"ABSTRAKPada saat ini terdapat berbagai metode untuk pengembangan Knowledge Management System KMS , namun dalam pelaksananya kebanyakan metode pengembangan KMS mempunyai tingkat penerimaan pengguna yang rendah dan kurang dalam menangkap kebutuhan pengguna pada organisasi. Penelitian ini bertujuan untuk menghasilkan pengembangan rancangan Knowledge Management System KMS dengan menggunakan pendekatan CommonKADS dan Zack Framework dengan mengevalusi tingkat Usability pengguna. Di dalam penelitian ini pendekatan yang dipakai dapat membantu peneliti menghasil rancangan KMS berupa arsitektur sistem, rancangan user interface dan rencana implementasi. Rancangan KMS yang didapat terdiri dari lima modul yaitu: modul pengetahuan organisasi, modul tupoksi jabatan, modul peraturan pemerintah, modul sumber pengetahuan baru explisit , serta modul kasus dan solusinya tacit . Objek penelitian ini adalah Balai Diklat Tambang Bawah tanah, responden yang terlibat terdiri dari pegawai negeri sipil PNS dan Pegawai Tidak Tetap PTT dengan jumlah reponden sebesar 57 orang. Pada evaluasi prototype, peneliti menggunakan alat pengujian SUS System Usability Scale dan didapatkan bahwa agent pegawai dengan skor SUS= 82,50, total Skor SUS Administrator Agent sebesar = 86,25, dan untuk total Skor SUS Agent narasumber sebesar = 81,67, berdarkan rata-rata skor SUS tersebut dapat dikatakan desain usability nya baik dengan tingkat acceptable yang baik.

ABSTRACTDevelopment knowledge management system method greatly increased, however in practice most method of development through KMS revenue users who have a low and lacking in catch user requirement in organizations. This study attempts to design the development of the Knowledge Management System KMS with commonKADS and Zack Framework approach and evaluate the level Usability users. In this study approach used can help researchers produced KMS design of architecture system, the user interface and the implementation. Through KMS design consisting of five modules Module Knowledge Organization, Module Duties and Function Office, Module Government Regulation, Module New Source of Knowledge explicit , and Module Cases and the Solution tacit . The object of research is Underground Mine Training Center, the respondents involved consisting of civil servants and non civil servants PTT with the number of respondents of 57 people. In the prototype of evaluation, researchers used an instrument for testing SUS System Usability Scale and got that employees agent with a score SUS 82.50, the total score SUS administrator agent of as much as 86.25, and for a total of a score SUS expert agent as much as 81.67, based on the average score it can be said that our usability design acceptable to the level of a good."

"Salah satu tantangan Pemerintah Indonesia dalam penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) adalah tidak meratanya pengetahuan mengenai pengelolaan aplikasi baik di lingkungan pemerintah pusat maupun daerah. Selain itu pemerintah juga belum menyediakan arsitektur SPBE nasional sebagai model referensi arsitektur. Hal ini menyebabkan sering ditemukan duplikasi maupun tumpang tindih beragam aplikasi, baik di dalam internal maupun eksternal lembaga pemerintah. Penelitian ini bertujuan untuk merancang sebuah knowledge sharing system berbasis ontology untuk berbagi pengetahuan mengenai pengelolaan sistem dan aplikasi yang telah dimiliki setiap instansi pemerintah. Penulis menggunakan metode Zack Framework, CommonKADS dan Methontology sebagai pendukung dalam mengembangkan KSS. Penggunaan model ontology pada penelitian ini diharapkan dapat mempermudah dalam mempelajari pengetahuan karena tersimpan taksonomi dan relasinya. Metode Zack Framework digunakan untuk menentukan knowledge gap yang dibutuhkan, CommonKADS digunakan untuk memodelkan proses bisnis yang terlibat dan Methontology digunakan sebagai alat bantu dalam penyusunan model ontology. Selain pengetahuan yang bersifat teknis (fitur, bahasa pemrograman, database, infrastruktur), KSS juga memberikan pengetahuan administratif mengenai struktur organisasi unit pengelola terkait (unit yang terlibat, pemberi tugas, penerima tugas, developer yang terlibat, informasi lelang jika ada, dll). Semua unit pengelola aplikasi di lingkungan pemerintah dapat terlibat aktif sehingga memperoleh manfaat dari pengetahuan pengelolaan aplikasi yang telah dibangun oleh instansi lain. Dengan berbagi pengetahuan tersebut, duplikasi maupun tumpang tindih aplikasi yang biasanya terjadi akan berkurang bahkan dapat dihilangkan. Untuk mengukur tingkat kegunaan dalam implementasi knowledge management rancangan KSS, penulis menggunakan System Usability Sclae. Hasil evaluasi menunjukkan sistem masuk dalam kategori Good. Sedangkan untuk mengevaluasi model ontology, penulis menggunakan alat bantu OntoVal yang dapat digunakan oleh non-technical domain specialist karena perhitungan metriks dilakukan secara otomatis. Hasil evaluasi ini juga memperoleh penerimaan taksonomi dan definisi ontology di atas 90% oleh expert.......One of the challenges for the Government of Indonesia in implementing the Electronic-Based Government System (SPBE) is the unequal knowledge of application management in both the central and regional governments. In addition, the government has not provided the national SPBE architecture as an architectural reference model. This has resulted in frequent duplication and overlap of various applications, both internally and externally by government agencies. This study aims to design an ontology-based knowledge sharing system to share knowledge about system management and applications that each government agency has. The author uses the Zack Framework, CommonKADS and Methodology methods as a supporter in developing KSS. The use of the ontology model in this study is expected to make it easier to learn knowledge because the taxonomy and its relations are stored. The Zack Framework method is used to determine the required knowledge gap, CommonKADS is used to model the business processes involved and Methodology is used as a tool in the preparation of the ontology model. In addition to technical knowledge (features, programming languages, databases, infrastructure), KSS also provides administrative knowledge regarding the organizational structure of the related management units (units involved, assignors, assignees, developers involved, auction information if any, etc.). All application management units in the government environment can be actively involved so that they can benefit from the knowledge of application management that has been developed by other agencies. By sharing this knowledge, duplication and overlapping of applications that usually occur will be reduced or even eliminated. To measure the level of usability in implementing KSS design knowledge management, the authors use the System Usability Sclae. The evaluation results show that the system is in the Good category. Meanwhile, to evaluate the ontology model, the authors use the OntoVal tool which can be used by non-technical domain specialists because the metric calculations are done automatically. The results of this evaluation also obtained a taxonomy and ontology definition of over 90% acceptance by the expert."
