"Kabupaten Tanjung Jabung Barat Bagian Hulu merupakan salah satu sentral utama kelapa sawit di Indonesia dengan tingkat ketergantungan ekonomi yang yang sangat tinggi, sehingga berpotensi menerima ancaman dan rentan terhadap penurunan harga CPO dunia. Indikator keterpaparan, sensitivitas dan kapasitas adaptif dikelompokan dengan metode cluster dan pembobotan menggunakan metode AHP untuk mendapatkan indeks kerentanan yang selanjutnya diverifikasi melalui survey lapangan. Hasil analisis keruangan menunjukkan kerentanan wilayah dengan hierarchical cluster cenderung lebih tinggi tingkatannya dibandingkan dengan k-means cluster, namun memperlihatkan pola keruangan yang cenderung sama. Wilayah dengan pola perkebunan PIR-Trans cenderung memiliki tingkat kerentanan yang lebih tinggi dibandingkan pada pola perkebunan swadaya. Berdasarkan kondisi faktual dan uji statistik, penerapan metode hierarchical cluster lebih sesuai untuk menggambarkan kerentanan wilayah terhadap penurunan harga CPO dunia di Tanjung Jabung Barat dibandingkan dengan menggunakan metode k-mean cluster.

Tanjung Jabung Barat Regency in the hilly part is one of the central oil palm in Indonesian with a high dependence of economic changing, therefore potentially affected by threat and susceptible to the decreasing of World?s price of CPO. Indicators of exposure, sensitivity and adaptive capacity are grouped by cluster method and weighting with AHP method to get an index of vulnerability which further verified through field survey.

Spatial analysis of the results showed the vulnerability of the region to the hierarchical cluster tend to be higher with grades k-means, but the spatial patterns that tend to exhibit similar trend. The region with PIR-Trans plantation patterns tends to have higher levels of vulnerability than that of self-reliant plantation patterns.

Based on factual conditions and statistical test, applications of hierarchical cluster method is more appropriate to illustrate the vulnerability of the region to the world?s CPO price decline in Tanjung Jabung Barat compared to that of using k-means method."

"Penelitian ini bertujuan untuk memberikan bukti empiris ada atau tidaknya hubungan antara peningkatan harga CPO dan ekspansi perkebunan sawit di Indonesia. Selain itu, penelitian ini juga ingin melihat sensitivitas perkebunan kecil dan perkebunan besar dalam merespon perubahan harga CPO. Penelitian ini menggunakan metode fixed effect dengan menggunakan data di level provinsi tahun 2009-2020. Hasil penelitian menunjukkan bahwa peningkatan harga CPO berhubungan dengan penurunan tingkat pertumbuhan luas lahan sawit di Indonesia. Penurunan tingkat pertumbuhan luas lahan tersebut menandakan bahwa walaupun luas lahan sawit tetap bertambah, namun pertambahan luas lahan tersebut melambat. Selain itu, peningkatan harga CPO juga berhubungan dengan penurunan rasio perkebunan kecil dan perkebunan besar. hasil tersebut menandakan bahwa perkebunan besar lebih cepat untuk merespon perubahan harga CPO dalam membuka lahan sawit.

This study aims to provide empirical evidence of whether or not there is a relationship between increasing CPO prices and the expansion of palm oil plantations in Indonesia. In addition, this study also wants to see the sensitivity of small plantations and large plantations in responding to changes in CPO prices. This study uses the fixed effect method by using data at the provincial level in 2009-2020. The results of the study show that the increase in CPO prices is related to a decrease in the growth rate of oil palm plantations in Indonesia. The decrease in the growth rate of land area indicates that although the area of oil palm plantations continues to increase, the increase in land area is slowing down. In addition, the increase in CPO prices is also related to a decrease in the ratio of small plantations to large plantations. These results indicate that large plantations are quicker to respond to changes in CPO prices in opening oil palm plantations."
