"Tugas Akhir ini membandingkan Standar Geometrik Perkotaan Bina Marga Tahun 1992 dengan Standar Australia dan Standar Departemen Transportasi Inggris. Studi banding ditekankan untuk melihat sampai sejauh mana Standar Geometrik Perkotaan Bina Marga telah mengkonsiderasi hal-hal yang penting dari objektif Standar, yaitu faktor-faktor keselamatan lalu lintas serta menyesuaikan dengan komponen-komponen kendaraan, manusia dan lingkungan jalan yang ada di suatu tempat. Selain itu, dilihat pula sampai sejauh mana Standar Geometrik Perkotaan Bina Marga telah digunakan di lapangan. Untuk mengetahui hal ini, maka dilakukan pengukuran alinyemen lapangan pada lokasi yang ditinjau, yaitu pada dua buah persimpangan sebidang di Kotif Depok."

"The high accident number that prevail in most developing countries and big countries have always been an indication of lack of appropriate program on traffic safety, though this may not imply the absence of such. It has been commonly accepted that developing countries face a complicated problem when it comes to the handling of low quality of traffic safety. Such problems even escalate in big countries such as China, Indonesia and India. There are no fixed formula when it comes lo traffic safety as the case will be very local and typical in each country and productive set of measures in a country may not be applicable in other countries of similar size and problems. Out of the varying discrepancies, problematic countries do have some common needs in terms of improvement of conditions. Seven Asian countries with severe traffic safely conditions: Bhutan, The Philippines, China, Indonesia, India, Nepal, Mongolia are compared in this paper and problems are identified to lead to an appropriate possible measures which are expected to be representative. Underlying problems are identified, classified and analyzed. A proposed scheme of Traffic Safety Programme is then formulated, out of which a further development is made to form an action plan."

"Penelitian ini dilatarbelakangi perkembangan transportasi di DKI Jakarta, menghadapi tantangan serius yang terkait dengan kemacetan, pelanggaran lalu lintas, dan kecelakaan. Permasalahan ini disebabkan oleh pertumbuhan dinamis wilayah perkotaan, konsentrasi penduduk tinggi, infrastruktur yang belum memadai, dan perilaku berkendara yang kurang disiplin. Dit Lantas Polda Metro Jaya telah menerapkan berbagai strategi, termasuk pemolisian prediktif, untuk meningkatkan keselamatan berlalu lintas. Data statistik menunjukkan tren kecelakaan yang meningkat, mengindikasikan bahwa tantangan kompleks seperti keterbatasan sumber daya dan infrastruktur yang belum memadai masih mempengaruhi efektivitas upaya tersebut. Oleh karena itu, untuk mengatasi dampak masalah lalu lintas, perlu adanya transformasi budaya berkendara, peningkatan infrastruktur, dan investasi dalam sumber daya manusia dan sistem pemantauan. Penelitian ini bertujuan untuk menganalisis perubahan dinamika pencegahan kecelakaan lalu lintas di Direktorat Lalu Lintas Polda Metro Jaya.
Metode yang digunakan yaitu menggunakan pendekatan kualitatif. Teori yang dipergunakan untuk menjelaskan berbagai persoalan tersebut antara lain: Teori Kontruksi Sosial, Konsep Dinamika Pencegahan Kecelakaan Lalu Lintas, Konsep Keselamatan Lalu Lintas, Konsep Pelanggaran dan Kecelakaan Lalu Lintas dan Konsep Dinamika Kecelakaan Lalu Lintas.
Hasil penelitian ini menunjukkan bahwa Dit Lantas Polda Metro Jaya menempatkan pencegahan kecelakaan lalu lintas sebagai fokus utama dalam menjaga keselamatan pengguna jalan di DKI Jakarta. Hasil penelitian mencerminkan dampak kurangnya kepatuhan dan kompleksitas pembentukan norma berkendara. Untuk mengatasi hal ini, Dit Lantas Polda Metro Jaya perlu mengadopsi pendekatan komprehensif yang melibatkan pemahaman mendalam terhadap budaya lokal, kerjasama lintas-sektor, dan edukasi masyarakat. Selain itu, keselamatan di jalan dikaitkan erat dengan perubahan budaya berkendara, melibatkan infrastruktur, hukum, dan kesadaran publik. Di Indonesia, tantangan utamanya meliputi kesulitan mengubah perilaku pengguna jalan dan kurangnya dukungan politik. Konsep piramida keselamatan jalan memberikan pandangan yang komprehensif untuk merencanakan program keselamatan, melibatkan lintas- sektor dan berbagai otoritas. Peningkatan keselamatan jalan memerlukan koordinasi lintas-sektor, dukungan dari berbagai lembaga terkait, dan integrasi program keselamatan jalan.
......This research is motivated by the transportation development in DKI Jakarta, facing serious challenges related to congestion, traffic violations, and accidents. These issues are caused by the dynamic growth of urban areas, high population concentration, inadequate infrastructure, and undisciplined driving behavior. The Traffic Directorate of Metro Jaya Regional Police has implemented various strategies, including predictive policing, to enhance traffic safety. Statistical data indicates an increasing trend in accidents, indicating that complex challenges such as limited resources and inadequate infrastructure still affect the effectiveness of these efforts. Therefore, to address the impact of traffic issues, there is a need for a cultural transformation in driving, infrastructure improvement, and investment in human resources and monitoring systems. This research aims to analyze the dynamics of traffic accident prevention at the Traffic Directorate of Metro Jaya Regional Police.
The method used is a qualitative approach. The theories employed to explain various issues include Social Construction Theory, the Concept of Traffic Accident Prevention Dynamics, Traffic Safety Concept, Violation and Traffic Accident Concept, and the Concept of Traffic Accident Dynamics.
The results of this research show that the Traffic Directorate of Metro Jaya Regional Police places the prevention of traffic accidents as the primary focus in ensuring road user safety in DKI Jakarta. The research results reflect the impact of low compliance and the complexity of forming driving norms. To address this, the Traffic Directorate of Metro Jaya Regional Police needs to adopt a comprehensive approach involving a deep understanding of local culture, cross- sector collaboration, and community education. Additionally, road safety is closely related to changes in driving culture, involving infrastructure, law, and public awareness. In Indonesia, the main challenges include the difficulty of changing road user behavior and the lack of political support. The safety pyramid concept provides a comprehensive view to plan safety programs, involving cross-sector collaboration and various authorities. Improving road safety requires cross-sector coordination, support from various relevant institutions, and the integration of road safety programs."

Dengan konsep Theory of Planned Behavior penelitian ini bermaksud untuk mengkaji bagaimana pengaruh perilaku masyarakat sebagai pengguna jalan, dalam hal ini pengendara sepeda motor di Kota Batam, terhadap aspek keselamatan berlalu lintas Hasil penelitian menunjukkan bahwa perilaku pengendara sepeda motor di kota tersebut memiliki pengaruh positif lemah terhadap aspek keselamatan berlalu lintas. Dan diharapkan hasil kajian perilaku tersebut, dapat dijadikan suatu dasar pertimbangan dalam penyusunan program peningkatan keselamatan lalu lintas yang efektif dan tepat guna.

This research using Theory of Planned Behavior concept, intend to analyze effect of society behavior as road user, motorcyclist in this case, toward road safety aspect in Batam. The result of this study show that the motorcyclist’s behavior in Batam have weak positive influence toward the road safety aspect. Hopefully this result referable for arranging road safety improvement program effectively."

pengendara sepeda motor di Kota Batam. terhadap aspek keselamatan berlalu
lintas Hasil penelitian menunjukkan bahwa perilaku pengendara sepeda motor di
kota tersebut memiliki pengaruh positif lemah terhadap aspek keselamatan berlalu
lintas. Dan diharapkan hasil kajian perilaku tersebut, dapat dijadikan suatu dasar
pertimbangan dalam penyusunan program peningkatan keselamatan lalu lintas
yang efektif dan tepat guna.

"[Perusahaan X adalah perusahaan yang bergerak dibidang produksi beton, dimana pada proses kerja melibatkan alat transportasi seperti truck, tanki, loader, mobil, dan lain sebagainya. Jenis kecelakaan kerja yang sering terjadi berupa kecelakaan kerja lalu-lintas. Pengendalian-pengendalian telah dilakukan dan diterapkan namun angka kecelakaan tetap saja tinggi. Agar pengendalian tepat sasaran, diperlukan analisis atau kajian terhadap bahaya dan risiko keselamatan lalu-lintas di dalam plant perusahaan X. Analisis risiko yang tajam dan mendalam menghasilkan pengendalian yang tepat sasaran. Analisis risiko dilakukan dengan menggunakan standard AZ/NZS 4360 : 2004 dengan mempertimbangkan probability, konsekuensi, dan tingkat risikonya. Metode yang digunakan adalah kualitatif bersifat deskriptif melalui wawancara mendalam dan observasi. Hasil penelitian ini menunjukkan bahwa terdapat 32 potensi bahaya dan 46 risiko keselamatan lalu lintas di dalam plant perusahaan X dimana hasil analisis tingkat risiko berdasarkan pengendalian yang sudah ada, terdapat 16 risiko sangat tinggi, 15 risiko tinggi, 5 sedang, dan 10 rendah. Enam belas risiko sangat tinggi merupakan 12 faktor pengendara dab 4 faktor jalan.

"Salah satu permasalahan transportasi di Indonesia adalah semakin meningkatnya jumlah kecelakaan yang dapat terjadi karena beberapa faktor, yaitu pengemudi, kendaraan, jalan raya dan lingkungan. Selama ini antisipasi pencegahan kecelakaan dilakukan berdasarkan data kecelakaan yang telah terjadi. Sedangkan suatu kejadian yang hampir menyebabkan terjadinya kecelakaan luput dari pengamatan dan dianggap kejadian biasa. Kecepatan yang di atas rata-rata juga akan dianggap normal jika tidak menyebabkan kecelakaan. Oleh karena itu telah dikembangkan suatu metode yaitu Traffict Conflict Technique (TCT) yang didesain untuk dapat memberikan gambaran tentang tingkat keselamatan. TCT adalah salah satu metode untuk mengobservasi yang dilakukan dengan cara mendata kecelakaan yang hampir terjadi (near-missed accident) serta melihat pola terjadinya kecelakaan. TCT dikembangkan oleh Department of Traffic Planning and Engineering di Lund University di Swedia.
Analisis yang dilaksanakan adalah dengan menggunakan metode TCT yang diaplikasikan pada data pengamatan titik-titik lalu lintas yang memiliki potensial terhadap terjadinya kecelakaan, meskipun titik-titik lalu lintas tersebut berdasarkan data historis dari kepolisian atau Direktorat Lalu Lintas (DITLANTAS) selama ini belum menunjukkan terjadinya kecelakaan. Penelitian menggunakan data sekunder dan hasil survey. Data sekunder yang digunakan adalah data kecelakaan yang diperoleh dari kepolisian setempat atau Direktorat Lalu Lintas (DITLANTAS). Lokasi studi adalah persimpangan Jl. Margonda ? Jl. Siliwangi Depok Jawa Barat yang memiliki jumlah
kejadian kecelakaan yang relatif sedikit, sehingga penggunaan metode TCT yang dilakukan adalah dalam skala mikro yang bertujuan mencapai "zero accident". Namun demikian, hasil dari penggunaan metode TCT dapat dikembangkan untuk skala tingkat kejadian yang lebih besar dan dapat diterapkan di lokasi lain.
Berdasarkan data kecelakaan dari Satuan Lalu Lintas Wilayah Depok diketahui bahwa kecelakaan pada persimpangan Jl. Margonda - Jl. Siliwangi tidak terdeteksi selama kurun waktu 3 tahun terakhir, sehingga tidak dapat diketahui bahwa persimpangan ini berpotensi menyebabkan terjadinya kecelakaan. Hasil dari penelitian diharapkan dapat memberikan gambaran untuk memperkirakan kecelakaan sehingga akan dapat dilakukan upaya-upaya atau tindakan preventif untuk peningkatan keselamatan lalu lintas yang bertujuan meningkatkan keselamatan dan kenyamanan para pengguna jalan dengan cara mengurangi risiko kecelakaan yang mungkin terjadi.

One of transportation problem in Indonesia is the increasing number of accidents which are caused from some factors; driver, machine and environment. At present, the anticipation or prevention of accidents is usually conducted by observing the previous accident data. In observation, the events where accident is almost happened are neglected and even considered as common events. The vehicle speed above average will also be considered normal if it is not resulting into an accident. Therefore, there is a method which designed to give an illustration about the traffic safety level, which so called Traffic Conflict Technique (TCT). TCT is a method to observe the traffic which conducted by counting some data where accident is almost happened (near-missed accident) and also by observing the accident pattern. TCT was developed by the Department of Traffic Planning and Engineering, Lund University in Sweden.
The analysis was carried out by applying TCT method to the observation data of potentiallyaccident traffic points, even though the historical data from the Police Office or from Direktorat Lalu Lintas (DITLANTAS) (Directorate of Traffic) shows that there is no accident formerly happened in that traffic points. This analysis was based on secondary data and survey results. The secondary data which was used is the accident data from the local Police Office or from DITLANTAS. The location of the study, Jl. Margonda - Jl. Siliwangi Intersection in Depok, West Java, has a small number of accidents. Therefore TCT method in this study was conducted in micro scale which aims to reach "zero accident". However the result of this study can also be implemented in bigger scale and in other location.
According to the data from Satuan Lalu Lintas (Traffic Unit) Depok region, the accident was not found during the last 3 years. Results of this research are expected to be able to provide an illustration to estimate an accident so that some preventive actions can be conducted to increase the traffic safety which at the end aiming to increase the safety and comfortability of the road users by mitigating the risk probability."
