ABSTRAK
Indonesia merupakan negeri rawan bencana dengan jumlah kejadian tertinggi yaitu bencana hidrometeorologi banjir. Sistem penanggulangan bencana yang kurang baik dapat mengakibatkan keterlambatan, tidak meratanya pendistribusian bantuan dan biaya yang tinggi. Lamanya pengambilan keputusan dalam mengalokasikan bantuan dan tidak tepatnya memperkirakan biaya yang diperlukan dalam masa darurat menjadi kendala dalam kecepatan pemenuhan kebutuhan bagi korban. Tujuan dari penelitian ini adalah untuk merancang sebuah model optimasi untuk memperkirakan biaya yang harus disiapkan untuk pengadaan barang bantuan dan biaya pengerahan personil. Model dibagi menjadi tiga yaitu Model 1, Model 2 dan Model 3. Model 1 menghasilkan variabel keputusan instansi yang dibutuhkan untuk memberikan barang bantuan, jumlah barang yang dikirim dari instansi ke posko pendistribusian, jumlah barang yang dikirim dari posko pendistribusian ke posko pengungsian dan kendaraan yang dikerahkan untuk menyalurkan bantuan. Model 2 menghasilkan variabel keputusan instansi yang dibutuhkan untuk memberikan barang bantuan dan jumlah personil yang dibutuhkan untuk setiap posko. Model 3 menghasilkan total biaya dari Model 1 dan Model 2. Studi kasus banjir bandang Bima dipelajari dan digunakan untuk mengumpulkan data. Hasil dari perancangan model adalah biaya yang optimum dan untuk memenuhi kebutuhan pada masa darurat bencana. Metode yang digunakan adalah perancangan model matematika dengan multi-objective optimization dengan mixed integer linear programming dengan bantuan pengolahan menggunakan Lingo 11.0.
ABSTRACT
Indonesia is a disaster prone country with the highest number of incidents of flood hydrometeorology disaster. The lack of design in the disaster management system can lead to delays, uneven distribution and high costs. The length of decision making in allocating aid and inappropriately estimating the cost required in the emergency period becomes an obstacle in the speed of meeting the needs of the victims. The purpose of this study was to design an optimization model to estimate the amount of costs to be prepared for procurement of relief goods and personnel deployment costs. The model is divided into three namely Model 1, Model 2 and Model 3. Model 1 produces the decision variable which agency is needed to deliver the relief goods, the quantity of goods sent from the agency to the distribution post, the quantity of goods sent from the distribution post to the evacuation post and the vehicle which are deployed to distribute aid. Model 2 produces the agency decision variables needed to deliver the relief items, the number of personnel needed for each post. Model 3 generates the total cost of Model 1 and Model 2. Bima flood case studies were studied and used to collect data. The result of model design is the optimum cost and to meet the needs during the emergency period. The method used is the design of mathematical model with multi objective optimization with mixed integer linear programming with the help of processing using Lingo 11.0.
