Abstrak :
Kegiatan penelitian ini bertujuan untuk mengetahui tingkat kemanfaatan dari program pembinaan kesadaran bela negara ditinjau dari sudut pandang persepsi para penerima program (peserta penataran). Pembinaan kesadaran bela negara yang demokratis merupakan bagian panting yang berfungsi untuk meningkatkan motif moral. Motif moral menjadi gambaran kecerdasan sosial dalam wujud kemampuan mengamati dan mengawasi secara komprehensif. Kemampuan ini berguna untuk menumbuhkan kemampuan partisipatif warga negara dalam wujud kemampuan melakukan kontrol sosial masyarakat dalam melayani kepentingan sistem sosial. Kontrol sosial yang dilandasi nilai moral kebangsaan melalui pembinaan kesadaran bela negara yang diikuti secara luas oleh warga negara, diharapkan mampu secara lugas mengembangkan kemampuan partisipatif warga negara berdasarkan identitas dan karakter kebangsaan yang sangat berguna bagi integritas bangsa dalam rangka menjamin kelangsungan hidup bangsa dan negara.Metode penelitian yang digunakan untuk mendapatkan hasil analisa data yang akurat dalam penelitian ini adalah model Analytical Hierarchy Process (AHP). Dalam metode ini, model penghitungan adalah dengan cara membandingkan hasil perhitungan pada setiap elemen untuk masing-masing hirarkinya. Untuk memudahkan perhitungan, maka antar elemen yang diperbandingkan, disusun dalam matriks berpasangan_ Dari perhitungan matriks berpasangan akan diperoleh nilai eigen vector local pada tiap hirarkinya. Dari eigen vector local selanjutnya disusun secara sintesa untuk mendapatkan nilai eigen vector menyeluruh. Nilai eigen vector menyeluruh inilah yang merupakan hasil perhitungan yang merupakan nilai akhir untuk menentukan pilihan. Dari hasil analisa data terlihat bahwa program pembinaan kesadaran bela negara menurut persepsi peserta penataran adalah cukup bermanfaat. Hal ini dapat dilihat dari nilai terbesar eigen vector menyeluruh yang menunjukkan bahwa sebanyak 73% (0,729) menyatakan bahwa program ini cukup bermanfaat.

The purpose of this research is to discover the benefit of the state defense awareness program observed from the perception of the program participants. The promotion of democratic state defense awareness constitutes an important part which functions to enhance the moral motive. The moral motive becomes a reflection of social intelligence in the form of the ability to observe and supervise comprehensively. The capability is useful to develop the citizens' capacity to participate in carrying out social control which is based on the nation's moral values by means of the promotion of the state defence awareness which is extensively participated in by the citizens is expected to be able to develop the citizens' participated capacity based on the national identity and character which is very useful for the nation's integrity in the framework of ensuring the sustainability of the nation and the state. The research methodology employed to obtain the accurate result of data analysis in this research is the Analytical Hierarchy Process (AHP). In this model, the calculation is conducted by comparing the result of calculation in each element for the respective hierarchy. To make the calculation more simple, the elements to be compared are arranged in paired matrix. Based on the calculation of the paired matrix the local eigen vector value in each hierarchy will be obtained. Based on the local eigen vector subsequently it is arranged synthetically to obtain the overall eigen vector value. The overall eigen vector value constitutes the result of calculation which constitutes the final value to determine the option. Based on the data analysis it can be observed that the state defense awareness promotion program is quite beneficial in the opinion of the program participants. It can be seen from the biggest overall eigen vector value which indicates that 73% (0,729) of the participants state that this program is quite beneficial.

Fokus penelitian tesis ini adalah berupaya menjelaskan bagaimana pemahaman kesadaran bela negara di lingkungan organisasi kemasyarakatan pemuda (OKP) Pengurus Besar (PB) Himpunan Mahasiswa Islam (HMI) periode 2013-2015 serta bagaimana strategi pembinaan kesadaran bela negara di lingkungan OKP PB HMI tersebut. Tujuan penelitian ini adalah mengetahui bagaimana pemahaman kesadaran bela negara di lingkungan OKP PB HMI periode 2013-2015 serta bagaimana strategi pembinaan kesadaran bela negara di lingkungan OKP PB HMI. Penelitian tesis ini menggunakan metode deskriptif kualitatif analitis dengan tujuan membuat gambaran secara sistematis mengenai fakta-fakta faktual yang selama ini terjadi terhadap kesadaran bela negara pada generasi muda dengan didukung teori civil defense dan civil society serta wawancara mendalam sebanyak 12 informan yang terdiri dari informan ahli yaitu pihak kementerian pertahanan dan akademisi serta 10 informan selaku aktivis OKP HMI dari beberapa wilayah di Indonesia. Temuan penting hasil penelitian tesis ini adalah diketahui bahwa adanya kesamaan pemahaman dari para aktivis OKP HMI tentang pemahaman kesadaran bela negara yang melingkupi seluruh aspek kehidupan serta kesamaan tentang strategi pembinaan yang dilakukan di lingkungan OKP PB HMI dengan menerapkan jenjang formal kaderisasi LK1, LK2, LK3 dengan training-training maupun diskusi rutin non formal.

The focus of this thesis is an attempt to explain how the understanding of environmental awareness to defend the state in the social organization of youth (OKP) Executive Board (PB) Islamic Students Association (HMI) in the period from 2013 to 2015 and how the coaching strategy to defend the state in environmental awareness OKP the HMI. The purpose of this study was to determine how the understanding of environmental awareness to defend the country in the period 2013-2015 OKP HMI development strategies as well as how to defend the state in environmental awareness OKP HMI. The thesis research this uses the method descriptive qualitative analytical with the purpose of making a picture in systematic factual concerning the facts which have so far happens to of the sense of state-defense for the young generation by the support the theory of civil defense and civil society and in-depth interviews as many as 12 informants consisting of informants expert namely the ministry of defense and academics as well as 10 informants as activists OKP HMI from several areas in Indonesia. An important finding of this research thesis is known that the common understanding of the activists OKP HMI awareness to defend state of understanding covering all aspects of life as well as the similarity of development strategies undertaken in OKP HMI environment by implementing a formal level regeneration LK1, LK2, LK3 with trainings and non routine formal discussion.
