"Di era globalisasi ini, teknologi mengalami perkembangan yang sangat pesat. Dapat dikatakan saat ini tidak ada kehidupan manusia yang luput dari teknologi. Industri yang berkaitan erat dengan perkembangan teknologi adalah industri telekomunikasi. Dengan memanfaatkan teknologi, komunikasi dapat berlangsung cepat dan mudah. Komunikasi saat ini sudah menjadi kebutuhan utama bagi manusia dalam menunjang kesuksesan pekerjaan, keluarga dan pergaulan. Hal tersebut mendorong meningkatnya pergaulan industri telekomunikasi, khususnya di Indonesia.
PT. TELKOM, Tbk selaku penyedia jasa layanan telekomunikasi terbesar di Indonesia harus mampu bersaing dengan kompetilomya mengingat saat ini pasar yang dihadapinya bukan monopoli melainkan kompetisi. Agar mampu bertahan dan memenangkan persaingan pasar tersebut, PT. TELKOM memfokuskan diri pada pemenuhan kebutuhan pelanggan untuk menjngkatkan kepuasan pelanggan seperti layanan yang terjamin, cepat, akurat dan jelas. Untuk itulah perlu dilakukan desain ulang terhadap proses bisnis pelayanan Provisioning Sentral & Signaling dan Penanganan Gangguan terhadap Surveillance Perangkat Sentral.
Skripsi ini membahas mengenai bagaimana desain ulang pada kedua proses tersebut dilakukan. Diawali dengan pengumpulan data lcebutuhan pelanggan, nnetapan target performa dan memetakan kedua proses bisnis yang dilakukan saat Kemudian melalui analisis kondisi pelaksanaan kedua proses bisnis tersebut pada saat ini dan membandingkannya dengan apa yang dibutuhkan pelanggan, maka dapat diindentifikasi proses apa saja yang harus dihilangkan, digabung, atau ditambah. Hal penting yang dihasilkan dalam desain ulang pada kedua proses tersebut adalah munculnya Helpdesk sebagai perwujudan dari One Stop Service. Helpdesk bertjndak sebagai Contact Person, pusat informasi dan pelayanan. yang ingin diwujudkan pemsahaan. Akhirnya, untuk lebih memperjelas proses bisnis desain ulang maka dilakukan pemetaan kembali. untuk desain proses bisnis yang baru. Desain ulang proses bisnis menggunakan metedologi rekayasa ulang.

In the globalization era, technology grows up very quickly. Today, we can say that there?s no human life without affected by technology. Telecommunication industry is closely related to the development of technology. By using technology, communication can be faster and easier. Today, communication becomes one of the main needs to support the success in works, family and environment. It can support for the increasing of telecommunication industry, especially in Indonesia.
PT. TELKOM, Tbk as the biggest telecommunication company in Indonesia must have an ability to compete with its competitor because its market is changed form monopoly into competition. in order to maintain and win its business in the market competition, PT. TELKOM must focus its business to iilltill its customer needs so that its customer satisfaction can be achieved, for example service guarantee, fast, accurate and clearly. So, it is important that PT. TELKOM, Tbk redesign the business process for provisioning Sentra! &Signaling and problem handling in Surveillance Perangkat Sentral.
This research discuss about how redesign implemented in both business processes. Started with customer needs data collection, setting the performance target then mapping those current business processes. Discussion continued with analyzing current business processes condition comparing with customer needs so that we can identify which proeess(es) must be out or joined or added. Helpdesk as the realiration of One Stop Service become the important output from this discussion. Helpdesk is planned to be Contact Person, centre of infonnation and service for provisioning and problem handling business process. Finally, to make it easier in understanding the redesign result, new processes are mapped. To redesign these business processes, Business Process Reengineering was used."

"Melalui penerapan Interkoneksi berbasis Protokol Internet antara penyelenggara seluler yang memberikan manfaat bagi pelanggan dan efisiensi jangka panjang bagi penyelenggara seluler di Indonesia, Pemerintah Indonesia berencana menetapkan kebijakan untuk mendorong penerapan Interkoneksi berbasis IP. Namun, terdapat kekhawatiran bagi penyelenggara seluler yang sudah banyak berinvestasi dengan teknologi eksisting bahwa Interkoneksi berbasis IP akan menimbulkan biaya tambahan yang lebih tinggi dan akan menyebabkan penurunan pendapatan karena pendapatan layanan suara dan SMS penyelenggara seluler terus menurun sebagai hasil dari penyediaan layanan suara serupa yang disubstitusi oleh aplikasi OTT (Over the Top).
Penelitian ini memodelkan kebijakan-kebijakan yang dapat dilakukan oleh Pemerintah untuk mendukung rencana interkoneksi berbasis IP dengan menggunakan sistem dinamis. Model sistem dinamis yang dibangun menunjukkan bahwa penerapan interkoneksi berbasis IP akan berdampak positif bagi peningkatan pendapatan penyelenggara seluler dan trafik layanan VoLTE serta dapat menurunkan biaya interkoneksi dengan dukungan revisi regulasi interkoneksi, revisi regulasi tarif seluler, regulasi OTT, tersedianya smartphone VoLTE dengan harga terjangkau dan sosialisasi untuk mendorong penggunaan layanan VoLTE.
......With the benefits for the customer and long-term efficiency for mobile operators in Indonesia through the implementation of Internet Protocol-based Interconnection between mobile operators, Government of Indonesia plans to set up a policy to push the adoption of IP-based Interconnection. However, the mobile operators that already heavily invested in the current technology are worry that the IP-based Interconnection will incur higher additional costs and will lead to declining revenue due to the facts that their voice and mobile-text revenue has continued to decline as a result of the provision of substituted similar voice services by OTT (over the top) application.
This research developed a model of policies that can be carried out by the Government to support IP-based interconnection plan using system dynamics. The system dynamics model shows that the implementation of IP-based interconnection will have positive impact on increasing cellular operator revenues and VoLTE traffics and reducing interconnection costs with the support of revisions of interconnection regulations, revisions of cellular tariff regulations, OTT regulation, publicly available of affordable VoLTE smartphone and socialization to encourage the use of VoLTE services."
