ABSTRAK Tesis ini membahas mengenai perbedaan kebijakan antidumping oleh Amerika terhadap produk impor dari Indonesia pada era kepemimpinan Presiden Trump dan Presiden Obama. Penelitian ini menggunakan metode penelitian kualitatif dengan objek penelitian janji-janji kampanye dan kebijakan yang dikemukakan oleh Trump dan Obama, national security strategy dan fact sheet yang dikeluarkan oleh United States Trade Representative. Penelitian ini dilakukan dengan melakukan analisis terhadap teori keamanan nasional dan teori hegemoni yang dikemukakan oleh Wallerstein. Dari hasil penelitian diperoleh kesimpulan bahwa baik era kepemimpinan Trump dan Obama keduanya telah menerapkan sanksi antidumping namun dengan perbedaan inisiasi investigasi. Dalam penegakan hukumnya, Presiden Obama tunduk kepada peraturan WTO, sebagaimana Obama menganggap bahwa legitimasi AS sebagai negara super power harus ditunjukkan melalui kepatuhan terhadap kerjasama multilateral, yang sejalan dengan teori hegemoni yang dikemukakan oleh Wallerstein. Sebaliknya, Presiden Trump menerapkan kebijakan antidumping dengan mengacu kepada peraturan domestik Section 232 of the Trade Expansion Act of 1962 yang mengesampingkan prinsip-prinsip WTO dengan alasan keamanan nasional.
ABSTRACTThis thesis examines U.S. antidumping policy on import products from Indonesia in the era of President Trump and President Obama. This study used qualitative research methods with the object of research consisting of campaign promises and policies put forward by Trump and Obama, national security strategies, and fact sheets issued by the United States Trade Representative. This research was conducted by utilizing the theory of national security and the theory of hegemony proposed by Wallerstein. The results of the study show that both Trump and Obama have implemented anti-dumping sanctions but with different investigative initiations. Regarding law enforcement, President Obama complied with the WTO regulations, as Obama considered that the US legitimacy as a super power country must be demonstrated through adherence to multilateral cooperation. This is in line with the theory of hegemony by Wallerstein. On the contrary, President Trump implemented an antidumping policy by referring to the domestic regulation Section 232 of the Trade Expansion Act of 1962 which disregards WTO principles on the grounds of U.S. national security."
