Pemanfaatan Teknologi Informasi dalam sebuah organisasi merupakan sebuah alat penting dalam mencapai tujuan bisnis organisasi tersebut. Salah satu teknologi yang dapat mencapai tujuan tersebut adalah cloud computing, yang memungkinkan layanan dapat diakses dari mana saja secara nyaman. Cloud computing juga dapat memungkinkan akses terhadap layanan jaringan bersama dari suatu sumber daya komputasi yang telah dikonfigurasi. Penelitian ini bertujuan untuk mengidentifikasi kesesuaian Kementerian Luar Negeri RI dalam mengadopsi cloud computing dengan menggunakan pemodelan Misra Mondal Model dan menentukan tipe cloud deployment yang tepat menggunakan pendekatan AHP (Analytic Hierarchy Process) serta kriteria yang ditentukan berdasarkan analisa BCOR (Benefit, Cost, Opportunity, Risk). Dalam penelitian ini dilakukan wawancara, penyebaran kuesioner dan juga studi literatur untuk metode pengumpulan datanya. Hasil dari penelitian ini yaitu organisasi Kementerian Luar Negeri berada di range yang dapat dimungkinkan untuk mengadopsi teknologi cloud. Sedangkan hasil penelitian untuk tipe deployment yang paling sesuai di Kementerian Luar Negeri adalah tipe deployment private cloud.

ABSTRACT
The use of information technology in an organization is an important tool to achieve the business goals of the organization. One of the technology that can be used for that purpose is cloud computing which enable some services could comfortably accessed anywhere. Cloud computing also enabling access to the shared network in some computing resource that have been configured. The purpose of this research are to identify the suitability of cloud computing adoption by using Misra Mondal model and to select the most suitable cloud deployment type by using AHP (Analytic Hierarchy Process) and the specified criteria by using BCOR (Benefit, Cost, Opportunity, Risk) Analysis. On this research, the data collection method are interviews, questionnaires, and also study the literature. The results from this research is that Ministry of Foreign Affairs on the range which cloud computing technology could be possible to adopt. While the other results of this research in the Ministry of Foreign Affairs for the most appropriate type of cloud deployment type is private cloud type.

Pejabat pengelola informasi dan dokumentasi atau PPID adalah sistem layanan informasi publik yang dimiliki oleh Kementerian Luar Negeri RI atau Kemlu RI. PPID bertugas melaksanakan kegiatan penyimpanan, pendokumentasian, penyediaan, dan pelayanan informasi publik. PPID merupakan implementasi Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik (UU KIP). Website PPID Kementerian Luar Negeri dapat diakses melalui tautan berikut https://e-ppid.kemlu.go.id/. Tetapi berdasarkan evaluasi singkat terhadap desain antarmuka website PPID Kemlu RI masih terdapat kekurangan pada aspek user experience. Berdasarkan landasan desain yang kami pakai yaitu Shneiderman's Eight Golden Rules of Interface Design masih terdapat kekurangan dalam poin offer informative feedback, cater to universal usability, strive for consistency. Adanya penelitian ini ditujukan untuk memperdalam pemahaman mengenai permasalahan yang dirasakan oleh pengguna. Dari pemahaman tersebut akan diberikan output berupa desain alternatif website PPID Kemlu RI yang di desain dengan pendekatan User Centered Design (UCD). Selain itu, terdapat pula evaluasi desain antarmuka atau User Interface (UI) dan usability dengan metode usability testing dan contextual interview. Penelitian ini menghasilkan rancangan desain antarmuka yang memiliki skor evaluasi yang baik, dengan rata-rata success rate pada usability testing sebesar 97,8%. Penelitian ini kemudian ditutup dengan saran yang dapat diterapkan pada penelitian selanjutnya. ......The information and documentation management officer or PPID is a public information service system owned by the Indonesian Ministry of Foreign Affairs or the Indonesian Ministry of Foreign Affairs. PPID is tasked with carrying out storage, documentation, provision and service of public information. PPID is an implementation of Law no. 14 of 2008 concerning Openness of Public Information (UU KIP). However, based on a brief evaluation of the interface design of the Indonesian Ministry of Foreign Affairs' PPID website, there are still deficiencies in the user experience aspect. Based on the design basis that we use, namely Shneiderman's Eight Golden Rules of Interface Design, there are still deficiencies in the points of offering informative feedback, catering to universal usability, striving for consistency. This research is aimed at deepening understanding of the problems felt by users. From this understanding, output will be provided in the form of an alternative design for the Indonesian Ministry of Foreign Affairs' PPID website which is designed using a User Centered Design (UCD) approach. Apart from that, there is also an evaluation of the interface design or User Interface (UI) and usability using the usability testing and contextual interview methods. This research produced an interface design that had a good evaluation score, with an average success rate in usability testing of 97.8%. This research then closes with suggestions that can be applied in further research.

Keterbukaan informasi secara global tanpa batas serta didukung perkembangan teknologi yang pesat berisiko memberikan kerawanan terhadap obyek informasi yang terekspose yang memberi celah kepada pihak yang tidak berkepentingan untuk mengambil atau memanipulasi informasi Organisasi Kementerian Luar Negeri mengelenggarakan fungsi fungsi sesuai dengan Perpres RI Nomor 9 Tahun 2005 dan UU RI Nomor 39 tahun 2008 membutuhkan informasi yang cepat tepat akurat serta terjamin keamanannya Sehingga tuntutan ketersediaan suatu Manajemen Resiko yang efektif merupakan sesuatu yang mendesak Manajemen Resiko diperlukan untuk melindungi aset informasi organisasi dan melanjutkan misi dan visi organisasi Dalam penelitian ini penulis melakukan Perancangan Manajemen Resiko Sistem Informasi studi kasus Pusat Komunikasi Kementerian Luar Negeri dengan metodologi NIST Hasil dari penelitian menggambarkan tingkat kematangan dan kelengkapan penerapan manajemen resiko di lingkungan Kementerian Luar Negeri.

Kementerian Luar Negeri Kemlu melalui Keputusan Menteri Luar Negeri Nomor 01/B/RO/IV/2015/01 tentang Rencana Strategis Kemlu Tahun 2015 ndash; 2019 mengambil bagian dalam pelaksanaan reformasi birokrasi yang bertujuan untuk mewujudkan tata kelola pemerintahan yang baik berbasis teknologi informasi. Menteri Luar Negeri menyebutkan contoh pemanfaatan teknologi informasi di Kemlu adalah penggunaan perangkat lunak untuk mendukung tugas Kemlu dalam pencapaian prioritas politik luar negeri. Pentingnya peranan perangkat lunak di Kemlu menyebabkan perlunya prosedur baku dalam pengembangan perangkat lunak. Sebelum menyusun prosedur tersebut, metode pengembangan perangkat lunak yang digunakan perlu ditentukan terlebih dahulu. Oleh karena itu, perlu dilakukan penelitian ini yang bertujuan untuk menentukan metode yang paling sesuai untuk pengembangan perangkat lunak di Kemlu. Penentuan metode pengembangan perangkat lunak untuk Kemlu pada penelitian ini dilakukan dengan menggunakan Analytic Hierarchy Process AHP. Variabel yang digunakan untuk menentukan metode pengembangan perangkat lunak untuk Kemlu terdiri dari kriteria dan subkriteria yang mencakup faktor personil, requirement, aplikasi, organisasi, bisnis, operasional, dan teknologi, serta alternatif pilihan metode pengembangan aplikasi yang terdiri dari waterfall, incremental, prototyping, extreme programming, scrum, dan rational unified process. Hasil pengolahan data menunjukkan bahwa metode yang paling sesuai untuk pengembangan perangkat lunak di Kemlu adalah prototyping. ......The Ministry of Foreign Affairs MOFA by The Ministerial Decree Number 01 B RO IV 2015 01 regarding the Strategic Plan of MOFA Year 2015 2019 participates in the implementation of bureaucratic reforms aimed at realizing good governance through organizational capacity building, governance, and human resource competency building based on information technology. Minister of Foreign Affairs cited the example of the application of information technology at MOFA, namely the use of application software to support MOFA rsquo s goals to achieve foreign policy priorities. The importance of application software at MOFA led to the need of developing a standard procedure for software development. However, before designing the procedure, the method of software development at MOFA should be determined in advance. Therefore, it is necessary to do a research aimed to determine the most suitable method of software development at MOFA. The process of determining software development method in this research conducted using Analytic Hierarchy Process AHP. Variables used to determine the most suitable method of software development at MOFA consist of criteria and sub criteria. These include factors such as personnel, requirements, application, organization, business, operational, and technology, as well as methods of software development. Possible methods consist of waterfall, incremental, prototyping, extreme programming, scrum, and rational unified process as the alternatives. Result of data analysis shown that prototyping is the most suitable method for software development at MOFA.
