Abstrak :
Propinsi Maluku Utara adaiah wilayah Indonesia bagian timur yang terdiri dari puluhan pulau sehingga menarik untuk diteliti pola pergerakan arus barang dan orang dari pulau satu kepulau Iainnya yang membentuk suatu sistem jaringan transportasi. Asal dan tujuan perjalanan tentu saja bukan bandara atau pelabuhan laut, tetapi barangkali masih diperlukan moda darat untuk mencapai tujuan. Oleh karena itu bandara dan pelabuhan pada dasarnya hanya merupakan node atau simpul didalam suatu jaringan transportasi yang lebih luas yang melibatkan moda angkutan bus, udara dan darat. Tesis ini menganalisis sistem transportasi di propinsi Maluku Utara secara integrasi jaringan moda. Bangkitan pergerakan yang ditimbulkan dihitung berdasarkan potensi wilayah yang ada. Potensi dikembangkan karena memang daerah tersebut mempunyai sumber daya yang melimpah, dengan demikian akan timbul pergerakan atas dasar surplus dan defisit. Suatu wilayah akan mengalami surplus apabila produksi berlebih setelah dikonsumsi oleh masyarakat penghuninya, dan suatu zona atau wilayah mengalami defisit bila zona tersebut masih perlu pasokan dari zona lain dalam kebutuhan masyarakat di zona tersebut. Secara natural dengan adanya zona surplus dan defisit maka akan menghasilkan pergerakan. Pergerakan adalah hasil konversi jumlah barang dan orang yang berpindah dari daerah surplus ke daerah defisit. Meskipun jaringan dianalisis berdasarkan integrasi moda, tetapi penelitian ini dikhususkan untuk menganalisa jaringan darat. Pembebanan terhadap jaringan integrasi mods ini dilakukan dengan bantuan program STUE (Stochastic Taxonomy User Equilibrium). Program penanganan jalan menurut skala prioritas yang didasarkan atas aspek sosial, ekonomis, teknis dan tata ruang, dimana dalam menetapkan prioritas juga mempertimbangkan azas pemerataan dan pertumbuhan. Dengan integrasi jaringan bisa direncanakan penanganan jaringan jalan secara bertahap dan merata, karena sistem ini menghasilkan pembebanan yang lebih merata disemua ruas didalam jaringan.

[Trans Sumatera dengan Pendekatan Value Engineering. Perencanaan proyek infrastruktur JTTS menghabiskan investasi sebesar Rp 340 Triliun. Investasi sebesar itu hanya membangun Jalan Tol konvensional yaitu kendaraan golongan 1 sampai 5, seharusnya besarnya investasi tersebut mendapat nilai tambah multi fungsi. Untuk mendapatkan nilai tambah, metode rekayasa nilai (value engineering) mengidentifikasi fungsi-fungsi, menciptakan gagasan kreatif dan inovatif. Pengembangan fungsi dasar dari JTTS sebagai fungsi transportasi golongan 1 sampai 5 diawali dengan pendekatan ranking PDRB dan jumlah penduduk, pengembangan wilayah Sumatera dengan location quotient, ditambah dengan fungsi pariwisata, telekomunikasi fiber optic, integrasi median tol dengan kereta api, integrasi jalur sepeda motor, integrasi dengan pelabuhan sungai, perkebunan karet, integrasi pipa migas serta service dan rest area. Dengan adanya penambahan fungsi tersebut dapat menambah manfaat proyek infrastruktur Jalan Tol Trans Sumatera. ......Planning JTTS Infrastructure project require investment Rp 340 trilion.
