Indonesia currently faces multidimensional threats, from small to large, concerning all aspects of the country's life, from ideology, politics, economics, social, culture, defense, and security. The nature of contemporary threat has a human security aspect rather than only state security. As such, a thorough effort is needed to deal with those Threats, Disruption, Obstacle, Challenge (TDOC). State defense can be the answer to such problems because state defense itself can be interpreted as an obligation and responsibility of citizens to maintain the existence and sovereignty of the state. State defense will be optimal if disseminated through formal education. In this case, the formal education in question is at the level of higher education. This paper proposes that state defense can be held at higher education level in the form of university compulsory course, and is organized under the name State Defense Education. This State Defense Education is not military education or conscription, but an education that is adjusted to the condition and nuance of higher education.

The background of this paper is the fact of social, economical, and political change of Indonesian in the Reform and global era. It Includes changes in the context of defending state which in the past it was understood only as a military activity. The defending of state nowadays has a broader meaning in economic, social, and cultural context. The defending of state in the context of economy is more commitment to consume national products than to consume foreign product. Therefore, the purpose of this paper is to analyze the problems of defending the state in the economic context that involves people's habits of favoring foreign products, the impact of consumption patterns on selecting external products to foreign exchange reserves, and strategies that can be built to make people prefer national products. The method used in this paper is literature study that is studying references or previous studies related to this issue, and in-depth discussion with relevant sources. This has been done to confirm or improve an understanding the topic being written. The results of this studies are in the form of conclusions and recommendations to build the pattern of public consumption to prefer national products rather than foreign products.

Abstrak :
Increasing technology and information caused new threat in cyberspace called cyber crime. Cyber crime is a crime that emerge as a negative impact of applications development on the internet. In analyzing the impact of cyber crime towards a state defense, it is necessary to identify risk management that can know how big the probability and consequences caused by cyber crime. The risks faced in overcoming the threat of cyber crimeis not inferior to conventional wars. This causes the identified risks has to be able to produce a state defense strategy in the face of cyber crime threat.

Kemajuan teknologi dan informasi menimbulkan ancaman baru di ruang siber yakni kejahatan siber. Kejahatan siber merupakan kejahatan yang lahir sebagai suatu dampak negatif dari perkembangan aplikasi pada internet. Dalam menganalisis dampak kejahatan siber terhadap pertahanan sebuah negara, diperlukan identifikasi manajemen risiko yang dapat mengetahui seberapa besar probabilitas dan konsekuensi yang ditimbulkan dari kejahatan siber. Risiko yang dihadapi dalam mengatasi ancaman kejahatan siber tidak kalah dengan perang konvensional. Hal ini menyebabkan risiko yang diidentifikasi harus bisa menghasilkan strategi pertahanan negara dalam menghadapi ancaman kejahatan siber.

Abstrak :
This article is the result of institutional research on building model of corporate culture of UPN “Veteran” Yogyakarta based on Basic Values of State Defense towards State University Based on Financial Management-Public Service Ageny (PTN PK-BLU. This research belongs to the descriptive research. Data was collected through distributing questionnaires to 195 respondents and focus group discussions (FGD). The results of the research explained that in general, based on the characteristics of UPN “Veteran” Yogyakarta as a state university characterized by State Defense, there needs to be strengthening or development of a new corporate culture at UPN “Veteran” Yogyakarta based on the basic values of state defense towards PTN PK-BLU. Corporate culture that needs to be built is Discipline, Struggle, Creativity, Excellence, love for Homeland, Consciousness of have a nation and state, Convinced of Pancasila as the Foundation of the State, Willing to Sacrifice for the Nation and state, possessing initial ability for the state defense, Honesty and Integrity, Learner, and Upholding Meritocracy. To build this culture, there are a number of effort that need to be carried out, namely, involving stakeholders in formulating corporate culture, massive socialization, budgetary support in upholding the corporate culture, sustainable monitoring and evaluation, and building information, and reward and punishment system, which supports the emergence of a new corporate culture.

Korupsi adalah musuh utama bangsa ini. Akan tetapi, korupsi adalah sebuah medan peperangan yang sama sekali jauh berbeda dengan terminologi perang yang kita biasa pahami. Perang jenis ini adalah perang tanpa senjata, tanpa tentara, dan tanpa teritori. Perang ini adalah pertempuran yang tidak menyerang dengan bedil, tetapi menyerang hati nurani manusia dengan godaan materialisme. Korupsi dapat membahayakan perkembangan ekonomi Indonesia, serta membuat masyarakat kita miskin. Korupsi mengakibatkan rusaknya tatanan kehidupan berbangsa dan bernegara di Indonesia, di hampir semua sektor. Hal itu menjadi alasan penulis menganggap bahwa korupsi adalah bagian dari perang proxy. Untuk memerangi korupsi, tentunya tindakan penindakan saja tidak cukup, untuk itu diperlukan tindakan pecegahan agar ancaman ini tidak terus-menerus membudaya. Untuk itu, program bela negara dapat digunakan sebagai sarana efektif upaya pemberantasan korupsi. Dalam tulisan ini, penulis ingin menunjukkan bahwa korupsi adalah bagian dari perang proxy, dan juga bagaimana program bela negara dapat digunakan untuk memberantas korupsi di Indonesia.

Indonesia’s future Threats, Disturbances, Obstacles and Challenges (TDOC) are nonconventional. Indonesia’s defense paradigm if relying only on the TNI as a major force should be changed. The drastic reduction of the military threats (conventional) from other countries to Indonesia, as well as similar threats around the world, make us have to rethink how the most appropriate formulation of Indonesia’s defense strategy in this era of non-military threats. To that end, the formation of reserve components, previously equipped with competent and knowledgeable knowledge of civic defense, needs to be considered. The consideration is that the formation of this reserve component can be useful as a major defense element supporting the main component, primarily to deal with non-military threats. The use of reserve components is not only prepared for war, but has a primary function of helping TNI deal with TDOC that is non-physical (intangible). This paper will discuss how the reserve component, as part of the nation’s defense force, faces future non-military threats. In addition, this paper also sees that civic defense can be an integral part of the effort of the reserve component to make this happen.
