ABSTRAKSebagaimana tugas suatu Negara, Pemerintah Indonesia memiliki kewajiban untuk memenuhi dan menjamin hak-hak setiap anak. Fakta menunjukkan bahwa saat ini masih terdapat permasalahan anak yang begitu beragam. Untuk itu Kementerian Sosial mendirikan layanan TePSA 1500-771 Kemensos diharapkan dapat membantu menangani permasalahan anak yang ada di Indonesia. Penelitian ini bertujuan untuk mengetahui tentang kualitas layanan TePSA 1500-771 Kemensos dalam menangani permasalahan anak di Indonesia. Penelitian ini menggunakan pendekatan
post-positivist, dengan teknik pengumpulan data kualitatif melalui wawancara mendalam dan analisis data sekunder. Hasil penelitian ini menyatakan bahwa untuk dimensi responsiveness mayoritas sudah terpenuhi, untuk dimensi responsibility masih kurang terpenuhi, karena dari sisi penanganannya masih kurang baik, dan dimensi accountability masih tidak terpenuhi karena tidak adanya keterbukaan layanan TePSA 1500-771 Kemensos itu sendiri kepada stakeholder khususnya pengguna layanan tersebut mengenai perkembangan penanganan kasus.
ABSTRACTAs a duty of a country, the Indonesian Government have to fulfill and guarantee the rights of every child. Facts show that at this time there are still child problems that are so diverse. Therefore Ministry of Social Affairs setting up TePSA 1500-771 of The Ministry of Social Affairs service is expected to help handle the child problems in Indonesia. The study aims to analize the quality of TePSA 1500-771 of The Ministry of Social Affairs service to handling child problems in Indonesia. This study uses a post-positivist approach, with qualitative data collection techniques through in-depth interviews and analizes of secondary data. The results of this study indicates that responsiveness dimension has been fulfilled. While the dimensions of responsibility are still not fulfilled because the handling side is still not good. Then, the accountability dimension is still not fulfilled because there is no openness of the TePSA 1500-771 The Ministry of Social Affairs service to stakeholders, especially service users regarding the development of handling cases."

"Penelitian ini membahas tentang upaya perlindungan anak melalui pelaksanaan pelayanan shelter anak di Rumah Peduli Anak Tenaga Kerja Indonesia (RPA-TKI). Tujuan penelitian ini adalah untuk mendiskripsikan tentang perlindungan dan pelayanan yang diberikan oleh RPA-TKI kepada anak-anak TKI yang rentan terhadap penelantaran dan perdagangan anak. Penelitian ini adalah penelitian kualitatif dengan jenis penelitian deskriptif. Hasil penelitian ini, mendiskripsikan bahwa pelayanan yang diberikan oleh RPA-TKI yaitu pelayanan perlindungan anak yang berbentuk shelter anak guna untuk memenuhi kebutuhan dasar anak-anak TKI. Pelayanan shelter anak yang dijalankan oleh RPA-TKI berjalan dengan baik meski belum menerapkan standar manual shelter anak.
......This research discussed about the efforts of child protection through the implementation of shelter children service at Rumah Peduli Anak Tenaga Kerja Indonesia (RPA-TKI). The purpose of this research is to describe on the protection of and services provided by RPA-TKI to children who are vulnerable to the TKI neglect and child trafficking. This research is qualitative research with the kind of descriptive research. The results of this research described that the service which is provided by RPA-TKI is child protection services in the form of children's shelter in order to meet the basic needs of TKI’s children. The service of the children's shelter which is served by RPA-TKI is going well although it has not implemented the manual standard of children’s shelter."
