"ABSTRAK Perencanaan armada kereta adalah salah satu perencanaan untuk menyediakan jumlah ketersediaan kursi yang cukup untuk memenuhi jumlah penumpang dan meminimalkan biaya keseluruhan pada saat yang sama. Perencanaan tersebut untuk menentukan tipe kereta yang digunakan, komposisi sistem kepemilikan, dan jumlah rangkaian yang dibutuhkan. Masalah utama adalah keseimbangan dan optimalisasi antara keterbatasan anggaran, komposisi, dan jumlah rangkaian yang tepat untuk memenuhi jumlah penumpang di masa yang akan datang. Tujuan dari penelitian ini adalah menentukan tipe terbaik dari kereta api berkecepatan tinggi dan jumlah rangkaian . Model optimisasi dikembangkan menggunakan two-stage integer programming. Total tipe kereta api berkecepatan tinggi dalam penelitian ini adalah 16 tipe. Hasilnya adalah tipe kereta api kecepatan tinggi CRH380A dipilih sebagai tipe utama. Selanjutnya, jumlah rangkaian untuk tipe tersebut adalah 7 (tujuh) unit rangkaian 8-gerbong atau 56 gerbong yang terdiri dari 5 unit dengan sistem beli dan 2 unit dengan sistem sewa. Total biaya atas rangkaian tersebut adalah 11,7 triliun rupiah. Batasan penelitian ini adalah model optimasi hanya mempertimbangkan jumlah biaya. Pendapatan dan manfaat atas sarana dan prasarana perkeretaapian dapat dipertimbangkan untuk penelitian berikutnya

ABSTRACT Rolling stock planning is one of the strategic planning to provide sufficient number of seats capacity for ridership while minimizing total costs at the same time. The planning determines the options of purchasing system and the amount of rolling stock needed. The crucial problems are balancing and optimizing between limited investment costs and composition of rolling stock to meet the number of ridership in the future. The objectives of this study are determining the best type of the high-speed rail and compositions of purchasing system. The optimization models are developed using two-stage integer programming. Total types of high-speed rail in this study are 16 types. As results, it is determined that the best type of high-speed rail is CRH380A that manufactured by Sifang Locomotive as main type to select. Then, total units for this type are 7 units or 56 cars that consist of 5 units owned and 2 units leased. Expected total costs for the composition are around 11,7 trillion rupiahs. Limitation of this study is the optimization models only calculate expected total costs. Income and benefit may be considered for future research.

"Saat ini proyek Kereta Cepat Jakarta-Bandung (KCJB) yang dicanangkan sejak tahun 2015 masih berjalan. Proyek ini merupakan investasi yang dilakukan berdasarkan kerja sama internasional antara Indonesia dan China. Dalam kerja sama ini, China berinvestasi melalui China Development Bank (CDB) dengan biaya yang diperkirakan mencapai US$4,5 miliar atau sekitar 64 triliun rupiah. Selama proyek ini berjalan, terdapat dua Perpres yang menaunginya, yaitu Perpres No. 107 Tahun 2015 dan Perpres No.93 Tahun 2021. Pada Perpres No. 107 Tahun 2015 dijelaskan bahwa proyek ini berbentuk Business to Business antara Konsorsium Badan Usaha Milik Negara Indonesia dan China yang pada akhirnya membentuk sistem joint venture. Selanjutnya, dalam Pasal 4 ayat (2) tertulis bahwa Pelaksanaan dari proyek ini tidak menggunakan Anggaran Pendapatan dan Belanja Negara (APBN) serta tidak mendapatkan jaminan Pemerintah. Namun, seiring berjalannya waktu, proyek ini ternyata mengalami pembengkakan biaya atau cost overrun. Pemerintah kembali mengeluarkan Perpres No. 93 Tahun 2021 yang sebagian besar bersifat kontradiktif dari Perpres sebelumnya. Contohnya, terkait pembiayaan dari proyek ini, Pemerintah memperbolehkan penggunaan Penyertaan Modal Negara, yang salah satunya bersumber dari APBN, dan pemberian jaminan oleh negara. Terkait hal ini, timbul adanya potensi dampak perubahan skema pembiayaan ini terhadap proyek-proyek investasi lain di Indonesia. Terlebih khusus, proyek KCJB dimasukkan menjadi salah satu dari Proyek Strategis Nasional (PSN) melalui Perpres No. 3 Tahun 2016 sehingga menurut Perpres ini total PSN mencapai 227 proyek sehingga ditakutkan bahwa kejadian terkait pembiayaan menimpa Proyek Strategis Nasional lainnya, hal ini berpotensi menambah beban negara.

The Jakarta-Bandung Fast Train (KCJB) project, launched in 2015, is still running. This project is an investment based on international cooperation between Indonesia and China. In this cooperation, China invests through the China Development Bank (CDB) with an estimated cost of US$4.5 billion or around 64 trillion rupiahs. As long as this project runs, two Presidential Regulations oversee it: Presidential Decree No. 107 of 2015 and Presidential Decree No. 93 of 2021. Presidential Decree No. 107 of 2015 explained that this project was in the form of a Business Business between a Consortium of Indonesian and Chinese State-Owned Enterprises, which eventually formed a joint venture system. Furthermore, Article 4 paragraph (2) states that the implementation of this project does not use the State Revenue and Expenditure Budget (APBN) and does not receive government guarantees. However, over time, this project turned out to be experiencing cost overrun. The government issued Presidential Decree No. 93 of 2021, most of which are contradictory to the previous Presidential Regulation. For example, regarding the financing of this project, the government allows the use of State Equity Participation, one of which is sourced from the APBN. In this regard, the author feels a potential impact of changing the financing scheme on other investment projects in Indonesia. Specifically, the KCJB project was included as one of the National Strategic Projects (PSN) through Presidential Decree no. 3 of 2016, according to this Presidential Regulation, the total PSN reached 227 projects. The author feels that if an incident related to financing befalls other National Strategy Projects, this will increase the burden on the state."
