"Ketenagaan merupakan masalah yang sangat penting dalam pelayanan kesehatan di Rumah Sakit, untuk itu kebutuhan tenaga perlulah menjadi perhatian dalam suatu perencanaan kesehatan khususnya perencanaan tenaga. Dikenal empat macam cara dalam menghitung ,kebutuhan tenaga, yaitu berdasarkan kebutuhan kesehatan, target pelayanan, permintaan pelayanan dan perbandingan terhadap populasi yang akan dilayani. Penelitian ini merupakan penghitungan kebutuhan tenaga melalui target pelayanan dan kemampuan pelayanan yang ada dengan melakukan work sampling serta memanfaatkan data kunjungan dan target kunjungan yang ditetapkan.
Hasil penelitian menunjukkan tenaga yang ada pada saat ini pada umumnya telah bekerja melebihi yang telah ditetapkan, yaitu berkisar antara 0,1 - 1,5 FTE. Sedangkan untuk mencapai target yang telah ditetapkan, diperlukan penambahan tenaga pada unit unit kegiatan berkisar antara 0,1 - 12 FTE. Dari hasil penelitian disarankan untuk unit kegiatan yang kekurangan tenaga dibawah 1 FTE untuk memperbaiki sistim layanan guna meningkatkan produktivitas. Untuk yang kekurangan tenaga lebih dari 1 FTE perlu penambahan tenaga sesuai target yang ditetapkan. Unit-unit yang kelebihan tenaga perlu diperbantukan pada unit yang kekurangan tenaga.
......Nowadays, health manpower is a crucial problem in health care service in the hospital, for this reason, the need of health manpower is the point of interest in terms of health planning especially in manpower planning. It is known four methods of estimating the demand of health manpower, namely based on the health needs, service targets, health demands and manpower population ratios. The research is based on counting of manpower requirements through target of service and ability to give service by doing work sampling as well as using visiting data and target of visit.
The result points out that the recent manpower generally have already worked over the limit value with average value of 0.1 to 1.5 FTE. While to achieve the target, it is needed the addition of manpower within the unit activity with range of 0.1 to 12 FTE. The results of research gives a recomendation that every unit activity in which a lack manpower under 1 FTE is needed tp improve the system of service for increasing productivity. And for those the lack of over 1 FTE it is needed the additional of manpower in line with the target set up. The unit activity in which is over of manpower is needed to channel some of them to the lack of unit."

"Penelitian diskriptif korelasi dan crossectional ini bertujuan menguraikan tugas pokok fungsi(tupoksi) kepala seksi dan komite keperawatan dalam efektifitas pelayanan keperawatan di rumah sakit. Hasil Penelitian pada 190 menunjukan mean 33,57 tahun, masa kerja 9,51 tahun, jenis kelamin perempuan 56,8% D3 keperawatan 90% menikah. Analisis data regresi logistik.
Hasil analisis ada hubungan antara tupoksi kepala seksi, komite keperawatan dengan efektifitas pelayanan keperawatan (p=0,001>0,05). Tidak ada karakter individu terbukti sebagai variabel konfonding, tidak masuk dalam konfonding, tidak masuk dalam model akhir analisis multivariat.
Disarankan pada kepada rumah sakit tentang pentingnya kejelasan tupoksi untuk peningkatan kinerja kasi dan komite keperawatan untuk menetapkan kebijakan setara dengan kepala bidang keperawatan.
......This research is a descriptive correlation with cross sectional program. The research was aimed to describe the relationship between main duties and function of the section and nursing committee with effectiveness of nursing service at the hospital. The result showed that from 190 respondent, their average age is 33,57 years old; 9,51 years working period,; 56,8% of the female sex; as much as 90% have a diploma in nursing and has been married. The data was analyzed by the Chi-square test, the independent t test and the logistic regression test.
From he data analysis, it has been recognized that there is relation between main duties and function of the section heads and nursing committee with effectiveness of nursing services (p=0,001>0,05). No individual character that proved as confounding variables, not includes in the multivariate analysis model.
It is suggested to the director of the hospital to learn more about the importance of the main duties and function clarity to improve the performance of the section head and nursing committee by arranging a policy that is equivalent to the head of nursing departement."
