"ABSTRAK Salah satu wewenang yang dimiliki oleh penyidik adalah melakukan penghentian penyidikan. Penghentian penyidikan dapat dilakukan oleh penyidik apabila perkara pidana tersebut tidak mempunyai cukup bukti, bukan merupakan tindak pidana, dan dihentikan demi hukum. Alasan dari penghentian penyidikan tersebut dituangkan kedalam Surat Perintah Penghentian Penyidikan (SP3). Penghentian penyidikan ini dapat diuji di praperadilan oleh penuntut umum atau pihak ketiga yang berkepentingan. Dalam perkara tindak pidana korupsi yang ditangani oleh penyidik KPK, tidak dapat menghentikan penyidikan dan menerbitkan SP3, sehingga kasus korupsi yang ditangani oleh KPK harus berlanjut hingga ke tahap sidang pengadilan. Beberapa kasus korupsi yang belum selesai dan diduga dihentikan oleh KPK salah satunya adalah kasus korupsi Bank Century. Nampaknya upaya penghentian penyidikan yang dilakukan oleh penyidik KPK tidak dapat diuji, karena penyidik KPK tidak berwenang menerbitkan SP3. Ada putusan praperadilan yang telah berkekuatan hukum tetap melalui putusan nomor 24/Pid.Pra/2018/Pn.Jkt.Sel dimana pada amar putusannya hakim menyatakan penyidik KPK seolah-olah melakukan penghentian penyidikan. Penelitian ini menggunakan metode hukum normatif dengan meneliti bahan kepustakaan, perundang-undangan, wawancara dengan para akademisi dan praktisi dan analisis putusan praperadilan. Alhasil, tanpa adanya SP3, pemohon dapat menguji keabsahan penghentian penyidikan di praperadilan, dan kasus korupsi Bank Century yang diduga dihentikan oleh penyidik KPK tersebut, dilanjutkan atas perintah hakim praperadilan.

ABSTRACT One of the authorities possessed by investigators is to stop the investigation. Termination of investigation can be carried out by the investigator if the criminal case does not have enough evidence, is not a criminal offense, and is terminated for the sake of law. The reason for the termination of the investigation was poured into the Surat Perintah Penghentian Penyidikan (SP3). Termination of this investigation can be tested in pretrial by a public prosecutor or third party concerned. In cases of corruption that are handled by KPK investigators, they cannot stop investigations and issue SP3, so the corruption cases handled by the KPK must continue to the court stage. Some corruption cases that have not yet been completed and are suspected of being stopped by the KPK, one of which is the corruption case of Bank Century. It seems that the efforts to stop the investigation conducted by KPK investigators cannot be tested, because KPK investigators are not authorized to issue SP3. There is a pretrial ruling that has permanent legal force through decision number 24 / Pid.Pra / 2018 / Pn. JKt. Sel wherein the judge's decision states that the KPK investigator seems to have stopped the investigation. This study uses normative legal methods by examining library materials, legislation, interviews with academics and practitioners and analysis of pretrial decisions. As a result, without the SP3, the applicant can test the validity of the termination of the investigation in pretrial, and the Century Bank corruption case which was allegedly stopped by the KPK investigator, followed by a pretrial judge's order.

"Tesis ini merupakan hasil penelitian tentang analisis penerbitan Surat Penghentian Penyidikan (SP3) dalam penyelesaian perkara pidana melalui diversi di Kepolisian Resor Metro Jakarta Selatan (Polres Metro Jaksel) ditinjau dari ketentuan Pasal 109 ayat (2) Kitab Undang-Undang Hukum Acara Pidana. Penelitian ini dilakukan dengan metode deskriptif-kualitatif yang bersumber dari data primer dan sekunder dengan metode pengumpulan data yang dilakukan dengan cara wawancara informan primer, observasi dan telaahan dokumen. Hasil penelitian menunjukkan, pertama, Penerbitan SP3 sebagai surat ketetapan penghentian penyidikan dalam UUSPPA menjadi lembaga yang digunakan oleh penyidik Polrestro Jaksel untuk menghentikan penyidikan tindak pidana melalui proses diversi. Namun demikian penerbitan SP3 sebagai bentuk penyelesaian perkara AKH melalui diversi tetap merujuk pada ketentuan Pasal 109 ayat (2) KUHAP, yang menjadi lembaga penghentian penyidikan yang dilatarbelakangi secara limitatif dalam ketentuan pasal tersebut. Kedua, Dampak yang dapat terjadi apabila pelaksanaan diversi dinyatakan selesai dengan diterbitkannya SP3 yang merujuk pada Pasal 109 ayat (2) KUHAP sebagai surat ketetapan penghentian penyidikan tindak pidana sebagaimana diamanatkan dalam Pasal 24 PP Diversi maka memberikan ruang untuk dibuka kembali penyidikan atas perkara tersebut sehingga AKH tidak memperoleh kepastian hukum dalam penyelesaian perkaranya. Sejatinya, penerbitan SP3 pada penyelesaian perkara AKH dimaksudkan untuk menyatakan bahwa perkara AKH telah selesai diperiksa dan diadili (memiliki kekuatan hukum tetap) serta telah dilaksanakan hukumannya sehingga tidak dapat dituntut kembali (nebis in idem) pada masa mendatang.......This thesis is the result of research on the analysis of the issuance of Letters of Termination of Investigation (SP3) in the settlement of criminal cases through diversion at the South Jakarta Metro Police (Polres Metro Jaksel) in terms of the provisions of Article 109 paragraph (2) of the Criminal Procedure Code. This research was conducted using a descriptive-qualitative method, which was sourced from primary and secondary data. The data collection method was carried out by interviewing primary informants, observing and reviewing documents. The results of the study show, first, the issuance of SP3 as a decree on termination of investigations in UUSPPA is an institution used by South Jakarta Police investigators to stop criminal investigations through the diversion process. However, the issuance of SP3 as a form of settlement of AKH cases through diversion still refers to the provisions of Article 109 paragraph (2) of the Criminal Procedure Code, which is an institution for ending investigations with a limited background in the provisions of that article. Second, the impact that can occur if the implementation of diversion is declared complete with the issuance of SP3 which refers to Article 109 paragraph (2) of the Criminal Procedure Code as a decision letter to stop the investigation of criminal acts as mandated in Article 24 PP Diversion, thus providing space for the investigation of the case to be reopened so that AKH do not obtain legal certainty in the settlement of the case. In fact, the issuance of SP3 in the settlement of the AKH case is intended to state that the AKH case has been examined and tried (has permanent legal force) and the sentence has been carried out so that it cannot be prosecuted again (nebis in idem) in the future."

"In this study, the topic is discussing the PLC implementation to traffic light systems. The traffic light system is using Siemens PLC (Programmable Logic Controller) S7-200 as the main controller that reads data in timer, any other data, and specify while controlling the output duration and turn for each of its lights. The system was purposely aimed to execute several commands automatically in an endless loop and to successfully manage to control the traffic without any accident occurs with adaptive or Intelligent method. In addition, this thesis is providing complete detail about the traffic light system in Siemens PLC S7- 200. The systems will be designed in PLC simulation software called V4.0 STEP7 Micro Win SP3 and using S7-200 Simulation Software that simulates all Siemens S7-200 PLS programmes in ladder diagram. V4.0 STEP7 Micro Win SP3 PLC simulation software is can only be used for system simulation that using Siemens PLC with type S7-200 as its controller device. The systems consist of 2 different structures, T-Junction Structure and Four-way Intersection Structure. The program will contain ladder diagrams, switch, and several timers in it. Ladder diagram program can be run virtually in S7-200 Simulator in PC, without using any real Siemens PLC. In PC-SIMU Simulation software, the system will be simulated using animation simulation that adequately represents a condition in real life and they have a list of options to select a different kind of simulation.

Dalam studi ini, topiknya adalah membahas implementasi PLC untuk sistem lampu lalu lintas. Sistem lampu lalu lintas menggunakan PLC Siemens (Programmable Logic Controller) S7-200 sebagai pengontrol utama yang membaca data dalam penghitung waktu, data lainnya, dan menentukan sembari mengontrol durasi output dan beralih ke setiap lampu. Sistem ini bertujuan untuk mengeksekusi beberapa perintah secara otomatis dalam loop tanpa akhir dan berhasil mengatur lalu lintas tanpa terjadi kecelakaan dengan metode adaptif atau cerdas. Selain itu, studi ini memberikan detail lengkap tentang sistem lampu lalu lintas di Siemens PLC S7-200. Sistem akan dirancang dalam perangkat lunak simulasi PLC yang disebut V4.0 STEP7 Micro Win SP3 dan menggunakan Perangkat Lunak Simulasi S7-200 yang mensimulasikan semua program Siemens S7-200 PLS dalam diagram tangga. Perangkat lunak simulasi V4.0 STEP7 Micro Win SP3 PLC hanya dapat digunakan untuk simulasi sistem yang menggunakan Siemens PLC dengan tipe S7-200 sebagai perangkat pengontrolnya. Sistem terdiri dari 2 struktur yang berbeda, Struktur T-Junction dan Struktur Persimpangan empat arah. Program ini akan berisi diagram tangga, saklar, dan beberapa timer di dalamnya. Program diagram tangga dapat dijalankan secara virtual di S7-200 Simulator di PC, tanpa menggunakan Siemens PLC yang sebenarnya. Dalam perangkat lunak Simulasi PC-SIMU, sistem akan disimulasikan menggunakan simulasi animasi yang cukup mewakili kondisi dalam kehidupan nyata dan mereka memiliki daftar opsi untuk memilih jenis simulasi yang berbeda."
