"Penelitian ini dilatarbelakangi pengamanan aktivitas Kepelabuhanan Tanjung Priok masih belum maksimal. Angka kejahatan dari tahun ke tahun masih tergolong tinggi, dimana pada tahun 2022 mencapai 249 kejadian. Pemerasan dan pengancaman terhadap pekerja pelabuhan juga masih terjadi. Bahkan, aksi unjuk rasa serta rob juga kerap terjadi hingga pada akhirnya membuat kemacetan yang mengganggu distribusi barang. Kerjasama yang dibangun Polres Pelabuhan Tanjung Priok dengan stakeholder terkait juga belum maksimal. Telah terbentuk Safety Improvement Task Force (SITAF), hanya saja masih terbatas pada bidang joint investigation. Untuk pengamanan secara menyeluruh, belum ada kerjasama yang terstruktur. Masih terlihat ego sektoral di masing-masing intansi.Pisau analisis dalam penelitian ini adalah teori teori kolaborasi, konsep collaborative governance dan konsep community policing. Jenis penelitian ini adalah penelitian kualitatif dengan metode pendekatan studi kasus.Hasil penelitian ini menunjukkan bahwa Safety Improvement Task Force (SITAF) belum efektif dalam menciptakan keamanan dan ketertiban aktivitas Kepelabuhan Tanjung priok dilihat dari dimensi Tipe Networked Structure sulit melakukan sinkronisasi dan integrasi sistem antar stakeholder, dari dimensi Commitment to a common purpose proses evaluasi kinerja sudah tidak jalan, dari dimensi governance karena tidak adanya Sistem Operasional prosedur teknis, dan dari dimensi Access to resources tidak adanya sumber daya mandiri dalam SITAF. Sementara itu, model ideal dalam menciptakan keamanan dan ketertiban aktivitas kepelabuhanan Tanjung Priok dalam paradigma pemolisian kolaboratif adalah dengan meningkatkan kerjasama pengamanan kawasan pelabuhan dengan stakeholder melalui optimalisasi SITAF dengan sejumlah perbaikan yang meliputi penyelenggaraan pertukaran dan pembaruan informasi antar stakeholder, melakukan identifikasi, pemetaan dan analisis serta pembaruan karakteristik potensi kerawanan, melaksanakan kegiatan pelatihan, apel dan patroli bersama, mengoptimalkan sarana teknologi informasi seperti command center, meningkatkan peran aktif pengelola kawasan serta komunitas pekerja atau masyarakat yang ada di pelabuhan serta meningkatkan sumber daya mandiri SITAF.

This research is motivated by the fact that the security of Tanjung Priok Port activities is still not optimal. The crime rate from year to year is still relatively high, where in 2022 it will reach 249 incidents. Extortion and threats against port workers are also still occurring. In fact, demonstrations and robberies also often occur, which in turn create traffic jams that disrupt the distribution of goods. The cooperation that was built by the Tanjung Priok Port Police with related stakeholders has also not been maximized. A Safety Improvement Task Force (SITAF) has been formed, but it is still limited to the field of joint investigation. For overall security, there is no structured cooperation. There is still visible sectoral ego in each agency.

The analytical knife in this research is the theory of collaboration, the concept of collaborative governance and the concept of community policing. This type of research is a qualitative research with a case study approach method.

The results of this study indicate that the Safety Improvement Task Force (SITAF) has not been effective in creating security and order in Tanjung Priok Port activities, seen from the dimensions of the Networked Structure type, it is difficult to synchronize and integrate systems between stakeholders, from the Commitment to a common purpose dimension, the performance evaluation process is no longer way, from the governance dimension due to the absence of an Operational System of technical procedures, and from the Access to resources dimension there is no independent resource in SITAF. Meanwhile, the ideal model for creating security and order in Tanjung Priok port activities in the Collaborative Policing paradigm is to increase port area security cooperation with stakeholders through optimizing SITAF with a number of improvements which include organizing exchange and updating of information between stakeholders, identifying, mapping and analyzing as well as updating the characteristics of potential vulnerabilities, carrying out training activities, gatherings and joint patrols, optimizing information technology facilities such as command centers, increasing the active role of area managers and the working community or people at the port and increasing SITAF's independent resources."

"Penelitian ini bertujuan untuk mendiskripsikan dan menganalisa upaya pemolisian masyarakat yang telah dilakukan oleh kepolisian, dalam hal ini Polres Tangerang Selatan di dalam menghadapi pandemi covid-19 serta dampak lain yang menyertainya. Pandemi Covid-19 telah memberikan dampak yang masif, tidak hanya pada aspek kesehatan, namun juga aspek ekonomi, sosial, hingga kamtibmas. Oleh karena itu, Polres Tangsel melaksanakan berbagai upaya guna mencegah penyebaran pandemi Covid-19 serta dampak yang menyertainya kepada masyarakat di wilayah hukumnya. Salah satu strategi yang dibangun oleh Polres Tangsel adalah Program Kampung Jawara Tangsel. Program ini berbasis pada metode Community Policing, Collaborative Policing, serta Problem-Oriented Policing (POP). Penelitian ini bertujuan untuk menganalisa dan mengkaji dinamika dan komplekstitas pandemi covid-19 serta dampaknya, serta sejauh mana implementasi Kampung Jawara Tangsel telah berjalan sesuai dengan konsep serta kontribusinya sebagai sebuah upaya pemolisian masyarakat terhadap pencegahan covid-19. Penelitian ini menggunakan pendekatan kualitatif studi kasus. Pemilihan narasumber berdasarkan teknik purposive dengan lokasi penelitian di Polres Tangerang Selatan. Hasil penelitian telah membuktikan bahwa pertama, pandemi Covid-19 benar ada dan telah menciptakan dampak yang luar biasa bagi masyarakat serta telah menjadi tantangan dan tugas baru bagi kepolisian. Kedua, Polres Tangsel melalui program Kampung Jawara Tangsel telah membangun sebuah upaya pemolisian masyarakat yang bersifat kolaboratif dan integrative dengan unsur terkait dan masyarakat melalui metode Community Policing &, Collaborative Policing, serta Problem-Oriented Policing (POP). Program ini diharapkan menjadi sebuah strategi yang jitu bagi Polres Tangerang Selatan dalam mengoptimakan upayanya dalam mencegah penyebaran pandemi Covid-19 serta dampak lain yang menyertainya, sehingga stabilitas kamtibmas di wilayah hukum Polres Tangerang Selatan dapat terus terjaga dan terpelihara.

This study aims to describe and analyze the community policing efforts that have been carried out by the police, in this case the South Tangerang Police in the face of the Covid-19 pandemic and other accompanying impacts. The Covid-19 pandemic has had a massive impact, not only on the health aspects, but also on the economic, social, and social security aspects. Therefore, the South Tangerang Police have carried out various efforts to prevent the spread of the Covid-19 pandemic and its accompanying effects on the community in its jurisdiction. One of the strategies developed by the Tangsel Police was the Jawara Tangsel Village Program. This program is based on the Community Policing, Collaborative Policing, and Problem-Oriented Policing (POP) methods. This study aims to analyze and study the dynamics and complexity of the Covid-19 pandemic and its impacts, as well as the extent to which the implementation of Kampung Jawara Tangsel has gone according to its concept and contribution as an effort to community policing towards the prevention of Covid-19. This research uses a qualitative case study approach. Selection of resource persons based on purposive technique with the research location at the South Tangerang Police. Research results have proven that first, the Covid-19 pandemic exists and has created a tremendous impact on society and has become a new challenge and task for the police. Second, the Tangsel Police through the Kampung Jawara Tangsel program has built a community policing effort that is collaborative and integrative with related elements and society through the Community Policing &, Collaborative Policing, and Problem-Oriented Policing (POP) methods. This program is expected to be an effective strategy for the South Tangerang Police in optimizing its efforts to prevent the spread of the Covid-19 pandemic and other accompanying impacts, so that the stability of the social security services in the jurisdiction of the South Tangerang Police can be maintained and maintained."
