"continuing education is aterm that usually used to provide educaiton for adult students, in upgrading their knowledge in particular field of study and therefore it can be form of a certificate or degree programs. the ceritficate programs which is combined with a transfer credit system is becoming more releveance for adults students who work. after 24 years of participating in providing education for adult learner, UT has many experiences in providing programs through distance education mode, including ezperience of credit transfer system. Ut has 4 facilities that provide programs in degree programs and therefore UT already developed printed course materials about 820 for regular students and 120 for elementary school teaher training programs. these printed course materials can be utilized by other programs that has about similar curriculum or a taylor made program. besides for utilizing course materials continuing program should be so designed that courses in this program can be transfer to a degree program. a certificate continuing education program should be appropriate designed to meet not only the competency required for that program but also that the course taken by students could be transer for a degree program. from the operational point of view of UT system continuing educaiton program could be atached in UT system without many difficulties as long as courses of program will be regarded as a different course although it uses same course material "

"KTT ASEAN di Bali pada tahun 2003 menyatakan akan terciptanya Komunitas ASEAN dengan tiga pilar utama. Untuk mempersiapkan Komunitas ini, para pemimpin ASEAN sepakat untuk membentuk suatu jejaring universitas di ASEAN yaitu ASEAN University Network (AUN) dimana programnya, ASEAN University Network- ASEAN Credit Transfer System (AUN- ACTS), memfasilitasi mobilitas mahasiswa di ASEAN dalam rangka memperkuat hubungan antar manusia (people-to-people relation) di kawasan. Namun data menunjukkan bahwa setelah program ini diimplementasikan terjadi penurunan angka mobilitas. AUN kurang memperhatikan ekspektasi mahasiswa ketika berencana belajar di negara ASEAN yang lain serta mengabaikan kebutuhan mahasiswa sehingga insentif yang ditawarkan AUN- ACTS bukan hal utama yang dicari oleh mahasiswa.

ASEAN Summit in Bali in 2003 declares the creation of ASEAN Community with three key pillars. To fortify this Community, leaders of ASEAN agreed to establish a network among universities in ASEAN, later known as ASEAN University Network (AUN) in which its program, ASEAN University Network- ASEAN Credit Transfer System (AUN- ACTS), facilitates student mobility in ASEAN in order to enhance people-to-people relations in the region. However, as this program has been implemented data demonstrates a decline in student mobility. AUN overlooked student expectations and needs leading the incentive put forward by AUN did not represent what students seek."

"Peralihan hak atas tanah dan bangunan rumah harus dibuktikan dengan jelas dan secara tertulis, yang pada prinsipnya haruslah dilakukan secara terang dan tunai di hadapan Pejabat yang berwenang. Begiu juga dengan peralihan kredit pemilikan tanah dan bangunan rumah dari debitur lama kepada debitur baru, yang harus dilakukan dengan sepengetahuan dan persetujuan dari kreditur serta harus dapat dibuktikan dengan sebuah akta autentik yang dibuat oleh Pejabat yang berwenang dalam hal ini Notaris dan/atau Pejabat Pembuat Akta Tanah (PPAT). Metode Penelitian ini adalah Doktrinal dan Studi Pustaka. Penelitian ini menjelaskan tentang prosedur yang perlu diketahui Masyarakat dalam perbuatan hukum peralihan kepemilikan atas tanah dan bangunan rumah dan peralihan kredit atas tanah dan bangunan rumah yang harus dilakukan secara tegas dan tertulis dalam suatu akta autentik yang dibuat oleh Notaris dan/atau PPAT, karena peralihan kredit pemilikan rumah merupakan bentuk dari Perjanjian Novasi Subyektif Pasif yang mensyaratkan diharuskannya peralihan dibuat dalam suatu akta. Apabila dilakukan di bawah tangan maka perjanjian peralihan tersebut tidak sah, kecuali dikuatkan melalui Penetapan atau Putusan dari Pengadilan Negeri yang menyatakan telah terjadi suatu perjanjian peralihan Novasi Subyektif Pasif dalam Kredit Pemilikan Tanah dan Bangunan Rumah.
......The transfer of Rights to Land and House buildings must be proven clearly and in writing, which in principle must be carried out in cash and clearly before an authorized Officer, likewise, with the transfer of land and building mortgage loans from the previous debtor to the new one. The transfer must be carried out with the consent and approval of the creditor and should be proven by an authentic deed made by an authorized officer in this case Notary and/or Land Deed Officer (PPAT). This research method is a doctrinal and literature study. This research explains the procedures that the Community needs to know in the legal act of transferring ownership of land and house buildings and the transfer of mortgage loans for Land and house with an authentic deed. Because the transfer of credit for Land and House Buildings is a form of Passive Subjective Novation Agreement, which requires the transfer to be made in a deed. If it is done under the hand, the transfer agreement is not valid, unless it strengthened through a Stipulation or Decision from the District Court stating that there has been a Passive Subjective Novation transfer agreement in the Land and Building Ownership Loans."
