"Industri konstruksi memiliki angka kecelakaan kerja yang paling tinggi dibanding industri-industri lainnya, yaitu sebesar 32%. Kecelakaan kerja dapat menimbulkan kerugian-kerugian, seperti kerugian finansial, kerugian waktu, kerugian kemanusiaan, dan kerugian lainnya. Berdasarkan Permen PUPR No. 10 Tahun 2021, sistem manajemen keselamatan konstruksi (SMKK) harus diterapkan dalam kegiatan konstruksi untuk mewujudkan keselamatan konstruksi. Salah satu elemen yang mendukung pelaksanaan SMKK adalah kompetensi ahli keselamatan konstruksi. Kompetensi ahli keselamatan konstruksi diatur dalam SKKNI No. 60 Tahun 2022 dimana salah satu unit kompetensi yang mewujudkan pelaksanaan SMKK yang baik adalah “Mengelola Rencana Biaya Penerapan SMKK”. Namun dalam penyusunannya, masih belum lengkap dikarenakan masih belum adanya indikator unjuk kerja di dalam unit kompetensi sebagai instrumen pengukuran kompetensi ahli KK. Oleh karena itu, peneliti ingin mengembangkan SKKNI No. 60 Tahun 2022 berupa indikator unjuk kerja pada unit kompetensi “Mengelola Rencana Biaya Penerapan SMKK” dengan metode survei kuisioner kepada pakar dan responden ahli KK. Hasil survei kuisioner dianalisis dengan metode Delphi dan uji statistik menggunakan SPSS. Didapatkan hasil penelitian berupa pengembangan unit kompetensi “Mengelola Rencana Biaya Penerapan SMKK” yang berisikan 5 item elemen kompetensi, 16 item kinerja unjuk kerja (KUK), dan 48 indikator unjuk kerja yang berpengaruh sangat kuat terhadap kinerja KK. Apabila indikator unjuk kerja dapat diimplementasikan dalam pelaksanaan SMKK, maka dapat meningkatkan kinerja keselamatan konstruksi.......Construction industry has the highest work accident rate compared to other industries, namely at 32%. Work accident cause losses, such as financial loss, time loss, humanitarian loss, and others. Based on Permen PUPR No. 10 of 2021, construction safety management must be implemented in construction activities to realize construction safety. One of the key elements that supports the implementation of safety management system is competency. Competency of construction safety experts is regulated in SKKNI No. 60 of 2022 where one of the competency units is “Managing Construction Safety Management System Implementation Cost Plans”. However in its creation, is still incomplete because there are sill no performance indicator in the competency unit as an competency measurement instrument. Therefore, the researcher wants to develop SKKNI No. 60 of 2022 in the form of performance indicator in the competency unit “Managing Safety Construction Management System Implementation Cost Plans” using a questionnaire survey method for safety construction expert and respondents. The results of the questionnaire survey were analyzed using Delphi method and statistical tests using SPSS. The final result were development of competency unit “Managing Safety Construction Management System lplementation Cost Plans” which contains 5 items of competency elements, 16 items of performance criterias, and 48 items of performance indicators that have a very strong influence on safety construction. If performance indicator can be implemented on construction safety activities, it can improve construction safety performance."

"Konstruksi merupakan salah satu industri yang paling berbahaya karena sifat alaminya yang unik, dinamis, dan sementara. Di Indonesia, ada 20 kasus kecelakaan dialami para buruh dari setiap 100.000 tenaga kerja, dan 30 persennya terjadi di sektor konstruksi. Kompetensi Ahli KK Muda, salah satu jabatan yang berperan penting dalam Keselamatan Konstuksi (KK), diatur dalam Standar Kompetensi Kerja Nasional Indonesia (SKKNI) No. 350 Tahun 2014, di mana salah satu unit kompetensinya yaitu “Mengukur Pencapaian Pelaksanaan Rencana KK”. Tetapi SKKNI masih kekurangan instrumen instruksional dan mengacu pada sistem manajemen lama. Oleh karena itu, penulis mengembangkan SKKNI melalui unit kompetensi terkait dengan metode survey kuesioner pada pakar serta survey responden, yang datanya kemudian dianalisis dengan metode delphi serta SPSS. Hasil penelitian yaitu elemen kompetensi, kriteria unjuk kerja, dan indikator unjuk kerja teridentifikasi yang sudah divalidasi oleh pakar dan memiliki hubungan kuat dengan peningkatan kinerja keselamatan konstruksi.......Construction is one of the most dangerous industries due to its unique, dynamic and transient nature. In Indonesia, there are 20 accidents experienced by workers out of every 100,000 workers, and 30 percent of them occur in the construction sector. The Competence of Young KK Experts, one of the most important person regarding Construction Safety Performance (CSP) is regulated in the Indonesian National Work Competency Standard (SKKNI) No. 350 of 2014, in which one of the competency units is “Measuring Achievement in the Implementation of the KK Plan”. However, SKKNI still lacks instructional instruments and refers to the old management system. Therefore, I wants to develop SKKNI through competency units related to the questionnaire survey method to experts and practitioners, which will be analyzed by the Delphi method and SPSS. The results are elements of competence, performance criteria, and identified performance indicators that have been validated by experts and correlate strongly with improvement of construction safety performance."

Kompetensi Ahli Muda KK diatur dalam SKKNI No 350 Tahun 2014 dimana salah satu unit kompetensi dalam menjamin pelaksanaan SMKK secara efektif yaitu “Melakukan Inspeksi KK”. Namun dalam penyusunan SKKNI, masih belum lengkap karena tidak terdapat indikator unjuk kerja sebagai instrumen pengukuran kompetensi dan SKKNI masih mengacu pada standar dan peraturan yang lama. Oleh karena itu, Peneliti ingin mengembangkan SKKNI berupa indikator unjuk kerja untuk unit kompetensi “Melakukan Inspeksi KK” dengan metode survei kuesioner kepada para pakar dan responden. Hasil kuesioner nantinya dianalisis dengan metode Delphi dan uji statistic menggunakan SPSS. Didapatkan hasil penelitian berupa 2 item elemen kompetensi, 6 item kriteria unjuk kerja dan 48 item indikator unjuk kerja dimana pengembangan unit kompetensi “Melakukan Inspeksi KK” memiliki pengaruh yang sangat kuat terhadap kinerja KK. Jika indikator unjuk kerja tersebut diterapkan oleh Ahli Muda KK dalam menerapkan SMKK maka dapat meningkatkan kinerja Keselamatan Konstruksi. The competence of Construction Safety Young Experts is regulated in SKKNI No 350 of 2014 where one of the competency units in ensuring the effective implementation of SMKK is "Conducting Construction Safety Inspections". However, in the preparation of the SKKNI, it is still incomplete because there are no performance indicators as an instrument for measuring competence and the SKKNI still refers to the old standards and regulations. Therefore, the researcher wants to develop the SKKNI in the form of performance indicators for the competency unit "Conducting Construction Safety Inspections" by using a questionnaire survey method to experts and respondents. The results of the questionnaire will be analyzed using the Delphi method and statistical tests using SPSS. The results obtained in the form of 2 items of competency elements, 6 items of performance criteria and 48 items of performance indicators where the development of the competency unit "Conducting Construction Safety Inspections " has a very strong influence on construction safety performance. If the performance indicators are applied by the Construction Safety Young Experts in implementing the SMKK, it can improve the performance of Construction Safety."
