Abstrak :
Portal Peduli WNI merupakan bentuk transformasi digital pada bidang perlindungan WNI di luar negeri dan dikelola oleh Kementerian Luar Negeri Republik Indonesia. Dalam proses transformasinya, terdapat beberapa kendala di antaranya adalah aturan khusus yang belum tersedia, kerjasama dengan berbagai pihak, dan belum tercapainya kualitas dan kuantitas sumber daya yang diinginkan. Penelitian ini menganalisis transformasi digital pada Portal Peduli WNIl. Teori yang digunakan pada penelitian ini adalah Integrated Strategic Change Process untuk membahas tahapan transformasi dan Cobit 4.1 ME4 Establish IT Governance untuk membahas aspek tata kelola digital pada tiap tahapan transformasi dan juga mengukur level kematangan transformasi digital. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data kualitatif. Hasil dari penelitian ini adalah proses transformasi digital pada Portal Peduli WNI baru mencapai Repeatable but Intuitive (2) untuk level kematangannya. ......Portal Peduli WNI is a form of digital transformation with the purpose of protecting Indonesian citizens abroad and is managed by the Ministry of Foreign Affairs of the Republic of Indonesia. In the process of transformation, there are several obstacles, including specific rules that are not yet available, cooperation with various parties, and the quality and quantity of the desired resources have not been achieved. This study analyzes the digital transformation of Portal Peduli WNI. The theory used in this research is the Integrated Strategic Change Process to discuss the stages of transformation with Cobit 4.1 ME4 Establish IT Governance to discuss aspects of digital governance at each stage of transformation and also to measure the maturity level of digital transformation. This study uses a post-positivist approach with qualitative data collection techniques. The result of this research is that the digital transformation process at Portal Peduli WNI has only reached Repeatable but Intuitive (2) of the maturity level.
