"Masalah pokok berkaitan dengan legislasi hukum Islam dalam peraturan perundang-undangan di Indonesia adalah "Bagaimana pemikiran di kalangan (gerakan) Islam tentang legislasi hukum Islam di masyarakat Indonesia kontemporer." Posisi hukum Islam di Indonesia perlu dibahas karena hukum Islam bukan satu-satunya hukum yang berpengaruh di Indonesia, yang masyarakatnya majemuk dari segi agama. Peluang dan tantangan legislasi hukum Islam di Indonesia perlu dibahas untuk mengetahui faktor pendukung dan faktor penghambat legislasi hukum Islam, baik di dalam Islam sendiri (substansi ajaran Islam, dan umat Islam) maupun dari luar Islam. Posisi hukum Islam di Indonesia akan dan dapat dilihat dalam dua hal: pertama, dalam peraturan perundang-undangan, dan kedua, dalam wacana yang (pernah) berkembang. Oleh karena itu, metode penelitian yang digunakan adalah sosio-yuridis."

He argues that political, social and religious factors provide important windows into the content and approaches of both Quranic commentaries. He also provides a transliteration of the Jawi Malay text of both commentaries on sura 18 of the Quran ( al-Kahf), as well as an annotated translation into English.
