"Perkembangan teknologi mempengaruhi berbagai bidang usaha untuk menerapkan sistem otomasi. Salah satunya adalah industri transportasi yang marak mengembangkan kendaraan otonom atau Autonomous Vehicle (AV). Seiring dengan perkembangan tersebut, penyelenggaraan AV tentu membutuhkan regulasi yang mendukung. Tulisan ini bertujuan untuk mengetahui pelindungan konsumen terhadap pengguna jasa transportasi AV di Indonesia dan bagaimana pertanggungjawaban pelaku usaha terhadap potensi kerugian yang dialami oleh konsumen ketika menggunakan jasa layanan transportasi AV. Tulisan ini menggunakan metodologi hukum Doktrinal, dengan menelaah suatu norma dan penerapan asas hukum, serta pelaksanaan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen, Undang-Undang Nomor 23 Tahun 2007 tentang Perkeretaapian, Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, Undang-Undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik sebagaimana terakhir kali diubah dengan Undang-Undang Nomor 1 Tahun 2024, serta peraturan terkait lainnya. Walaupun ketentuan mengenai penyelenggaraan, pelindungan hukum, hingga pertanggungjawaban atas kerugian konsumen sebagai pengguna jasa transportasi AV belum diatur secara khusus dalam perundang-undangan di Indonesia, namun adanya sistem otomasi dalam operasional kendaraan sudah disinggung dalam Peraturan Menteri Perhubungan Nomor 18 Tahun 2023 tentang Sertifikasi Kecakapan Awak Sarana Perkeretaapian dan Peraturan Menteri Perhubungan Nomor 76 Tahun 2021 tentang Sistem Manajemen Transportasi Cerdas di Bidang Lalu Lintas dan Angkutan Jalan.

Technological developments have influenced various business fields to implement automation systems. One of them is the transportation industry which is rampant in developing Autonomous Vehicles (AV). Along with these developments, the implementation of AV requires supportive regulations. This paper aims to find out consumer protection for AV transportation service users in Indonesia and how business actors are accountable for potential losses experienced by consumers when using AV transportation services. This paper uses a doctrinal legal methodology, by examining a norm and the application of legal principles, as well as the implementation of Law Number 8 of 1999 concerning Consumer Protection, Law Number 23 of 2007 concerning Railways, Law Number 22 of 2009 concerning Road Traffic and Transportation, Law Number 11 of 2008 concerning Information and Electronic Transactions as last amended by Law Number 1 of 2024, and other related regulations. Although provisions regarding the implementation, legal protection, and liability for consumer losses as users of AV transportation services have not been specifically regulated in legislation in Indonesia, the existence of an automation system in vehicle operations has been mentioned in the Regulation of the Minister of Transportation Number 18 of 2023 concerning Certification of Railway Crew Proficiency and Regulation of the Minister of Transportation Number 76 of 2021 concerning Transportation Management Systems Smart in the Field of Traffic and Road Transportation."
