"Inefisiensi dan inkonsistensi perencanaan dalam mencapai tujuan pembangunan disebabkan oleh kurangnya sinergi pemerintah pusat dan daerah, minimnya kapasitas perencana, dominasi proses politis, dan kurangnya pemanfaatan hasil evaluasi. Penelitian ini bertujuan untuk mengestimasi hubungan kualitas perencanaan melalui dokumen rencana kerja pemerintah daerah (RKPD) terhadap capaian kinerja pembangunan daerah. Metode penelitian yang digunakan adalah regresi data panel yang dihimpun dari 34 provinsi di Indonesia pada tahun 2018-2020. Hasil estimasi menunjukkan bahwa variabel keterkaitan dokumen RKPD, inovasi daerah, dan pagu anggaran berhubungan positif dan signifikan terhadap capaian PDRB perkapita di Indonesia, sementara variabel kelengkapan dan kedalaman dokumen RKPD memiliki hubungan yang negatif dan signifikan.

Planning inefficiencies and inconsistencies in achieving development goals due to the lack of synergy between the central and local governments, lack of planner capacity, the dominance of political process, and lack of utilization of evaluation results. This study aims to estimate the relationship of quality planning through the local government work plan document (RKPD) on the achievement of regional development performance. The research method used is panel data regression collected from 34 provinces in Indonesia between 2018-2020. The estimation results show that RKPD document linkage, regional innovations, and budget were positive and significant to the achievement of gross regional domestic product per capita in Indonesia, while the completeness and depth of RKPD documents had a negative and significant relationship."

"ABSTRAKPenelitian ini bertujuan untuk menilai hubungan antara penerapan 5S dan pengurangan waktu siklus produksi cycle time pada Taqqia Craft, salah satu Usaha Mikro Kecil Menengah yang bergerak di industri kerajinan. Waktu siklus produksi diukur dari penentuan bahan baku, sampai produk siap dikirim ke pelanggan. Setelah waktu siklus produksi diketahui, maka 5S diterapkan. Setelah penerapan 5S selesai, evaluasi dilakukan untuk memastikan bahwa penerapan telah dijalankan dengan benar. Selanjutnya waktu siklus produksi dihitung kembali untuk mengetahui penerapan 5S terhadap waktu siklus produksi. Penelitian ini memberikan kontribusi terhadap langkanya literatur yang menganalisis penerapan 5S di industri kerajinan. Hasilnya menunjukkan adanya hubungan positif antara penerapan 5S dan waktu siklus produksi. Selain itu, 5S juga berdampak positif terhadap peningkatan kinerja operasional.

ABSTRACT This study aims to assess the causal relation between the implementation of the 5S approach and the reduction of production cycle time at Craft Small Medium Enterprise SME . Production cycle time measured from the designing of the product, until the product is ready to be sent to the customer. After the production cycle time is known, then the 5S is implemented. After the implementation was done, there rsquo s evaluation to be done to ensure that the implementation is correct. Then the production cycle time was calculated again to know the impact of 5S implementation toward the production cycle time. This paper contributes to the scarce empirical literature analyzing the factors related to the use of 5S and its association with manufacturing performance in the craft industry. The result shows the existence of a positive relationship between the use of 5S and production cycle time. Moreover, 5S is positively related to some operational performance."
