"The paper argues that differences between German and Japanese environmental politics during the 1990s are due to differences in the composition and working of the environmental policy-making networks in both countries. The main assumption is that the relatively proactive role of German environmental politics can be explained by a highly integrated pluralistic network, which includes all major actors in the environmental field. The paper explores this argument by focusing on the role NGOs play in the national environmental policymaking in Germany and Japan. It presents empirical data concerning the position of NGOs in the policymaking networks in both countries with regard to NGOs' resources and opportunities to shape environmental policies. The analysis of the data demonstrates that NGOs are still weak in the network in Japan while, in Germany, the big national NGOs are well integrated and are considered to play a significant role in the policy-making process. This comparison suggests that what accounts for their greatest difference is the availability of means of compensating for weak resources, which is considered to be much more favorable in Germany than in Japan."

ABSTRAKMasalah sampah adalah masalah yang harus ditangani setiap kota di Indonesia, termasuk kota Bekasi. Salah satu strategi penanganan sampah yang dipilih oleh Pemerintah Kota Bekasi adalah melalui kebijakan bank sampah. Penelitian ini mengkaji pengaruh tata pemerintahan kolaboratif dalam pembentukan dan keberlangsungan kebijakan bank sampah di kota Bekasi pada tahun 2015-2018. Penelitian ini adalah penelitian kualitatif dengan desain naratif-deskriptif. Temuan utama penelitian ini menunjukkan bahwa dari kebijakan bank sampah kota Bekasi, lahirlah Kerangka Kerja Kolaborasi Kebijakan Bank Sampah di Kota Bekasi yang melibatkan Pemerintah Kota Bekasi, pemangku-pemangku kepentingan lain dari kelompok masyarakat sipil, warga lokal, aktivis pergerakan lingkungan lokal, dan juga perusahaan. Kerangka kerja tersebut dapat dibentuk dan memiliki keberlangsungan karena adanya siklus proses kolaboratif yang menjamin kehidupan dan pertumbuhan kerangka kerja tersebut. Akhirnya dapat ditarik kesimpulan bahwa tata pemerintahan kolaboratif adalah suatu mode tata pemerintahan yang tepat guna dalam membentuk dan menjaga keberlangsungan suatu kebijakan bank sampah.
ABSTRACTThe problem of waste is a problem that needs to be tackled by every cities in Indonesia, including the city of Bekasi. One of the strategies chosen by the Bekasi Municipal Government to tackle the waste issue is through waste-bank policy. This research studies the influence of collaborative governance towards the formation and sustainability of Bekasis waste bank policy in the years of 2015-2018. This research is a qualitative one, with narrative-descriptive design. The main findings of this research shows that the Bekasi waste bank policy gave birth to Bekasi Waste Bank Collaboration Framework that involves the Bekasi Municipal Government, and other stakeholders from civil society, local residents, local environmental movement activists, and corporations. This framework could be formed and sustained because of a collaborative process that ensures the survival and growth of the framework. Finally, we can conclude that collaborative governance is an exact mode of governance fit for forming and sustaining a waste bank policy."
