"[Penelitian mengenai pengaruh kompetensi pelaksana arsip terhadap kinerja pelayanan Arsip di Universitas Indonesia. Tujuan penelitian ini adalah untuk mengetahui pengaruh Kompetensi yang dimiliki pelaksana arsip terhadap Kinerja pelayanan arsip tersebut di Universitas Indonesia.Untuk mencapai tujuan penelitian, maka sejauhmana pengaruh kompetensi baik secara individu maupun secara kelompok dalam pelayanan arsip di Universitas Indonesia. Sampel penelitian sebanyak 36 responden dari seluruh populasi dengan menggunakan teknik total sampling atau teknik sensus. Pengumpulan data menggunakan observasi, studi kepustakaan dan kuesioner penelitian, pengolahan data menggunakan metode analisis kuantitatif.Dari analisis dan pembahasan hasil penelitian diperoleh kesimpulan bahwa terdapat pengaruh yang positif dan signifikan Kompetensi pelaksana arsip dalam dimensi motif, sifat, pencitraan diri, pengetahuan dan ketrampilan, baik secara individual maupun secara kelompok dalam pelayanan arsip di Universitas Indonesia.

"ABSTRAKKompetensi merupakan kriteria yang harus dimiliki oleh setiap pegawai yang melakukan pekerjaan dalam bidang tertentu, termasuk dalam bidang kearsipan. Kompetensi sangat dibutuhkan dalam membentuk sebuah kinerja yang baik demi mencapai tujuan organisasi atau perusahaan. Karena jika setiap pegawai memiliki kompetensi yang tinggi maka akan menghasilkan kinerja yang terbaik. Sebagai pengelola arsip seorang arsiparis dituntut untuk dapat memberikan berbagai informasi yang dibutuhkan oleh masyarakat. Oleh karena itu maka seorang arsiparis harus memiliki tiga kompetensi dasar dibidang kearsipan yakni pengetahuan, keterampilan dan sikap. Penelitian ini bertujuan untuk mengetahui ada tidaknya pengaruh kompetensi arsiparis terhadap kinerja arsiparis di Arsip Nasional Republik Indonesia dan seberapa besar pengaruhnya serta juga mengidentifikasi indikator dari kompetensi yang memiliki pengaruh paling besar bagi arsiparis dalam melakukan kinerja.Berdasarkan hasil penelitian diketahui secara menyeluruh kompetensi arsiparis yang terdiri dari indikator pengetahuan, keterampilan dan sikap memiliki pengaruh sebesar 56,4% terhadap kinerja arsiparis di Arsip Nasional Republik Indonesia. Secara parsial konsep pengetahuan dan keterampilan tidak memiliki pengaruh yang signifikan dibandingkan dengan konsep sikap dengan t hitung dari konsep pengetahuan sebesar 1,257 dan t hitung dari konsep keterampilan sebesar 1,141 sedangkan t hitung dari konsep sikap sebesar 5,535 dengan t tabel sebesar 1,991. Hal ini menunjukkan bahwa nilai t hitung dari konsep pengetahuan dan keterampilan lebih kecil dari t tabel sedangkan t hitung dari konsep sikap lebih besar dari t tabel, sehingga dapat disimpulkan bahwa konsep pengetahuan dan keterampilan tidak memiliki pengaruh yang signifikan dibandingkan dengan konsep sikap dalam melakukan kinerja arsiparis di Arsip Nasional Republik Indonesia.

ABSTRACTCompetence is a criterion that must be owned by every employee who does work in a particular field, including in the field of filing. Competence is needed in forming a good performance in order to achieve the goals of the organization or company. Because if every employee has high competence it will produce the best performance. As an archive manager, an archivist is required to be able to provide various information needed by the community. Therefore, an archivist must have three basic competencies in the field of filing, namely knowledge, skills and attitudes. This study aims to determine whether there is an influence of archivist competence on the performance of archivists at the National Archives of the Republic of Indonesia and how much they influence and also identify indicators of competencies that have the greatest influence on the archivists in performing performance.Based on the results of the study, it is known that overall archivist competency consisting of indicators of knowledge, skills and attitudes has an influence of 56.4% on the performance of archivists in the National Archives of the Republic of Indonesia. Partially the concept of knowledge and skills does not have a significant effect compared to the concept of attitude with t count from the concept of knowledge of 1.257 and t count from the concept of skills of 1.141 while t count from the concept of attitude is 5.535 with t table of 1.991. This shows that the value of t count from the concept of knowledge and skills is smaller than t table while t count from the concept of attitude is greater than t table, so it can be concluded that the concepts of knowledge and skills do not have a significant effect compared to the concept of attitude in performing archivist performance at the National Archives of the Republic of Indonesia."

"Meningkatnya volume informasi yang dihasilkan dalam format digital dan adanya perubahan paradigma baru dimana pemanfaatan teknologi semakin meningkat, sehingga kompleksitas arsip juga semakin tinggi menjadi tantangan bagi lembaga arsip di era digital saat ini. Namun, tidak semua informasi digital yang dihasilkan memiliki nilai jangka panjang atau menjadi komponen penting. Diperlukan seleksi, kurasi, dan pelestarian jangka panjang agar informasi tersebut dapat digunakan di masa depan. Dalam mengelola kegiatan pelestarian kearsipan, organisasi harus memiliki arsiparis atau pegawai yang memiliki kemampuan di bidang tersebut. Penelitian menganalisis kompetensi apa saja yang telah dimiliki oleh arsiparis di Indonesia dan mengidentifikasi hambatan yang dimilikinya dalam kurasi digital. Metode kuantitatif digunakan dengan menyebarkan kuesioner pada 57 arsiparis di Indonesia. Hasil penelitian menunjukkan bahwa arsiparis memiliki kompetensi yang tinggi dalam kurasi digital ditinjau dari kompetensi kognitif, kompetensi fungsional, kompetensi sosial, dan meta-kompetensinya.

The increasing volume of information generated in digital format and the emergence of a new paradigm where technology utilization is on the rise, resulting in higher complexity of archives, poses challenges for archival institutions in the current digital era. However, not all digital information generated holds long-term value or serves as critical components. Selection, curation, and long-term preservation are necessary to ensure that such information can be utilized in the future. In managing archival preservation activities, organizations must have archivists or employees with relevant expertise. This research analyzes the competencies possessed by archivists in Indonesia and identifies the barriers they face in digital curation. A quantitative method was employed by distributing questionnaires to 57 archivists in Indonesia. The research findings indicate that archivists have a high level of competency in digital curation, as assessed through cognitive, functional, social, and meta-competencies."

"ABSTRAKTesis ini membahas peran dan proses perubahan sosial profesi Arsiparis di lembaga Negara pada era VUCA. Hasil penelitian menunjukkan lemahnya peran Arsiparis di Kementerian Dalam Negeri (Kemendagri) dan Komisi Pemilihan Umum (KPU) tercermin dari peranan Arsiparis yang hanya dianggap sebagai pendukung dan bukan sebagai profesi yang memainkan peran penting dalam pemilihan umum (Pemilu) 2019. Pendekatan model institusional dari Beckert (2010) memperlihatkan bahwa secara jejaring (Social Network) Arsiparis hanya memiliki relasi dengan kolega yang berada pada level menengah di dalam profesi dan hanya sedikit saja yang memiliki akses dan hubungan baik dengan pejabat tinggi. Tidak adanya pihak yang memiliki kuasa untuk memperjuangkan pentingnya peranan arsip bagi kepentingan organisasi maka cognitive frame dari pejabat tinggi di kedua instansi tersebut selalu menempatkan Arsiparis sebagai profesi yang tidak penting. Hal ini juga sejalan dengan Model Interaksi Hubungan Formal dari Nee (2005) serta konsep VUCA World dari Bennett dan Lemoine (2014) bahwa adanya perubahan tata kelola pemerintahan dari manual (kertas) menjadi Sistem Pemerintahan Berbasis Elektronik (SPBE) berpengaruh pada perubahan interaksi sosial dan strategi pengembangan profesi Arsiparis sebagai petugas kearsipan dalam menjalankan tata kelola pemerintahan yang baik. Melalui pendekatan penelitian kualitatif dengan jenis penelitian studi kasus, data dikumpulkan lewat penelitian pustaka, wawancara mendalam dengan Arsiparis dan pengelola arsip dalam pengarsipan Daftar Pemilih Sementara (DPS) pada Pemilu 2019.

ABSTRACTThis thesis discusses the role and process of social change in the Archivist profession in state institutions in the VUCA era. The results of this study indicate the weak role of Archivists in Ministry of Home Affairs (Kemendagri) and the General Election Commission (KPU) reflected by the role of Archivists who are only considered as supporters and not as professions that play an important role in the 2019 general election. Institutional model approaches Beckert (2010) shows that in networking (Social Network) Archivists only have relations with colleagues who are at the middle level in the profession and only a few have access and good relations with high officials. In the absence of parties who have the power to fight for the importance of the role of records for the interests of the organization, the cognitive frame of high-ranking officials in both agencies always places Archivist as an insignificant profession. This is also in line with the Formal Relations Interaction Model from Nee (2005) and VUCA Wold concept from Bennet and Lemoine (2014) that a change in governance from manual (paper) to an Electronic-Based Government System (SPBE) by the Minister of Kemenpan RB has an effect on changes in social interaction and archiving professional development strategies as archival officers in carrying out good governance. Through a qualitative research approach with the type of case study research, data was collected through library research, in-depth interviews with archivists and archival managers in archiving Provisional Voter Lists (DPS) in the 2019 Elections."

"Penelitian ini membahas mengenai proses digitisasi arsip statis dalam pemanfaatan ruang pada Kantor Arsip Universitas Y. Institusi kearsipan memiliki tugas untuk menjaga keberlangsungan dan keutuhan arsip, perlindungan arsip vital, memberikan pembinaan dan pengawasan manajemen arsip dalam mencakup ketatausahaan dan kearsipan di lingkungan Universitas Y, menyimpan dan melestarikan arsip statis. Tujuan penelitian ini menggambarkan proses digitisasi arsip statis melalui kegiatan alih media terdiri dari sejumlah tahapan dengan memanfaatkan peralatan yang tepat untuk jenis arsip statis dan mengandalkan pengetahuan arsip Kantor Arsip Universitas Y. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui metode wawancara dan observasi lapangan. Hasil penelitian menunjukkan bahwa kondisi arsip statis sebagian sudah tertata dan proses digitisasi telah berjalan. Proses digitisasi arsip statis berlangsung menggunakan pedoman digitisasi. Bersamaan dengan kegiatan tersebut, pengetahuan arsiparis terhadap digitisasi arsip statis berdasarkan pedoman yang menentukan keberhasilan kegiatan digitisasi.

This study discusses the process of digitizing static archives of Archives Office of the Y University in term of space matters. Archival institution has to maintain the continuity and integrity of archives, protect vital archives under certain conditions, provide guidance and supervision of archives management in covering administration and archives within the Y University, store and preserve static archives. The purpose of this study is to describe the process of digitizing static archives through media transfer activities consisting of a number of stages by utilizing the right equipment for this type of static archive and relying on the archive knowledge of the Y University Archives Office. This study uses a qualitative approach with data collection techniques through interviews and field observations. The results of the study show that the condition of the static archives is partly organized and the digitization process has been running. The process of digitizing static archives takes place using digitization guidelines. Along with these activities, the archivist's knowledge of digitizing static archives is based on guidelines that determine the success of digitization activities."

"Budaya organisasi merupakan salah satu komponen penting dalam suatu organisasi, yang dijadikan sebagai dasar penyusunan pedoman untuk mengelola hubungan kerja antar anggota organisasi dan acuan dalam menciptakan lingkungan organisasi yang harmonis dan berkesinambungan di antara para anggotanya. Budaya organisasi pada setiap lembaga memiliki perbedaan satu sama lain karena budaya organisasi diciptakan dan dilaksanakan oleh anggota pada lembaga terkait yang tentunya memiliki karakteristik tertentu yang menjadi ciri khas. Penelitian ini bertujuan untuk mengkaji deskripsi budaya organisasi beserta elemen-elemen budaya yang berada di dalamnya dan bagaimana perannya terhadap hubungan kerja antar arsiparis di Unit Kerja SDM Kearsipan Lembaga Arsip Nasional Republik Indonesia (ANRI). Hasil penelitian ini menunjukkan bahwa Unit SDM Kearsipan ANRI memiliki budaya organisasi yang diimplementasikan dalam kehidupan sehari-hari beserta elemen-elemen budaya organisasi yang berada di dalamnya dan memiliki perannya masing-masing terhadap hubungan kerja antar arsiparis di Unit SDM Kearsipan ANRI yang dikorelasikan dengan Standar Kompetensi Jabatan Fungsional Arsiparis.

Organizational culture is one of the important components in an organization, which is used as the basis for preparing guidelines for managing work relations between members of the organization and a reference in creating a harmonious and sustainable organizational environment among its members. Organizational culture in each institution is different from one another because organizational culture is created and implemented by members of related institutions which of course have certain characteristics that are characteristic. This study aims to examine the description of organizational culture and its cultural elements and how it plays a role in the working relationship between archivists in the Human Resources Unit of the National Archives of Republic of Indonesia (ANRI). The results of this study indicate that the ANRI Human Resources Unit has an organizational culture that is implemented in daily life along with the elements of organizational culture that are in it and have their respective roles towards the working relationship between archivists in the ANRI Human Resrources Unit which is correlated with Competency Standards Archivist Functional Position."

"Banyak pihak yang belum menyadari pentingnya arsip sebagai pusat informasi suatu lembaga. Hal ini disebabkan sarana dan prasarana, serta sumber daya manusia yang kurang memadai dan belum teredukasi untuk melaksanakan kegiatan kearsipan, dari pengelolaan hingga preservasi. Kasus ini banyak terjadi di institusi perguruan tinggi yang masih melaksanakan kegiatan kearsipan dengan arsiparis yang seadanya. Penelitian ini dilakukan dengan menganalisis pengaruh pendidikan arsiparis terhadap pola pikir dalam mengelola dan melestarikan koleksi arsip. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data berupa observasi, wawancara, dan studi literatur. Hasil penelitian menunjukkan bahwa salah satu pengelolaan dan preservasi arsip yang baik dapat dilakukan dengan edukasi terhadap arsiparis. Edukasi bertujuan agar arsiparis dapat mengambil langkah pengelolaan dan preservasi yang sesuai dengan ketentuan yang benar. Record Center Fikom Unpad sudah melakukan pengelolaan dan upaya preservasi sederhana dengan melakukan penginputan data arsip, pemberkasan, pembersihan debu secara berkala, sera pemberian kamper di lemari arsip."

"ABSTRAKPenelitian ini membahas mengenai proses penciptaan rekam medis di Klinik Terpadu Fakultas Psikologi Universitas Indonesia (KTFP UI). Penelitian ini bertujuan untuk mendeskripsikan penciptaan rekam medis di KTFP UI dengan menggunakan model penciptaan rekod yang dijelaskan oleh Shepherd dan Yeo (2003) yakni identifikasi kebutuhan, proses penciptaan serta pengelolaan rekam medis. Metode yang digunakan adalah pendekatan kualitatif dengan studi kasus. Teknik pengumpulan datanya melalui observasi, wawancara dan analisis dokumen. Hasil dari penelitian ini menunjukkan bahwa rekam medis di KTFP UI tercipta secara alami dan cukup sederhana. Belum ada aturan tertulis tentang penciptaan rekam medis. Penciptaan rekam medis ditujukan sebagai rujukan untuk tindakan lanjutan, sarana memonitor, dan sebagai alat komunikasi antar profesional baik internal maupun lintas instansi. Dalam prosesnya autentisitas dijaga dengan mencantumkan nama psikolog, klien serta waktu pelayanan. Pada tahap penyimpanan rekam medis belum sesuai kaidah profesional kearsipan sehingga berakibat pada kurang lancarnya penemuan kembali. Yang penting adalah menambah pengetahuan dan pemahaman para arsiparis rekam medis di KTFP UI dengan memberikan pelatihan manajemen kearsipan sehingga penciptaan rekam medis di KTFP UI menjadi lebih baik.

ABSTRACTThis study discusses about the process of creating medical records at the Integrated Clinic Faculty of Psychology, University of Indonesia (KTFP UI). The purpose of this study is to describe the creation of medical records at KTFP UI by using a model of creating records described by Shepherd and Yeo (2003), namely identification of needs, the process of creating, and capturing medical records. The method used is a qualitative approach with case studies. The data collection technique is through observation, interviews and document analysis. The results of this study indicate that medical records at KTFP UI were created naturally and quite simple. There are no written rules regarding the creation of medical records. The creation of medical records is intended as a reference for follow-up actions, means of monitoring, and as a communication tool between professionals both internally and across agencies. In the process, authenticity is maintained by including the name of the psychologist, client and service time. At the stage of storing medical records it is not yet in accordance with the professional rules of archiving so that it results in retrieval difficulties. The important thing is to increase the knowledge and understanding the archivists of medical records at KTFP UI by providing filing management training so that the creation of medical records at KTFP UI becomes better."

"Arsip dinamis inaktif merupakan pusat ingatan dari perusahaan yang berperan penting terhadap proses kegiatan transaksi perusahaan. Arsip dinamis inaktif merupakan arsip yang nilai gunanya masih dipertahankan dengan mengandalkan penyimpanan arsip. Sistem Penyimpanan Arsip dinamis inaktif di Record Center mengacu pada kebijakan yang dibuat oleh Divisi Y PT. Bank ABC, sistem penyimpanan arsip dikelola oleh petugas arsip yang sudah diberikan pelatihan mengenai kearsipan. Agar mempermudah temu kembali arsip dan bertujuan untuk menggambarkan penyimpanan arsip inaktif perusahaaan sesuai dengan kebijakan yang dibuat oleh divisi Y agar arsip dapat ditemukan kembali dengan mudah, cepat dan tepat. Metode wawancara dan observasi terhadap enam orang informan pegawai divisi Y PT. Bank ABC dilakukan untuk pengumpulan data dengan studi kasus sebagai metode analisis data. Hasil penelitian ini menunjukkan proses penyimpanan arsip dinamis inaktif di Record Center berdasarkan kebijakan guna menghindari dampak yangmerugikan organisasi. Penyimpanan arsip dilakukan secara benar dengan pandangan arsiparis dan petugas arsip mengenai pentingnya penyimpanan arsip sebagai hasil dari pelatihan arsip.

Archive is the memory center of the company which plays an important role in the process of company transaction activities. Therefore archives mostly rely on is archive storage. Inactive Dynamic Archive Storage System in the Record Center refers to the policy made by organization. The archive storage system is managed by archive officers who have been trained on archives. In order to facilitate archive retrieval and to describe the storage of company inactive archives in accordance with the policies made by the Y division so that archives can be found easily, quickly and precisely. Interviews and observations of six employee informants division Y PT. ABC Bank were conducted as the methods for data collection with case studies as a data analysis method. The results of this study indicate that the inactive dynamic archive storage process in the Record Center is based on policies to avoid adverse impacts on the organization. Archival storage is carried out properly with the views of archivists and archive officers regarding the importance of archival storage as a result of archive training."
