"ABSTRAKQuantity surveyor adalah ahli ekonomi kontruksi yang bertugas memastikan semua sumberdaya industri konstruksi digunakan semaksimal mungkin untuk kepentingan klien dengan menyediakan manajemen keuangan proyek selama proses kontruksi. Quantity surveyor berperan dalam perencanaan, pelaksanaan dan pengendalian pembangunan proyek konstruksi yang berdampak terhadap pencapaian tujuan proyek. Quantity surveyor berperan dalam menyusun anggaran, mengawasi penggunaan anggaran dan mengendalikan penggunaan anggaran. Penilitian ini bertujuan untuk mengembangkan pedoman peran quantity surveyor dalam pembangunan proyek konstruksi untuk meningkatkan kinerja biaya. Dalam penelitian ini dilakukan dengan pendekatan kualitatif pada kriteria-kriteria dengan menganalisa kuesioner dan wawancara dari para responden yang terlibat dalam pembangunan proyek konstruksi. Hasil dari penelitian ini adalah adanya pengembangan peran quantity surveyor dalam proyek konstruksi berupa tabel peran, aktivitas dan untuk kerja.

ABSTRACTQuantity surveyor is a construction economist in charge of ensuring that all construction industry resources are maximally utilized for the client 39 s interest by providing project financial management during the construction process. Quantity surveyors play a role in the planning, implementation and control of construction projects that have an impact on the achievement of project objectives. Quantity surveyors play a role in budgeting, overseeing budgetary usage and controlling budget usage. This research aims to develop guidelines for the role of quantity surveyors in construction project development to improve cost performance. In this research is done with qualitative approach on the criteria by analyzing the questionnaires and interviews of the respondents involved in construction project construction. "Perkembangan bidang pembangunan konstruksi yang paling menonjol adalah semakin membengkaknya ukuran, kompleksitas proyek serta semakin rumitnya teknologi serta organisasi yang terlibat dalam proyek, yang terjadi saling ketergantungan antara satu dengan lainnya, serta makin bertambahnya peraturan-peraturan dan persyaratan-persyaratan. Salah satu tahapan dalam pembangunan konstruksi adalah tahap disain (design), sehingga disain yang baik, efisien serta akurat merupakan bagian dari langkah awal suksesnya proyek. Untuk itu perlu dilakukan pengembangan sistem manajemen disain (design management system) pada tahap perencanaan, agar tidak terjadi perbedaan yang cukup signifikan antara estimasi biaya disain dengan realisasi biaya proyek. Dengan demikian kualitas disain segi akurasi estimasi biaya merupakan salah satu faktor penting dalam penyelenggaraan proyek.Pada penelitian ini dilakukan analisa dengan mempelajari permasalahan dan memetakan variabel-variabel yang mempengaruhi tingkat akurasi estimasi biaya tahap disain pembangunan jalan. Pengolahan datan dengan menggunakan alat bantu Program SPSS Versi 13.0 untuk melihat korelasinya. Kinerja biaya proyek pembangunan jalan nasional (tahap disain terhadap hasil pelaksanaan) memiliki korelasi dengan variabel Pengalaman Perencana sesuai bidangnya dan variabel kualitas data/informasi yang tersedia. Terbukti bahwa variabel tersebut mempunyai hubungan linier dengan tingkat korelasi yang sangat kuat dengan kinerja biaya (akurasi estimasi biaya) dibandingkan dengan variabel-variabel yang lain.

Area construction development growth are progressively increase aof project size, complexity of project and complicated progessively of technology and project organization, that happened interdependence between one otherly, and also more increasing regulation and conditions. One of step in construction development is design stage, so that good design, efficient and accurate represent the part of step early its success of project. For that require to be conducted by system management design at design phase, in order not to happened difference which enough soignificant between design estimate which realization of project cost. Thereby the quality of designed by accuration facet estimate expense represent one important factor in project management.This research analyse by studying problems and map variable influencing accuration level of design estimate of national road works. Processing of data by Analytical Hierarchy Process and using computer software SPSS Version 13.0 to see its correlation. Project cost cost performance of national road works (design stage to result of execution) owning correlation with variable experience of designer according to its area and variable of quality of data/available information. Proven that the variable have linear relation which very strong correlation with cost performance (acuration estimate expense) compared to other variable."

"ABSTRAKDengan adanya peningkatan persaingan dalam pasar industri konstruksi, perusahaan-perusahaan yang berurusan dengan proyek besar atau kecil harus secara efektif melakukan usaha pengendalian jadwal dan biaya sesuai dengan tipe dan ukuran proyek serta jenis kontraknya. Penerapan pengendalian jadwal dan biaya tersebut berperan untuk meningkatkan kinerja pelaksanaan proyek selama masa konstruksi. Dalam penelitian ini variabel-variabel dari proses pengendalian jadwal dan biaya akan dibahas peranannya terhadap variabel kinerja. Adapun variabel kinerja yang akan dibahas di dalam penelitian adalah penyimpangan waktu (schedule variance). "PT. PP (Persero) banyak mengalami cost overrun karena masalah kontrak walaupun telah diterapkan Standard Prosedur Manajemen Risiko. Tujuan dari penelitian ini adalah untuk mendapatkan pengelolaan risiko kontrak. Metode penelitian yang digunakan adalah studi kasus dan pengumpulan data menggunakan metode survei. Data diolah dengan analisa Deskriptif, AHP, Korelasi dan Regresi.Hasil penelitian menunjukkan terdapat 12 risiko kontrak yang menjadi prioritas, Pengguna Jasa yang memiliki risiko kontrak tertinggi adalah Swasta Developer, dan tindakan risiko yang selalu dilakukan yaitu identifikasi dan analisa risiko, risk contingency, kondisi penawaran, dan negosiasi kontrak ulang.

PT. PP (Persero) has underwent many cost overrun at its projects caused by contract risks even though Standart of Risk Management Procedure is already applied. The purpose of this research is to get management of contract risk. Method applied in this research is case study and collecting data by using survey method. Datas are processed by Analysis of Descriptive, AHP, Correlation and Regression.As Results, there are 12 prioritized contract risks, service user with highest contract risk is Private Developer, and main risk responses are identification-risk analysis, risk contingency, condition of bid, and re-negotiation of contract."

"Penelitian ini akan membahas pengelolaan risiko dalam proses estimasi dimulai dari tahap identifikasi, analisa, respon dan monitoring kontrol risiko, hingga kontraktor dapat membuat suatu estimasi biaya yang baik. Hasil pengolahan data dengan AHP dan analisa statistik, diperoleh 4 variabel yang dominan berpengaruh terhadap kinerja biaya yaitu kurangnya pemahaman estimator terhadap metode pelaksanaan proyek, tidak memiliki pengalaman dalam menangani proyek sejenis yang lebih kompleks, keterlambatan owner dalam pengambilan keputusan dan tidak dilaksanakannya survey harga material. Setelah mengetahui faktor risiko yang dominan maka diharapkan adanya pengelolaan risiko dalam proses estimasi agar biaya proyek sesuai dengan anggaran yang telah direncanakan dan sesuai spesifikasi.

This research will discuss risk management in estimation process, begin from risk identify, analysis, response and risk control monitoring, to make an accurate cost estimation for the contractor. The result from AHP and statistic analysis mentioned there are 4 dominant factor that effect to cost performance. They are less of construction method understanding, having no experience in the same project, owner late to make a decision and doesen?t make a material unit price survey. "ABSTRAKHubungan budaya perusahaan dengan kinerja pada beberapa penelitian sebelumnya, telah menyimpulkan bahwa kinerja perusahaan merupakan salah satu pencerminan dari budaya perusahaan yang baik. ABSTRACT

Corporate culture relations with the company?s performance in several previous studies, has concluded that company?s performance is one reflection of a good corporate culture. In this study will be discussed to what extent the culture and structure of behavior defined in one company will have an impact on activities within the project team in doing the cost management so that the project cost performance can be achieved.

The result of data processing using statistical analysis, 4 variables obtained a dominant influence on the performance of construction project cost are placing a competent human resources, the concerning attitude for cost, and process-oriented targets and clarity of the stages and time of implementation that can be understood by all parties."

"This research means to discover the influence of top management commitment and the perception of division manager about total quality management (TQM) and the implementation of fundamental base of it toward to the effectiveness of the quality cost control (QCC) and its implication to the managerial performance at BU"MN (state owned company) manufacturers in Indonesia. Population method survey is implemented to 28 BU"MN manufacturers in Indonesia. The data used are primary and secondary data. Then, the hypothesis is tested using path analysis.

The results show that: 1) Top management commitment and perceptions of division managers have no significant relationship with the application of the basic pillars of Total Quality management in BUMN manufacturer. (2) Simultaneously and partially, the commitment of top management, the perception of division manager, and the implementation of fundamental base of TQM have influence toward the effectiveness of QCC; and (3) The implications of both simultaneously and partially of commitment of top management, the perception of division manager, the implementation of fUndamental base of TQM, and the effectiveness of QCC influence the managerial performance."

"Saat ini masih terdapat kawasan industri yang belum bisa memberikan dampak baik terhadap lingkungan. Dalam merencanakan dan membangun konsep hijau 10-20% lebih mahal dari pada bangunan konvensional. Dalam hal ini Kawasan Industri untuk memberikan dampak yang baik terhadap lingkungan, dapat melakukan proses Green Retrofitting dengan acuan assessment berdasarkan kaidah-kaidah Petunjuk Teknis Permen PUPR No. 1 Tahun 2022, yang di dalamnya terdapat tiga peringkat. Setelah diterapkannya proses Green Retrofitting pada Kawasan Industri XXX. Diperoleh nilai sebesar 70 poin dengan nilai Rp 24.352.030.022,- pada kondisi awal. Setelah dilakukan assessment dan penyesuaian RAB menjadi tingkat Pratama diperoleh nilai sebesar 84 poin dengan nilai RAB sebesar Rp 27.409.030.022,-, sedangkan untuk menjadi tingkat Madya diperoleh nilai sebesar 116 poin dengan nilai RAB sebesar Rp 28.013.580.022,-, sedangkan untuk menjadi tingkat Utama sebesar 135 poin dengan nilai RAB sebesar Rp 28.872.580.022,-. Secara presentasi peningkatan RAB untuk mencapai tingkat Pratama terdapat penambahan biaya sebesar 11,15%, sedangkan untuk mencapai tingkat Madya membutuhkan penambahan biaya sebesar 13,07% dan tingkat Utama sebesar 15,66% dari biaya awal.......Many industrial estate still failed to positively impact the environment. Implementing and constructing green concepts typically costs 10-20% more than traditional buildings. To improve environmental impact, industrial estate can undergo Green Retrofitting based on the guidelines provided in Technical Instructions Permen PUPR No. 1 of 2022, which outlines three rating levels. Following the Green Retrofitting process in the XXX Industrial Area, the initial assessment yielded a score of 70 points with a cost of Rp 24,352,030,022. After reassessment and adjustment of the Budget Plan (RAB) to achieve the Pratama level, the score increased to 84 points with an RAB of Rp 27,409,030,022. For the Madya level, the score reached 116 points with an RAB of Rp 28,013,580,022, and for the Utama level, the score reached 135 points with an RAB of Rp 28,872,580,022. The cost increases to achieve these levels were 11.15% for Pratama, 13.07% for Madya, and 15.66% for Utama, compared to the initial cost."

Pada analisis manfaat tangible, dievaluasi manfaat pengurangan biaya langsung. Pada analisis manfaat quasi tangible, dievaluasi efek investasi teknologi informasi pada kinerja bisnis. Pada analisis manfaat intangible, dievaluasi keselarasan antara business objective dan VICO Information Technology Strategic Plan dengan VICOPIMS. Kontribusi terbesar VICOPIMS terdapat pada manfaat quasi tangible value linking, yakni peningkatan akurasi corrosion analysis yang dapat mencegah kebocoran pipa. Information Economics adalah sekumpulan teknik perhitungan untuk mengkuantifikasi manfaat tangible, quasi tangible dan intangible dari suatu investasi pada proyek teknologi informasi. Teknik tersebut terdiri atas cost-benefit analysis, value, linking, value acceleration, value restructuring, innovation valuation, business domain value, dan technology domain value.......Competition in oil and gas industry to increase efficiency of operational expense and investment is tough. This problem is happened not only due to uncertainty of oil-gas price, but also due to low efficiency level of oil-gas companies. This problem has influenced VICO investment so all investments, including information technology investment, need stronger justification to have management approval. This thesis focuses on implementation of Information Economics methodology to evaluate the cost and benefit of VICOPIMS (VICO Pipeline Information Management System) project investment. In tangible benefit analysis, evaluation is done on direct cost reduction. In quasi tangible benefit analysis, evaluation is done on information technology investment effects on the business performance. In intangible benefit analysis, evaluation is done on alignment between business objective and VICO IT Strategic Plan with VICOPIMS. The major contribution of VICOPIMS is found on quasi tangible value linking benefit, i.e. increasing corrosion analysis accuracy that prevents pipeline leakage. Information Economics consists of measurement tools to quantify the tangible, quasi tangible, and intangible benefit of information technology investment. The tools are costbenefit analysis, value linking, value acceleration, value restructuring, innovation valuation, business domain value, and technology domain value."

"In order to increase the quality of Project implementation much research will need to be carried out in Indonesia and abroad. In 1960 the Government of UK identified many construction projects that were not able to increase the communication and coordination between the design and construction phase. The concept of build ability arose in 1979 in order to enhance the design process by inputting the construction method during the design phase. The Construction Industry Research Information Association (CIRIA) has defined build ability as follows: "the extent to which the design of a building facilitates ease of construction, subject to overall requirements for the completed building?.

Project (CICE) researched into the increasing of quality, efficiency, productivity and cost effectiveness in the construction projects. The research estimates that constructability improvements saved at least 10-20 times the cost of the constructability effort. The Construction Industry Institute, Austin, USA in 1986 defined constructability as ?the optimum use of construction knowledge and experience in planning, engineering, procurement and field operations to achieve overall project objectives?.

The research, which is a partial requirement for a Master degree in construction management at the University of Indonesia, was aimed at understanding the coordinating position and influence of the owner of projects for improving constructability during conceptual planning phase.

The research proceeded to study into the impact of owner contribution for improving constructability during conceptual planning phase. In order to further understand such owner contribution, its impact on project construction cost performance was measured and quantified.

Data of projects constructed in Indonesia were then obtained through questionnaires from official owner representatives of companies hi Jakarta. Variables in the questionnaire which represented owner quality contribution were then correlated to the same project cost performance variable.

In depth analysis of the correlation were then carried out to build regression models of the relationship between quality of owner contribution during conceptual planning phase to project cost performance.

The statistical including validation test needs were also carried out in order to provide the guidelines for increasing knowledge in constructability for future projects in Indonesia."
