ABSTRAK
A parallel optical switching system using array structure of planar microlens was developed. The optical switching device is much simpler and low costly compared with the electronic one because it is not necessary to convert optical signals to the electronics, execute the interchange and then reconvert back to optics. The concept of parallel optical switching is constructed by using array structure of planar microlens. Aligning on array form and making match between each lens input-output pairs of planar microlens array achieved parallel coupling of optical lines.

Two sliding mirror pairs functions as optical signal switch, four 2x2 planar microlens array for focusing and collimating elements, two pairs of solenoids as magnetically force sources and a microcomputer to run control mechanism automatically between IFO ports used, are being constructed to develop a new optical networking switch. This switching system is equipped with controlling mechanism of switching direction by microcomputer. It uses parallel port of a PC and an interface that changes parallel output of PC data into the condition of voltage and current needed by moving Unit.

(Solenoid). The switching performance was applied on transmission of digital modulated signal from signal generator and serial port of personnel computer. Using one input port and three output ports, the system perform four I/O ports of 2x2 parcel optical switching with 6,98 dB and 5,75 dB insertion losses for switched state and bypass state respectively and less than -- 57 dB cross talk obtained.

International trade cannot be separated from the role of international shipping. More than 80% of goods transported through sea from a region to another, from one Country to another Country. Since the dawn of the voyage, port cannot be separated from the voyage itself. Adequate port will ensure good international shipping. Increasing number of international shipping also means increasing volume of international trade. With a variety of factors such as geographical factor, natural resources, and population, Indonesia should be a key player in international trade by sea. However, the reality is still far from ideal, especially when compared with neighboring countries. This research aims to map the condition and situation of ports in Indonesia, especially in the legal field so that can be known what things that can be recommended to optimize the role of Indonesian ports in international trade by sea.

Perdagangan internasional tidak dapat dilepaskan dari peranan pelayaran internasional. Lebih dari 80% barang-barang dibawa melalui laut dari satu daerah ke daerah lain, dari satu Negara ke Negara lain dan satu benua ke benua lainnya. Sebagaimana telah berlangsung sejak awal pelayaran lahir di dunia, pelabuhan tidak dapat dipisahkan dari pelayaran itu sendiri. Pelabuhan yang memadai akan menjamin berlangsungnya pelayaran internasional yang baik. Dengan meningkatnya pelayaran internasional berarti meningkat juga volume perdagangan internasional. Dengan berbagai faktor keuntungan seperti faktor geografis, sumber daya alam, jumlah penduduk, sudah seharusnya Indonesia menjadi pemain kunci (key player) dalam perdagangan internasional melalui jalur laut. Akan tetapi, kenyataan masih jauh dari harapan yang ideal terutama jika dibandingkan dengan Negara-negara tetangga. Riset ini bertujuan untuk memetakan kondisi dan situasi pelabuhan Indonesia khususnya di bidang hukum sehingga dapat diketahui hal-hal apa saja yang dapat direkomendasikan untuk mengoptimalkan peran pelabuhan-pelabuhan Indonesia dalam perdagangan internasional melalui laut.

Unit Terminal Peti Kemas merupakan sarana penunjang transportasi memegang peranan penting dalam perekonomian negara karena merupakan Salah satu sumber pemasukan untuk negara melalui bea cukai. Semarang sebagai pusat pemerintahan dan perekenomian memiliki peiabuhan peti kemas di Tanjung Emas. Saat ini UTPK Tanjung Emas memiliki 4 (empat) unit container crane dengan panjang dermaga 345 meter. Pada proses bongkar muat di Pelabuhan Tanjung Emas setiap tahun semakin meningkat, untuk itu perlu dilakukan penelitian mengenai kebutuhan dari produktivitas container crane dan panjang dermaga yang ada saat ini apakah masih dapat menampung peningkatan jumlah bongkar muat peti kemas sampai dengan tahun 2010. Langkah awal yang dilakukan adalah melakukan peramalan terhadap pertumbuhan arus peti kemas sampai dengan tahun 2010 dengan menentukan waktu baku bongkar muat container crane dan utilitas dermaga. Sehingga diperoleh produktivitas dari container crane dan persentase kebutuhan panjang dermaga. Untuk memecahkan masalah tersebut maka dilakukan suatu penelitian tentang produktivitas container crane dan dermaga dengan peramalan. Adapun data yang digunakan meliputi data waktu pelayanan bongkar muat peti kemas oleh container crane dan data utilitas demwaga di Pelabuhan Tanjung Emas serta pertumbuhannya. Data tersebut diolah dengan menggunakan bantuan software SPSS dan program komputer LSF untuk mendapatkan jenis distribusinya, waktu rata-ratanya, standar deviasi yang dimilikinya serta jumlah bongkar dan muat peti kemas. Selain data tersebut, data lain yang dikumpulkan adalah data arus peti kemas serta kebutuhan utilitas kebutuhan dermaga. Akhimya dihasilkan kebutuhan peralatan container crane yang dibutuhkan serta kebutuhan panjang dermaga di terminal peti kemas Pelabuhan Tanjung Emas Semarang sampai dengan tahun 2010.

As one of the President Joko Widodo? visions is to make Indonesia as an advanced maritime nation, many development programs are introduced as concrete plans. For instance, the maritime highway concept: a trajectory network for ships and vessels to conduct sea freight activities.This writing will scrutinize both things that have been and have not been done yet by Joko Widodo's administration to implement the maritime highway concept by taking closer look to existing documents, such as the National Middle Term Development Plans 2015 ?2019, as well as analyzing the current legal framework which includes Presidential Decree No. 106 of 2015 on the Implementation of Sea Freight Public Service Obligationand its implementing and sectoral regulations. This article concludes that despite ambitious plan of the Government, there are plenty of rooms for improvement in order to successfully perform the concept. Giving the current situation, the first and foremost is to construct new seaports and expand the existing seaports to meet the technical requirements needed as well as the waiting and dwelling time target.This writing also opens a discussion on the concept of public-private partnership as a solution to catalyze the development of seaports and another infrastructure needed to fully run the marine highway concept.
