"Penerapan teknologi informasi di lingkungan organisasi pemerintah dewasa ini merupakan suatu keharusan dalam rangka meningkatkan kinerja organisasi dan memberikan pelayanan prima kepada masyarakat Badan Penanaman Modal dan Promosi BPMP Provinsi DKI Jakarta adalah instansi pemerintah daerah yang mempunyai tugas di dalam pembinaan dan pengembangan di bidang penanaman modal yang meliputi perencanaan promosi pelayanan dan fasilitasi penanaman modal dan pembinaan usaha daerah di Provinsi DKI Jakarta Saat ini BPMP DKI Jakarta telah memanfaatkan TI sebagai salah satu sarana untuk meningkatkan kinerja dalam memenuhi ketersediaan informasi bisnis dan mempercepat pelayanan perizinan investasi di DKI Jakarta melalui pelayanan terpadu satu pintu Upaya pemanfaatan TI di BPMP belum mencapai hasil yang optimal Masalah utama terletak pada pengembangan SI TI di BPMP belum dilaksanakan secara terencana sehingga pengembangan SI TI masih berjalan sendiri sendiri dan tidak selaras dengan visi misi dan tujuan organisasi Hal ini dikarenakan tidak adanya kebijakan terkait arah pengembangan SI TI di BPMP RITIK dan SIMDA Provinsi DKI Jakarta menginstruksikan agar seluruh instansi Pemerintah Provinsi DKI Jakarta untuk merencanakan dan mengembangkan teknologi informasi sesuai dengan tugas pokok dan fungsinya Untuk membuat suatu rencana strategis SI TI di BPMP diperlukan suatu metodologi Saat ini banyak tersedia metodologi metodologi untuk penyusunan rencana strategis SI TI seperti metodologi versi Ward dan Peppard Anita Cassidy dan versi Price Waterhouse Penelitian ini membahas metodologi apa yang dapat dengan cepat diterapkan dan sesuai dengan karakteristik organisasi BPMP dengan memperhatikan RITIK dan SIMDA Berdasarkan hasil analisis terhadap kondisi organisasi RITIK dan SIMDA maka metodologi versi Anita Cassidy merupakan metodologi yang dapat dengan cepat diterapkan oleh BPMP Kata Kunci Kajian Pendekatan Rencana Strategis Sistem Informasi Pemerintahan Badan Penanaman Modal dan Promosi xiii 129 halaman 13 gambar 6 tabel 4 lampiran

"Amerika Serikat mengajak dunia untuk mendukung perang melawan terorisme pasca serangan 11 September 2001. Dapat terlihat banyak negara yang turut mengirimkan angkatan perangnya bersama Amerika Serikat menggempur Afganistan untuk menangkap pemimpin Al Qaeda dan anggota teroris yang lainnya. Perang yang dipimpin Amerika Serikat didukung oleh teknologi Global Positioning System (GPS) yang diandalkan dapat menemukan kelompok teroris dengan menimalkan korban jiwa dari pihak sipil. Perang terorisme yang menjadi perang generasi keempat ini merupakan perang dimana aktor non negara menjadi lawan bagi aktor negara ini. Seperti yang diungkapkan Lind, negara telah kehilangan monopolinya dalam perang generasi keempat ini.Sedangkan teknologi GPS yang merupakan bagian dari rangkaian revolusi teknologi yang dikembangkan Amerika Serikat diharapkan dapat berperan mendukung kebijakan Amerika Serikat dalam melawan terorisme di Afganistan. Tesis ini menggunakan penelitian kualitatif dengan menggunakan metode deskriptif. Penelitian ini bertujuan untuk melihat penggunaan teknologi GPS dalam perang melawan terorisme dan peran GPS dalam perang tersebut. Diharapkan tesis ini dapat memberikan kontribusi bagi kajian ilmu hubungan internasional yang melihat peranan perkembangan teknologi dalam kebijakan luar negeri suatu negara.The United States asked the world to support the war on terrorism post the attack on September 11 2001. Whereas GPS technology that was part of the series of the revolution of technology that was developed by the United States it was hoped could play a supportive role the United States policy in opposing terrorism in Afghanistan. This thesist used the qualitative research by using the descriptive method. This research aimed at seeing the use of GPS technology in the war on terrorism and the GPS role in this war. Hoped this thesist could give the contribution for the study of international relations that saw the role of the development of technology in foreign policy of a country."

"ABSTRAKPenelitian ini bertujuan untuk menganalisis determinan dalam menentukan tingkat pengungkapan whistleblowing system dengan menggunakan indikator penelitian yaitu besarnya ukuran perusahaan, komposisi komisaris independen, kepemilikan saham publik, independensi auditor, tingkat rasio utang serta tingkat pertumbuhan perusahaan. Sampel penelitian yaitu sebanyak 474 emiten yang tercatat di Bursa Efek Indonesia selama periode tahun 2013. Jenis penelitian ini merupakan studi empiris dengan menggunakan data cross section. Pengolahan data dianalisis menggunakan model regresi berganda. Pengujian signifikansi hipotesis dilakukan dengan melakukan uji-F dan uji-t. Hasil pengujian menunjukkan bahwa besarnya ukuran perusahaan, independensi auditor dan tingkat rasio utang perusahaan berpengaruh positif terhadap tingkat pengungkapan whistleblowing system. Variabel kepemilikan saham publik berpengaruh negatif terhadap tingkat pengungkapan whistleblowing system. Variabel komposisi komisaris independen tidak berpengaruh secara signifikan terhadap pengungkapan whistleblowing system. Variabel tingkat pertumbuhan perusahaan yang diproksikan dengan present book value menunjukkan pengaruh negatif terhadap tingkat pengungkapan whistleblowing system.

ABSTRACTThe objective of this research is to analyze the determinant that decides the disclosure rate of the whistleblowing system, with the research indicators such as the size of the companies, composition of independent commissioner, public ownerships, auditor rsquo s independency, rate of debt ratio, and company rsquo s growth rate. Research samples are 474 emitents which are listed at the Indonesian Stock Exchange in 2013. This research is an empirical study with a cross section data. The data process is analyzed using the double regression model. Hypothesis significance testing is done with F test and t test. The result of the test shows that the size of the company, auditor rsquo s independence, and rate of debt ratio gives a positive affects to the rate of whistleblowing system disclosure. The public ownerships variable gives negative effect to the rate of whistleblowing system disclosure. The independent commissioner rsquo s composition doesn rsquo t give significant effect to the whistleblowing system disclosure. As for the company rsquo s growth rate variable, which is proxied with present book value, shows a negative effect to the whistleblowing system disclosure."
