Abstrak :
Pada pertengahan tahun 2016, terdapat wacana kenaikan harga rokok di atas Rp50.000 untuk mengontrol konsumsi rokok masyarakat yang sangat tinggi dan terus meningkat. Skripsi ini bertujuan untuk menganalisis dampak penurunan konsumsi rokok terhadap perekonomian Indonesia melalui pendekatan Sistem Neraca Sosial Ekonomi SNSE Indonesia tahun 2008 yang telah di disagregasi. Dengan menggunakan analisis angka pengganda multiplier, dekomposisi pengganda dan indeks Theil, skripsi ini menemukan bahwa dampak dari penurunan konsumsi rokok dan mengalihkannya ke komoditas makanan berpotensi memiliki dampak positif terhadap pendapatan faktor dan pendapatan rumah tangga, serta mampu memperbaiki ketimpangan. ......In mid 2016, there is a discourse of rising cigarette prices above IDR 50.000 to control the cigarette consumption by society which is very high and continues to increase. This study aims to analyze the impact of decreasing cigarette consumption on the Indonesian economy through the modified Social Accounting Matrix SAM of Indonesia in 2008. Using the account multiplier matrix, decomposition multiplier and Theil index, this paper found that the impact of decreasing cigarette consumption and diverting it to food commodities has the potential to have a positive impact on factor income and household income, as well as to improve inequalities.

Penelitian ini dilatarbelakangi oleh rencana kebijakan pemerintah dalam membatasi konsumsi BBM premium di Sektor Angkutan Darat terutama untuk mobil pribadi pada tahun 2012. Penelitian bertujuan untuk mengetahui dampak kebijakan tersebut terhadap perekonomian Indonesia, terutama dampak terhadap output, faktor produksi, sektor produksi, dan distribusi pendapatan rumah tangga. Untuk mencapai tujuan tersebut, penelitian menggunakan analisis Sistem Neraca Sosial Ekonomi (SNSE) tahun 2008 sebagai kerangka kerja dan kerangka analisis. Dan untuk menghitung dampak tersebut penulis menggunakan multiplier analysis, Koefisien Gini, dekomposisi pengganda, dan structural path analysis (SPA). Hasil perhitungan dan analisis menunjukkan bahwa pembatasan konsumsi BBM premium di Sektor Angkutan Darat akan memberikan dampak pada penurunan peningkatan output, penurunan peningkatan pendapatan faktor produksi, penurunan peningkatan pendapatan sektor produksi, dan penurunan peningkatan pendapatan institusi rumah tangga. Meskipun demikian, kebijakan ini memberikan dampak pada membaiknya ketimpangan distribusi pendapatan. Hal ini dapat dilihat dari nilai Koefisien Gini yang lebih rendah ketika konsumsi BBM premium dibatasi daripada sebelum dibatasi.

Abstract
The research was motivated by a government?s policy plan in restricting consumption of premium fuel in the Land Transport Sector especially for private cars in 2012. The research aims to determine the impact of these policy towards Indonesia?s economy, especially impact on output, factors of production, production sector, and household income distribution. To achieve these objectives, the research was using Social Accounting Matrix (SAM) analysis in 2008 as a framework and an analytical framework. And to calculate these impact, author used a multiplier analysis, the Gini Coefficient, decompotition multiplier and strutural path analysis (SPA). Calculation and analysis results indicate that limitation the volume consumption of premium fuel in the Land Transport Sector will impact on decreasing an addition output, factor income, production sector income, and household income. In spite of the fact that, this policy impact on the improvement of income distribution inequality. It can be seen from the value of the Gini Coefficient that is lower when volume consumption of premium fuel limited than before limited.
