Abstrak :
Karya tulis ini membahas tentang fenomena konflik dalam Dewan Perwakilan Rakyat Daerah (DPRD) tingkat II tentang pelaksanaan fungsinya sebagai lembaga legislatif, terutama fungsi anggaran. Anggaran Pendapatan dan Belanja Daerah (APBD) merupakan salah satu sumber daya utama di tingkat daerah, terutama bagi daerah yang memiliki ketergantungan besar terhadap bantuan pemerintah pusat. Kondisi ini menyebabkan aktor di daerah tersebut berupaya untuk mendominasi sumber daya tersebut, baik demi kepentingan kelompok maupun kepentingan privat. Pengunaan segala daya dan upaya dalam mendominasi APBD sering melahirkan konflik di tingkat daerah. Karya tulis ini membahas permasalahan melalui metode kualitatif deskriptif dengan mengunakan wawancara mendalam dan studi dokumen. Alat analisis mengunakan pendekatan dari teori konflik dan konsensus Maswadi Rauf (mengunakan pendekatan konflik Duverger dan Scott) serta pendekatan kelembagaan baru yang dikemukakan oleh Richard Scott. Temuan serta implikasi teori dari karya tulis ini adalah konflik bekembang disebabkan oleh keberadaan kelompok patron klien, dimana konflik individu elit kelompok memicu terciptanya konflik antar kelompok. Dimana pembentukan kelompok patron klien dipengaruhi oleh tarik menarik kepentingan. Dominasi terhadap posisi strategis lembaga legislatif melalui mekanisme aturan dan norma lembaga adalah strategi yang dimainkan oleh kelompok patron klien. ...... This thesis discusses about the phenomena of conflict within the legislature regional level about the implementation of its function as legislative body, especially the budget function.  Budget for regional expenditure and income  is the resource of all potentials owned and will be used by the regional, especially for regions that have dependance on the central government. This condition causes the actors at the region try to attempt to dominate it, which is used for grup or private interests. Using all of the power and effort in dominating it often gives rise to conflict. This thesis discusses problems throught qualitative methods, collecting data using indepth interviews and documentations studies. Conflict and consensus theories and new institutional theories are used as tools for analysing of these phenomena, the approach of both theories is used to explain causal analysis until the consensus of the conflict on this study. The results of research and the theoretical implications of this paper are the exixtence of patron client grups as the cause of conflict in the legislature body.  Power interplay influenced froming of patron client grups, controling over important positions through official rules of the institution is their strategy.
