"ABSTRAK
Kelayakan gedung pemerintahan, khususnya perkantoran dan sekolah untuk pelayanan masyarakat dan infrastruktur sosial, harus terjaga dengan baik. Ketika gedung tersebut perlu direhabilitasi total, pemerintah terkadang harus menggabungkan proses pembongkaran dan dekonstruksi bangunan. Dalam siklus pengelolaan aset pemerintah, prosesnya mulai dari menghapus aset dari sistem akuntansi, memilih kontraktor pembongkaran bangunan, kemudian menghasilkan aset baru, dengan memilih kontraktor lainnya. Dalam beberapa tahun terakhir, durasi proses aktual ini didapat lebih lama dari waktu yang direncanakan. Oleh karena itu, penelitian ini bertujuan untuk mengembangkan strategi manajemen dalam rangka memperbaiki proses penghapusan gedung pemerintah.
Proses penelitian dimulai dari memperoleh faktor dominan yang mempengaruhi kelancaran proses penghapusan aset gedung dan didapatkan faktor-faktor tersebut yaitu kelayakan gedung, kelengkapan data aset, akurasi hasil penilaian, jadwal pelaksanaan
pembongkaran, pemaketan kegiatan lelang, evaluasi durasi pelaksanaan, evaluasi lingkup pekerjaan dan penerapan denda keterlambatan. Berdasarkan faktor dominan tersebut diusulkan dua strategi alternatif yaitu berdasarkan manajemen aset strategis dan
integrasi dengan proses pengadaan jasa konstruksi.

ABSTRACT
The feasibility of government building, especially offices and schools as public service and social infrastructures, must be well maintained. When the building needs to be majorly rehabilitated, the government sometimes has to combine building demolition and deconstruction process. In the government asset management cycle, the process
starts from erasing the asset from the accountancy system, by selecting a building demolition contractor, then produce a new asset, by selecting other builder contractor. In the past few years, the duration of this actual process acquired longer than the planned time. Therefore, this research aims to develop the management strategy in order to improve the government building disposal process.
The process of the research is started from obtaining the dominant factors that influence the smoothness of the building asset disposal process and the factors is the feasibility of the building, the completeness of the asset data, the accuracy of the assessment results, the demolition schedule, packaging of the auction, evaluation of demolition duration, evaluation of scope of work and the application of the fine delays. Based on these dominant factors, two alternative strategies are proposed based on strategic asset
management and integration with the procurement process of construction Services."

"

Limbah konstruksi merupakan konsekuensi dari berkembangnya industri konstruksi di Indonesia. Ada beberapa faktor yang mempengaruhi kualitas dan kuantitas limbah konstruksi pada umumnya, diantaranya adalah tipe struktur, ukuran struktur dan aktivitas yang sedang dilakukan. Terkait dengan faktor aktivitas yang sedang dilakukan, terdapat jenis limbah konstruksi yang dihasilkan dari pembongkaran bangunan. Mayoritas dari limbah bongkaran bangunan ini merupakan limbah padat. Selain menimbulkan limbah, kegiatan konstruksi juga akan mengakibatkan penyerapan sumber daya alam yang merupakan bahan baku atas mayoritas material konstruksi yang ada secara terus menerus seiring dengan pembangunan yang terus terjadi. Oleh karena itu, pemanfaatan limbah konstruksi yang dihasilkan dari pembongkaran bangunan dengan cara penggunaan kembali ( reuse ), kiranya akan dapat menjadi alternatif yang paling efektif dalam menangani hal ini. Namun masyarakat belum mayoritas mengetahui tentang sistem ataupun lokasi maupun keuntungan jika ingin memanfaatkan alternatif ini.

Hasil dari penelitian ini diharapkan menjadi awal dari penelitian-penelitan serupa. Hal ini dikarenakan penelitian yang bertujuan melakukan pemetaan terhadap penjual-penjual material konstruksi bekas ini harus didukung dengan kuantitas yang memadai terkait dengan jumlah data yang berhasil dipetakan. Dengan semakin banyaknya jumlah data yang dipetakan, diharapkan nantinya hasil akhir dari penelitian semacam ini dapat dijadikan sebagai bahan pertimbangan / referensi bagi masyarakat dunia konstruksi terkait pertimbangan dalam melakukan pemilihan material dalam melakukan suatu kegiatan konstruksi.


Construction waste is the consequences for having expansion of construction industry in Indonesia. There are several factors that have influences on construction waste amount and quality in general, which is structure type, structure measure and the conducted activity. Related to the conducted activity factor, there are type of construction waste that yielded from building demolition. Majority of this demolition wastes are solid waste. Besides generating waste, construction activities are also would result on absorbtion of natural resources which is raw material of existing construction materials which continually along with development that continually happened. Therefore, construction waste exploiting which is yielded from building demolition by usage return ( reuse ), will be able to become the most effective alternative for handling that matters. But majority of the society not yet know about the system or advantage and location if we like to explore this alternative.

The result of this research is expected to be a reference for similar research. This matter is caused by the research which target to conduct the mapping of this sellers of secondhand construction materials must be supported by proper quantity related with data amount that is mapped. With more and more data amount that had been mapped, the final result of this similar research will be expected as references by construction society related with consideration on doing material selection in conducting such construction activities.

"Full fledged use of construction & demolition (C&D) waste in the construction industry is inevitable. Concrete technologists across the world are engaged to scale its properties and potential uses since last 65 years. The general consensus for the mechanical property is to some extent is acceptable however the workability and durability properties are still under a scanner and needs to be improved. The present paper reports the optimistic results of series of experimental work carried out using high range replacement of normal aggregates (NA) with recycled aggregates (RA) (50-80%) from C&D waste for producing sustainable and durable concrete (water cement ratio 0.4) using C&D waste. Multiple strategies were used in research to enhance workability and durability properties of concrete produced by using C&D waste. Firstly the RA was used as an internal curing (IC) agent to enhance the micro structure and Interfacial Transition Zone (ITZ) of concrete. Secondly by apparently lowering the water cement ratio by using additional low-lime fly ash similar to class F of ASTM C 618 mainly to improve workability, packing of concrete, later age strength and durability. The results show that water diffusion in concrete with RA being used as an IC agent was delayed leading to decrease in shrinkage and micro cracks development; also increase the hydration, compressive strength and improvement of durability indexes such carbonation depth and electrical resistivity is seen. The Scanning Electron Microscope (SEM) result illustrated the considerable improvement in the microstructure. By adopting these strategies which are economical & sustainable, mixtures show additional benefits that should permit their broader application."
