Abstrak :
Implementasi IPM melalui SAMRS oleh teknisi elektromedik IPSSRS RSUP Fatmawati belum dilaksanakan secara optimal, ditunjukkan dengan adanya perbedaan antara capaian IPM dalam kontrak kinerja pegawai dengan report IPM melalui SAMRS. Penelitian ini dilakukan untuk mendapatkan hasil analisis implementasi inspection preventive maintenance berbasis web sistem aset manajemen rumah sakit dengan technology acceptance model di RSUP Fatmawati. Penelitian ini merupakan jenis penelitian operasional yang bersifat kualitatif. Metode yang digunakan adalah observasi, telaah dokumen, dan wawancara mendalam. Hasil penelitian digambarkan dengan matriks hasil wawancara mendalam untuk mengetahui faktor-faktor yang memengaruhi implementasi IPM melalui SAMRS. Berdasarkan hasil analisis menggunakan technology acceptance model, diketahui akar penyebab implementasi IPM melalui SAMRS tidak optimal akibat kurangnya sumber daya elektromedik di RSUP Fatmawati. Faktor lain penyebab implementasi IPM melalui SAMRS tidak optimal karena IPM melalui SAMRS belum menjadi laporan wajib teknisi elektromedik dan kurangnya waktu yang dibutuhkan oleh teknisi elektromedik untuk pencatatan hasil IPM melalui SAMRS. Berdasarkan analisis tersebut diberikan usulan berupa penghitungan analisis beban kerja teknisi elektromedik terhadap jumlah alat medik di RSUP Fatmawati yang dilakukan inspection preventive maintenance dan merubah sistem pelaporan IPM teknisi elektromedik kepada kepala IPSSRS dari manual menjadi digital melalui SAMRS. ......The implementation of IPM through SAMRS by IPSSRS electromedic technician at RSUP Fatmawati has not been carried out optimally, as indicated by the differences between the achievement of IPM in employee performance contracts with IPM reports through SAMRS. This research was conducted to obtain the results of the implementation analysis of a web-based inspection preventive maintenance system of hospital management with technology acceptance models at RSUP Fatmawati. The type of this research is qualitative operational research. The method used are observation, literature review, and in-depth interviews. The results of the study are illustrated by a matrix of in-depth interviews to find out the factors that influence the implementation of IPM through SAMRS. Based on the analysis using the technology acceptance model, the main cause of the implementation of IPM through SAMRS is not optimal due to the lack of electromedic resources in RSUP Fatmawati. The other factors causing the nonoptimal implementation of IPM through SAMRS are IPM through SAMRS has not become a mandatory report on electromedical technicians and the lack of time required by electromedical technicians to record the results of IPM through SAMRS. Based on the analysis it can be proposed that electromedical technician workload calculation of the number of medical devices in RSUP Fatmawati which is carried out by preventive maintenance inspection and changes the electromedic technician's IPM reporting system to the IPSSRS head from manual to digital via SAMRS is suggested as the recommendation to resolve the problem.

Pengembangan sumber daya manusia juga menjadi salah satu target Sustainable Development Goals (SDG) untuk tahun 2030, dimana berbagai indikator dalam SDG meliputi berbagai elemen yang terkait dengan kualitas sumber daya manusia seperti pendidikan, kesehatan, kemiskinan, dll. Peningkatan kualitas sumber daya manusia secara nasional dapat dilakukan dengan melakukan pembangunan di daerah dengan harapan kualitas sumber daya manusia juga akan mengalami perkembangan apabila terdapat pembangunan yang dapat menunjang hal tersebut, salah satu sumber finansial yang bisa memberikan dampak pada pembangunan di daerah adalah investasi baik investasi publik yang dilakukan pemerintah maupun Foreign Direct Investment (FDI). Studi ini bertujuan untuk mengidentifikasi serta mengukur pengaruh Foreign Direct Investment (FDI) dan investasi pemerintah pada sektor pendidikan-kesehatan terhadap indeks pembangunan manusia provinsi di Indonesia. Dengan menggunakan metode Fixed Effects serta data Badan Pusat Statistik (BPS) dan CEIC Data tahun 2010-2020, hasil estimasi menunjukkan bahwa kenaikan FDI memiliki dampak positif terhadap indeks pembangunan manusia provinsi tetapi tidak signifikan sedangkan kenaikan investasi pemerintah pada sektor pendidikan dan kesehatan memiliki dampak positif yang signifikan terhadap indeks pembangunan manusia provinsi. ......Human resource development is also one of the targets of the Sustainable Development Goals (SDGs) for 2030, where various indicators in the SDGs include various elements related to the quality of human resources such as education, health, poverty, etc. Improving the quality of human resources nationally can be done by carrying out development in the regions with the hope that the quality of human resources will also develop, one of the financial sources that can have an impact on development in the region is investment, both public investment by the government and Foreign Direct Investment (FDI). This study aims to identify and measure the effect of Foreign Direct Investment (FDI) and government investment in the health-education sector on the provincial human development index in Indonesia. Using the Fixed Effects method and data from the Badan Pusat Statistik (BPS) and CEIC Data for the years 2010-2020, the estimation results show that the increase in FDI has a positive impact on the provincial human development index but is not significant, while the increase in government investment in the education and health sectors has a significant positive impact on the province's human development index.

This study have been conducted in 2004 and taken place in East Java for five months from July throughout November 2004. Two locations were chosen as a sample for IPM-Farmer Field School namely Malang and Jombang districts. The objectives of research were: (a) to describe the adoption of IPM technology by farmers, (b) the economic visibility of farms and (c) the technical efficiency of farms between before and after IPM-FFS. This research used method of survey, primary data where collected from 80 farmers consisting of 40 IPM-Farmer Field School (alumni) and 40 non-alumni while secondary data were collected from the Office of Estate Crops, the Office of IPM Project, Central Agency of Statistics and Institutions of Research. The results showed that after IPM-FFS, the technology of integrated pest management have been applied by the most of farmers. The alumni (80%) and non-alumni (23%) have done the field observation regularly The alumni and non-alumni (32.5%) were able to distinguish some predators of pests and did not harm them. Most farmer have controlled pests with a method of preventive while the an-organic pesticide would be applied when the pests attack reached the economic threshold. The productivity of alumni after IPM-FFS increased 45.5 percent (from 1,128 to 1,641) and non-alumni increased 24.6 percent (from 872 to 1,087)kg/ha/year. Net income of alumni increased 40,7 percent (from Rp.3,7 to Rp 5,2) million/hectare/year. Through the application of IPM technology, the technical efficiencies of alumni increased 31,7 percent (from 0.63 to 0.81) and non-alumni increased 4,8 percent (from 0,63 to 0,66).

Participation and empowerment are two important keywords in agricultural development program. One of the agricultural programs that considerably implemented through farmer’s participation towards empowerment is Integrated Pest Management (IPM). This article reviews the reflection of the concepts and implementations of farmer’s participation and empowerment in the coffee Integrated Pest Management for Smallholder Estate Crops (IPM-SECP). It can be explained that farmers were participated only in the planning and implementation stages of the project, while monitoring and evaluation activities were solely done by the project implementing unit and other related agencies. In the planning stage, the extent of farmer’s participation can be categorized as pseudo participation since farmers only participated if they were the head of farmer’s group or local model farmers. Meanwhile, in the implementation stage, it was found that farmers had a high extent of participation in the various activities and practices of training carried out by the project. Nevertheless, farmers were empowered in terms of knowledge and skills gained, change in practices, decision-making, productivity, and environmental awareness. As a result, farmer’s participation should be anchored in all stages of planning, implementation, monitoring, and evaluation, so that they would be able to get immediate genuine empowerment feedback of the project impact.

ABSTRAK
Secara keseluruhan subsidi BBM yang telah di belanjakan pemerintah adalah sebesar 1.015 T atau secara rata-rata, sebasar 10,84 dari total APBN dari tahun 2007 ndash; 2014. Secara nasional subsidi BBM berpengaruh positif terhadap IPM. Jawa-Bali dan pulau lainnya diluar Sumatera dan Jawa-Bali subsidi BBM berpengaruh positif terhadap pertumbuhan PDRB tetapi, pengaruh kausalitas sebaliknya terjadi di pulau Sumatera. Di Sumatera dan pulau lainnya peningkatan subsidi BBM mengakibatkan peningkatan IPM. Oleh karena itu, kebijakan penghapusan subsidi BBM terutama premium sudah tepat dilakukan pemerintah dan terkait dengan subsidi solar untuk transportasi dan korosene yang masih diberikan oleh pemerintah saat ini, disarankan juga untuk dihapuskan.
ABSTRACT
Overall fuel subsidy that has been in government spending amounted to 1,015 T or, on average, sebasar 10.84 of the total state budget from 2007 2014. Nationally subsidy positive effect on the HDI. Java Bali and other islands excluding Sumatra and Java Bali fuel subsidy positive effect on GDP growth, however, the influence of the reverse causality occurred on the island of Sumatra. In Sumatra and other islands, the increase in fuel subsidies resulting in an increase in the HDI. Therefore, the policy of eliminating fuel subsidies mainly premium was appropriate for government and associated with subsidized diesel for transportation and korosene are still provided by the government at this time, it is advisable also to be abolished.

Indeks Pembangunan Manusia (IPM) disusun sebagai salnh satu dari indikator altematif, selain pendapatan nasional per kapita, untuk meniiai keberhasilan pembangunan yang dilaksanakan oieh suatu negara. Negara muslim yang memiliki potensi SDA besar GDP perkapita tinggi, tidak rnemiliki angka kesehatan dan pendidikan yang tinggi bila dibandingkan dengan negara-negara barat Hal ini menunjukan bahwa dl negara muslim kemajuan disektor ekonomi tidak dibarengi dengan kemajuan disektor pendidikan dan kesehatan yang akhirnya menyebabkan peringkat IPM negara muslim tertinggal dari negarawnegara barat. Tujuan penelitian untuk mengetahui pengaruh GDP, lndikator Kesehatan dan Indikator Pendidikan terhadap Indeks Pembangonan Manusia di Negara-negara muslim. Metode yang digunakan adalah regresi berganda dengan data panel dan penelitian dilakukan pada pada tahun 2004 sampai dengan 2007. Hasil analisis menunjukan adanya pengaruh GDP, realisasi anggaran sektor kesehatan terhadap pengeluaran pemerintah dan rasio jumlah sarana pendidikan terhadap jumlah pelajar terhadap indeks pembangunan manusia untuk kelompok?
Human Development Index (HDI) composed as one of the altemative indicators, in addition of national income per capita, to measure the success of development undertaken by a country. Muslim countries which have great potential for natural resources, high Gross Domestic Product (GDP) per capita, and do not have high number of health and education compared to western countries. This fact shows that in musiim countries the progress of economy sector is not accompanied by health and education sectors which imply the Muslim Countries rate of HDI left behind western countries. The aim of the n search is determine the influence of GOP, health indicator, and education indicator toward Muslim Countries Human Development Index. The method used is multiple regression with panel data, and the research conducted from the years 2004 to 2007. Analysis result shows the influence of GDP, realization of health sector budget to the government expenditures, and ratio of the number of educational facilities to the number of students on the human development index for the Muslim Countries with high HDI rank. Capaian kualitas lingkungan hidup Indonesia selama beberapa tahun terakhir menunjukkan tren yang fluktuatif. Di saat yang bersamaan, capaian kualitas sumber daya manusia Indonesia justru menunjukkan peningkatan yang cukup konstan. Penelitian ini bertujuan untuk mengetahui hubungan antara kualitas lingkungan hidup dengan kualitas sumber daya manusia Indonesia melalui IKLH dan IPM. Data yang digunakan oleh penelitian ini bersumber dari BPS dan Kementerian Lingkungan Hidup dan Kehutanan untuk 33 provinsi di Indonesia pada periode tahun 2015 - 2019. Penelitian ini menggunakan Random Effect Model sebagai model estimasinya. Berdasarkan model tersebut, didapati hasil bahwa hubungan antara kualitas sumber daya manusia dan kualitas lingkungan hidup tidak berpengaruh signifikan secara statistik. ......Environmental quality in Indonesia over the past few years has shown a fluctuating trend. At the same time, the quality of human capital in Indonesia have shown a fairly constant increase. This study aims to determine the relationship between environmental quality and human capital through IKLH and IPM. The data used in this study were sourced from BPS and the Ministry of Environment and Forestry for 33 provinces in Indonesia in the period 2015 - 2019. This research uses the Random Effect Model as its estimation model. Based on this model, the results show that the relationship between environmental quality and human capital has no significant effect.

Penelitian ini bertujuan untuk mengetahui pengaruh Inflasi dan IPM terhadap pertumbuhan ekonomi baik secara parsial maupun simultan. Selain itu juga menganalisa pengaruh inflasi, Indeks Pembangunan Manusia (IPM) dan pertumbuhan ekonomi terhadap kemiskinan baik secara parsial maupun simultan. Dari pengujian regresi dapat diketahui bahwa inflasi secara parsial mempunyai pengaruh negatif sebesar -0,772 dan IPM -0,703 terhadap pertumbuhan ekonomi, dengan taraf signifikansi sebesar 0,007 < 0,05 dan 0,010 < 0,05. Sementara itu Inflasi, IPM dan pertumbuhan ekonomi secara parsial mempunyai pengaruh masing-masing sebesar -0,075; -0,927; 0,115 terhadap kemiskinan dengan taraf signifikansi masing-masing sebesar 0,705; 0,006; 0,615. Untuk nilai signifikansi Inflasi dan pertumbuhan ekonomi ( 0,075 dan 0,615 > 0,05) berarti pengaruh secara individu atau parsial inflasi dan pertumbuhan ekonomi terhadap kemiskinan tidak signifikan. Sedangkan pengaruh variabel IPM terhadap kemiskinan mempunyai signifikansi sebesar 0,006 < 0,05 maka variabel IPM secara individu atau parsial berpengaruh negatif dan signifikan. Pengaruh simultan antara inflasi dan IPM terhadap pertumbuhan ekonomi dapat dilihat dari nilai F sebesar 14,644 dengan signifikansi 0,008 < 0,05. Hal ini berarti inflasi dan IPM secara bersama-sama atau simultan berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi. Begitu juga inflasi, IPM dan pertumbuhan ekonomi secara bersama-sama atau simultan berpengaruh positif dan signifikan , hal ini dapat dilihat dari nilai F = 49,774 dengan signifikansi sebesar 0,001 < 0,05. Nilai R Square 85,4% (persamaan sub-struktur I) menunjukan bahwa inflasi dan IPM memiliki sumbangan terhadap naik turunnya pertumbuhan ekonomi sebesar 85,4%, sedangkan sisanya 14,6% dipengaruhi oleh variabel lain. Begitu juga nilai R Square 97,4% (persamaan sub-struktur II) menggambarkan bahwa inflasi, IPM dan pertumbuhan ekonomi memiliki sumbangan terhadap naik turunnya kemiskinan sebesar 97,4%, sedangkan sisanya 2,60% dipengaruhi oleh variabel lain.
