"Undang-undang no.14 tahun 2008 tentang Keterbukaan Informasi Publik merupakan stimulus perubahan paradigma mengenai informasi, data dan layanan. Sehingga diasumsikan badan publik harus melakukan persiapan dengan membentuk sistem untuk memisahkan dan memilah informasi publik yang dapat diakses dan yang dikecualikan, pendokumentasian, katalogisasi semua informasi publik, mekanisme pelayanan informasi baik secara internal maupun interkoneksi antar lembaga/ Badan publik, menyiapkan infrastruktur baik berupa teknologi informasi, SDM dan sistem informasi. Beberapa teori yang digunakan dalam tesis ini adalah Teori Kesiapan Perubahan Organisasi dari Thomas Cummings dan Christopher Worley, Teori Organisasi dari Stephen Robbins, Teori Perubahan Organisasi dari Johnson dan Luecke, dan John Kotter. Penelitian ini menggunakan metode penelitian kualitatif, dengan teknik analisa deskriptif analitis. Sistem penarikan sampel yang digunakan adalah sistem purposive untuk informan dari pejabat Kementerian Hukum dan HAM, Kementerian Komunikasi dan Informatika dan organisasi terkait pengembangan organisasi Kementerian Hukum dan HAM. Hasil temuan yang didapat dari penelitian ini adalah Kementerian Hukum dan HAM belum siap menghadapi implementasi UU KIP. Ketidak siapan ini terlihat dari minimnya langkah-langkah persiapan yang dilakukan organisasi. Teori Kesiapan Perubahan, Teori Perubahan dan Pengembangan Organisasi berimplikasi positif terhadap kondisi organisasi karena dalam prakteknya organisasi tidak menjalankan apa yang ada dalam teori, akibatnya kesiapan organisasi menyongsong implementasi UU KIP tidak maksimal.

The law no.14 of 2008 on the Public Information Openness is a stimulus that enforce paradigm shift on the information, data and Services. It was assumed that every public agency has to set up supporting preparation to establish a system for separating and sorting public information that can be accessed and which excluded, documentation, cataloging all public information, the mechanism of information Services both intemally and interconnection among agencies / public agency, set up infrastructure of information technology, human resources and information systems.

Several theories used in this thesis were: Organizational Change Readiness Theory by Thomas Cummings and Christopher Worley, Organization Theory by Stephen Robbins, Organizational Change Theory by Luecke and Johnson, and John Kotter. This research applied qualitative methods using descriptive analytical technique. The Sampling method used was purposive systems to informants from the Ministry of Law and Human Rights officials, Ministry of Communications and Information Technology official- also from related organizations.

The research fidings were: the Ministry of Justice and Human Rights was not ready to face the implementation of Law no. 14/2008 and the organization did not have the sufficient preparation. The lack of preparation was seen from the lack of preparatory steps that the organization has made. Change Readiness Theory and Organization Development and Change Theory had positive implications for organizational conditions since in practice the organizations did not apply the activities stated in theory, resulting organization's readiness to meet the implementation was not optimal."

"Abstract. In general, students want to complete their study faster, graduate and get a job, but in fact the unemployment rate is open of the graduates have increased. Students who have been prepared and furnished with specific skills and expertise increasingly help the student?s preparedness to face undesirable conditions and only become job-seeker, and not as job-provider. Under this circumstance, the study of change in the student mindset toward entrepreneurship is necessary considered to find the right approach in changing people mindset toward the generation of creativity and innovation of the valuable works. This further expectation can help developing students a sense of confidence and their preparedness to navigate the real world after graduation. This research used an action research approach in the form of guidance based on a model of creative economic development and the process model of creativity-innovation-entrepreneurial, through six steps of guidance. The result showed that first, the process of transformation comprising guidance toward change in the mindset of participants run quite well; however, there are still many shortcomings, especially in terms of participants? commitment and ability to develop the creative product. Second, the creation of space for the development of creative ideas, through motivation and awareness of participants, though not yet perfect and there are still barriers, such as the timing and lecture schedule.Abstrak. Mahasiswa pada umumnya ingin cepat menyelesaikan studi, lulus dan memperoleh pekerjaan, namun kenyataanya tingkat pengangguran terbuka dari lulusan sekolah semakin meningkat. Mahasiswa yang telah disiapkan dan dibekali dengan ketrampilan dan keahlian tertentu sangat membantu kesiapan mahasiswa menghadapi kondisi yang tidak dikehendaki dan hanya menjadi jobseeker, melainkan sebagai jobprovider.Berdasarkan hal tersebut maka penelitian tentang perubahan mindset mahasiswa ke arah entrepreneurship dipandang penting yakni untuk menemukan pendekatan yang tepat dalam mengubah mindset seseorang ke arah penciptaan kreatifitas dan inovasi karya-karya yang bernilai.Harapan lebih jauh hal ini dapat membantu menumbuhkan rasa percaya diri mahasiswa dan kesiapannya mengarungi dunia nyata setelah lulus. Riset ini menggunakan pendekatan action research berupa pembinaan berdasarkan model pengembangan ekonomi kreatifdanmodel proses creativity-innovation-entrepreneurial, melalui 6 langkah pembinaan.Hasil menunjukkan bahwa pertama, proses transformasi berupa pembinaan ke arah perubahan mindset peserta berjalan cukup baik, namun demikian masih banyak kekurangan terutama dalam hal komitmen peserta dan kemampuan mengembangakan produk yang kreatif.Kedua, terciptanya ruang gerak pengembangan ide-ide kreatif, melelaui motivasi dan kesadaran peserta, walau belum sempurna dan masih terdapat hambatan, antara lain pengaturan waktu dan jadwal kuliah."
