"Berdasarkan data geologi, sejak tahun 2009 para ahli telah memeperkirakan bahwa di kepulauan mentawai akan terjadi gempa bumi besar (megathrust) dengan magnitude 8,9 skala richter dan 10 menit setelahnya akan terjadi tsunami di kepulauan tersebut. Pada menit ke 35, tsunami setinggi 10 meter akan sampai di kota padang yang berjarak 2,5 Km dari garis pantai, tergantung topografi daratannya. Pangkalan TNI Angkatan Udara (Lanud) Padang termasuk salah satu wilayah yang terancam oleh megathryst Mentawai karena terletak hanya +_ 800 meter dari garis pantai. Untuk mengetahui seberapa tinggi resiko bencana gempa bumi di Lanud Padang, telah dilakukan penelitian dengan cara menilai bahay gempa bumi , kerentanan bangunan , dan kapasitas masyarakat, sedangkan untuk mengetahui seberapa tinggi resiko dan dampak bencana tsunami dilakukan penilaian bahaya tsunami dan waktu evakuasi tsunami . Metode yang digunakan dalam penelitian ini adalah integrasi data dari system informasi geografis, citra potret udara dan observasi di lapangan. Penilaian bahaya gempa bumi merupakan perpaduan informasi antara geologi Lanud dengan nilai indeks siesmik Sumatra Barat. Penilaian kerentanan bangunan melalui observasi dengan menggunakan metode Rapid Visual Screning (RVS) of bulding for potential seismic hazard yang dikembangkan oleh Federal Emergency Management Agency (FEMA) . Penilaian kapasitas masyarakat melalui wawancara dan kuisoner terhadap variable kesadaran dan kesiapsiagaan. Penilaian bahaya tsunami dilakukan dengan memadukan informasi melalui elevasi permukaan laha, kelas kerawanan tsunami Kota Padang dan ketinggian air landasan Tsunami. Penilaian waktu evakuasi Tsunami dilakukan dengan memadukan informasi mengenai simulasi evakuasi bahaya tsunami dan klasifikasi waktu evakuasi. Berdasarkan hasil analisa , penilaian resiko bencana gempa bumi menghasilkan 5(lima) kelas indeks risiko yang sangat rendah (0-0,240), rendah (0,241-0,480), sedang (0,481-0,720), tinggi (0,721-0,960) dan sangat tinggi (0.961-1,200). Penilaian dampak bencana tsunami menhasilkan lima kelas indeks dampak yaitu sangat rendah (0-1,17_)rendah (1,171-1,710), sedang (1,711-2,250_, tinggi (2,251-2,790) dan sangat tinggi (2,791-3,360). Upaya pengurangan risiskko dilakukan dengan menitikberatkan pada peningkatkan infrastruktur dan peningkatan kapasitas dapat mengurangi akibat yang ditimbulkan oleh bencana gempa bumi ?tsunami."

"Abstract. Community empowerment has ample opportunity for accomplishment in the decentralization era and through the implementation of regional and special autonomy in Papua. This research analyzes the influence of community empowerment on community participation in village development in the Jayapura Regency and establishes a model for community empowerment and participation in regional development, using the quantitative approach. Primary data is collected from respondents through questionnaires, interview guides, and on-site observation. Respondents are chosen using the cluster sampling technique (with two or more respondents) to determine sample areas (districts and villages), and respondents from sample villages are chosen using the proportional random sampling technique. Field data is processed and analyzed using the structural path analysis technique and the qualitative-descriptive analysis. According to research findings: (1) participation in village development is influenced by community empowerment, which is shaped by conducive situation, community capacity, and community protection (2) the participatory dimensions in village development are planning, implementation, utilization, and maintenance, and evaluation is partially determined by the significant influence from conducive situation and community capacity. It is our hope that this review on community empowerment and participation in development can contribute to transforming community members into the main agents of development, therefore leading to a development that is ?from, by, and for? the community."

"ABSTRAK
After four years of implementation of the Village Fund Program, although there were concrete results from the implementation of programs such as the establishment of various basic infrastructures in many villages, the number of cases of misuse of village funds by village heads showed that there were still serious problems in the governance of program implementation and accountability. In many cases, this is due to the ineffective participation of the village community in implementing the program. There is no community participation at all, or even if the community participate, their inability to support the weak village governments in managing village funds properly has resulted in the ineffective implementation of programs and uncontrolled corruption. In this regard, there is a strong correlation of the level of competence and public education with the effectiveness of community participation. A better level of community knowledge will not only increase the level of community participation in the process of policymaking and the implementation of the program but also the quality of the policies made and the results of programs that affect the community. To implement the Village Fund Program effectively and to derive better results through more effective community participation, the Indonesian Government must focus its efforts on increasing communitys capacity to participate in program implementation both through formal and informal education or enhance the role of Non Governmental Organizations in community empowerment. "

"Meningkatnya jumlah dan kepadatan penduduk Jakarta menyebabkan meningkatnya kebutuhan hunian. Keterbatasan penyediaan perumahan dan keterbatasan kemampuan daya beli masyarakat memunculkan permukiman yang dibangun sendiri oleh masyarakat. Sebagian warga dengan kemampuan terbatas terpaksa menempati lahan sekitar sungai dan danau. Keberadaan warga di sekitar danau berpengaruh terhadap keberlanjutan danau sehingga pengukuran kapasitas masyarakat menjadi salah satu langkah penting. Penelitian ini bertujuan untuk menguji apakah variabel aksi kolektif, pemberdayaan masyarakat, dan visi bersama mempengaruhi kapasitas masyarakat dalam konservasi Danau Cavalio dan Danau Kampung Bintaro, danau yang merupakan kolam retensi yang menampung debit air sungai Pesanggrahan yang dibangun untuk mengatasi banjir yang kerap melanda lokasi serta membandingkan pengaruh variabel aksi kolektif, pemberdayaan masyarakat, dan visi bersama terhadap kapasitas masyarakat dalam konservasi danau pada lokasi dengan jarak yang berbeda dari danau.
Melalui 300 kuisioner yang disebar pada empat klaster di sekitar danau dengan tehnik Principal Component Anaysis PCA dan analisis regresi linier berganda, diperoleh hasil bahwa terdapat diferensiasi pengaruh variabel aksi kolektif, pemberdayaan masyarakat, dan visi bersama terhadap kapasitas masyarakat dalam konservasi danau, tetapi perbedaan tersebut tidak terkait dengan jarak lokasi dari danau. Variabel pemberdayaan masyarakat yang merupakan variabel yang paling berpengaruh signifikan terhadap kapasitas masyarakat dalam konservasi sumber daya air pada penelitian sebelumnya tidak terbukti. Sehingga, berdasarkan temuan pada penelitian ini, pemikiran bahwa masyarakat kota tidak dapat tinggal berdampingan dengan air tidak sepenuhnya tepat.

The increasing number and density of Jakarta increased occupancy requirements. The limitation of the provision of housing and the limitation of the ability of the purchasing power of society gave rise to settlements that were built by the community. Most residents with limited capabilities was forced to occupy land around rivers and lakes. The presence of residents around the lake effect on sustainability of the Lake so that the measurement of the capacity of the community to be one of the important steps. This study aimed to test whether the variable is collective action, community empowerment, and shared vision affects the capacity of the community in the conservation of the Lake Lake and Kampongs Cavalio Bintaro, Lake which is retention ponds that hold discharge of river water building that was built to cope with floods that often hit the site and compare the influence of variable collective action, community empowerment, and a shared vision towards the capacity of communities in the conservation of the Lake on the location with a different distance from the Lake.
Through a detailed questionnaire distributed 300 on four cluster around the Lake with technical Principals Component Anaysis PCA and multiple linear regression analyses, obtained results that there is a differentiation of the influence of variable collective action, community empowerment, and a shared vision towards the community capacity for water reources conservation, but the difference is not related to the distance of the location of the Lake. Community empowerment of the variable which is the most influential variables significantly to community capacity in water resource conservation in the previous research was not proven. So, based on the findings in this study that the capacity of the community in the conservation of water resources are in the category of good, then the idea that society can not live side by side town with water is not entirely appropriate.

"Lokasi penelitian ini adalah permukiman Real estate dan Non Real estate di Bekasi dan Depok. Karena penelitian disertasi ini juga melihat potensi pelaksanaan Pemolisian Komunitas di dalam komunitas dengan klas sosial yang berbeda maka pemilihan permukiman real estate dan non real estate ditetapkan untuk mewakili komunitas yang lebih mapan (tingkat sosial-ekonomi, dalam hal ini diwakili oleh komunitas permukiman real estate) dan komunitas yang kurang mapan (tingkat sosial-ekonomi, dalam hal ini diwakili oleh komunitas permukiman non real estate).
Dari kondisi empiris Tataran kebijakan yang melingkupi implementasi Pemolisian Komunitas terlihat bahwa (1) Aturan Perundang-undangan termasuk pula kebijakan-kebijakan yang berpijak pada Paradigma Baru POLRI/Reformasi POLRI sudah memadai; (2) terkait dengan penerapan prinsip-prinsip demokrasi dalam Pemolisian Komunitas, ternyata masih terdapat beberapa masalah seperti (a) belum terumuskannya mekanisme kemitraan yang lebih partisipastif; (b) belum diperolehnya pemahaman yang baik tentang formasi dan stratifikasi kelaskelas sosial dan gender; (c) belum maksimalnya faktor pendorong dan fasilitasi kebijakan-kebijakan bagi prakarsa, inisiatif dan gagasan yang muncul dari polisi lokal/ setempat; terkait dengan pelaksanaan pengawasan sipil terhadap POLRI dan tindakan pemolisiannya, ternyata masih terdapat beberapa masalah seperti (a) belum berjalan mekanisme pengawasan sipil dengan baik, khususnya pengawasan terhadap Polri dan tindakan pemolisiannya; (b) belum ada lembaga pengawasan yang efektif baik lembaga pengawasan bentukan Undang-Undang maupun bentukan masyarakat.
Dari kondisi empiris Tataran Empiris, yakni relasi POLRI dan Komunitas dalam Pemolisian Komunitas, diperoleh data bahwa (a) kondisi Kapasitas. Komunitas secara umum mendukung kemitraan serta siap dikembangkan bagi kepentingan menyambut program dari luar yang bermanfaat bagi mereka; (b) belum terciptanya Kemitraan yang setara antara POLRI dan Komunitas karena POLRI lebih mendominasi sejak Pembentukan Panitia Persiapan Pembentukan FKPM hingga Realisasi FKPM; (c) muncul tiga pihak dalam relasi kemitraan yang kemudian memunculkan relasi kekuasaan tiga pihak : POLRI-FKPMKomunitas. Hal ini kemudian menjadi hambatan bagi terciptanya partisipasi kolektif warga komunitas dalam bermitra dengan Polri demi tercapainya upayaupaya penyelenggaraan kamtibmas di dalam komunitas secara kolektif. Beberapa kendala dalam pelaksanaan Pemolisian Komunitas yang ditemui dalam penelitian Disertasi ini tersebut, secara umum tidak menghambat potensi keberhasilan program Pemolisian Komunitas di masa yang akan datang. Beberapa perbaikan, peningkatan dan penyempurnaan hal-hal yang terkait dengan kendalakendala tersebut harus dilakukan dan mendapat perhatian yang seksama oleh pelaksana program Pemolisian Komunitas.

Real estate and Non Real estate settlement community in Bekasi and Depok are the research location for the Dissertation. The reason to choose the Real estate and Non Real estate settlement is to shown therepresentation the stable community (social economy class, represented by Real estate housing community) and less stable community (social economy class, represented by Non Real estate housing community).
From the empirical policy level that contains Community Policing implementation, we are able to view that: (1) The laws, including the policies that stand on the new paradigm of POLRI/the reformation of POLRI, has adequated; (2) there are still some problems in the democratic principles implementation in Community Policing, which are (a) the more participative partnership has not been fully explainable, (b) the social class and gender formation and stratification has not been fully understandable, (c) the supporting factors and policies facility for action, initiative, and ideas that come up from the local Police regarding the implementation of civil monitoring to POLRI and their Policing action has not been maximized. There are a few problems regarding this factor, such as: (a) the civil monitoring mechanism has not been successfully implemented, especially the monitoring to POLRI and their Policing action, (b) there has no effective oversight institution, either made by law or community.
The data shown from the empirical condition at the Empirical Level, regarding POLRI relation with community in community policing, in general, the Community Capacity Condition is ready to support the partnership program and ready to be developed to accept any other intentional program from the outside community that might benefit them. Unequal relationship between community and Police, are caused more by the domination of Police since the begining of FKPM development by the early comitee, until the real activity is running. Since the program is started, there was 3 parties in the partnership relation, that then emerges into 3 power relationships; POLRI-FKPM-Community. Such condition become the barrier for collective participation among community member to become Polri partner on achieving collective activity in community security and order program. Some problem found in this Dissertation research regarding the Community Policing implementation, basicly are not an obstacle for the successful Community Policing program in the future. Nevertheless, some improvement need to be done regarding all the problems, and should be the point of attention to all subjects in Community Policing program.

"Kecamatan Carita terletak di wilayah pesisir yang berbatasan langsung dengan Selat Sunda. Tsunami Selat Sunda yang terjadi tahun 2018 merupakan tsunami yang disebabkan oleh longsoran di bagian tenggara Gunung Anak Krakatau. Penelitian ini bertujuan untuk menganalisis hubungan antara tingkat kerusakan fasilitas sosial ekonomi yang disebabkan oleh Tsunami Selat Sunda 2018 dengan tingkat kapasitas masyarakat Kecamatan Carita. Tingkat kerusakan fasilitas sosial ekonomi, tingkat kapasitas masyarakat, serta hubungan antara keduanya dianalisis menggunakan metode deskriptif kuantitatif yang dilengkapi dengan skoring dan pembobotan. Desa yang mengalami tingkat kerusakan fasilitas sosial ekonomi paling tinggi yaitu Desa Pejamben dengan skor 2,5, sedangkan desa yang mengalami tingkat kerusakan paling rendah yaitu Desa Sindanglaut dengan skor 0,7. Tingkat kapasitas masyarakat paling tinggi dimiliki oleh Desa Sindanglaut dan Desa Sukajadi dengan skor 2,5, sementara itu desa yang memiliki tingkat kapasitas masyarakat paling rendah dengan skor 1,6 yaitu Desa Banjarmasin. Hubungan antara tingkat kerusakan fasilitas sosial ekonomi dengan tingkat kapasitas masyarakat akan menghasilkan dampak keseluruhan terhadap kejadian tsunami. Hubungan tersebut dapat dinyatakan bahwa desa dengan tingkat kapasitas tinggi memiliki kecenderungan mengalami tingkat kerusakan fasilitas sosial yang lebih rendah. Dampak Tsunami Selat Sunda tahun 2018 paling tinggi terjadi di Desa Banjarmasin dengan skoring 1,4375. Desa Sindanglaut mengalami dampak paling rendah dengan skoring dampak 0,28. Terdapat 3 desa yang tidak terdampak oleh Tsunami Selat Sunda 2018 yaitu Desa Cinoyong, Kawoyang, dan Tembong.

Carita District is located in a coastal area which is directly adjacent to the Sunda Strait. The Sunda Strait tsunami that occurred in 2018 was a tsunami caused by a landslide in the southeastern part of Mount Anak Krakatau. This study aims to analyze the relationship between the level of damage to socio-economic facilities caused by the 2018 Sunda Strait Tsunami and the level of community capacity in Carita District. The level of damage to socio-economic facilities, the level of community capacity, and the relationship between the two were analyzed using a quantitative descriptive method equipped with scoring and weighting. The village that experienced the highest level of damage to socio-economic facilities was Pejamben Village with a score of 2.5, while the village that experienced the lowest level of damage was Sindanglaut Village with a score of 0.7. Sindanglaut Village and Sukajadi Village have the highest level of community capacity with a score of 2.5, meanwhile the village that has the lowest level of community capacity with a score of 1.6 is Banjarmasin Village. The relationship between the level of damage to socio-economic facilities and the level of community capacity will produce an overall impact on the tsunami occurrence. This relationship can be stated that villages with a high level of capacity have a tendency to experience lower levels of damage to social facilities. The highest impact of the 2018 Sunda Strait Tsunami is occurred in Banjarmasin Village with a score of 1.4375. Sindanglaut Village experienced the lowest impact with an impact score of 0.28. There are 3 villages that were not affected by the 2018 Sunda Strait Tsunami, namely Cinoyong, Kawoyang, and Tembong Village."
