regarding this decision is that 5 out of 10 of them believe that this policy has no benefits at all while other 5 out of 10 believe that this policy is only beneficial for some people. In addition, the actions taken by online motorcycle taxi drivers are divided into 2 that are those who demonstrate and those who do not demonstrate. Both actions taken are in accordance with the theory of utilitarianism of rule.

Pembakaran tidak sempurna akan menghasilkan deposit berupa karbon yang menyebabkan konsumsi bahan bakar menjadi boros, knocking dan emisi gas buang. Deposit control additive DCA berbasis mannich base memiliki struktur polar head dan hydrocarbon tail sebagai senyawa nonpolar diklaim dapat mencegah pembentukan deposit keep clean . Polyisobutylene PIB sebagai hydrocarbon tail memiliki rantai hidrokarbon panjang dan reaktivitas tinggi dalam bahan bakar. Sintesis deposit control dari coconut methyl ester CoME yang mengandung gugus ester dengan panjang rantai karbon medium dan tidak bercabang memiliki kemiripan struktur rantai PIB. Minyak kelapa didominasi asam laurat C12 berperan menggantikan gugus nonpolar yang bersifat hidrofobik hydrocarbon tail. Analisis gugus fungsi dari produk hasil yaitu PIB-mannich terbentuk gugus fungsi C-N, C-H, N-H, NH2; PIB-amine terbentuk gugus fungsi C-N, CH, N-H, NH2, CoME-mannich terbentuk gugus fungsi C-H, N-H, NH2, RCOO; CoME-amida terbentuk gugus fungsi RCON, C-N, C-H, N-H, NH2. Analisis densitas dari produk hasil yaitu PIB-mannich adalah 0,8865 gr/ml; PIB-amina adalah 0,8566 gr/ml; CoME-mannich adalah 1,0435 gr/ml dan CoME-amida adalah 0,9437 gr/ml. Analisis viskositas kinematik 40oC dari produk hasil yaitu PIB-mannich adalah 421,1 cSt; PIB-amina adalah 75,16 cSt; CoME-mannich adalah 644,5 cSt dan CoME-amida adalah 422,8 cSt.

ABSTRACT
Imperfect combustion will produce carbon deposit causes high fuel consumption, knocking, and exhaust gas emission. Mannich based deposit control additive DCA has polar head and hydrocarbon tail structures, which are claimed to prevent the formation of deposit keeping clean . Polyisobutylene PIB as nonpolar hydrocarbon tail has long hydrocarbon chain, high reactivity, thermal stability and good solubility in gasoline. Deposit control synthesis from coconut methyl ester contains ester bonds and medium carbon chain have identically structure with polyisobutylene. Coconut oil has dominant of lauric acid as nonpolar hydrophobe hydrocarbon tail. Chemical structure FTIR analysis of PIB mannich describes C N, C H, N H, NH2 bonds PIB amine describes C N, CH, N H, NH2 bonds CoME mannich describes C H, N H, NH2, RCOO bonds CoME amide describes RCON, C N, C H, N H, NH2 bonds. Density analysis of PIB mannich is 0,8865 gr ml PIB amine is 0,8566 gr ml CoME mannich is 1,0435 gr ml and CoME amide is 0,9437 gr ml. Kinematic viscosity analysis of PIB mannich is 421,1 cSt PIB amine is 75,16 cSt CoME mannich is 644,5 cSt and CoME amide is 422,8 cSt.
