ABSTRACT
The regional autonomy implemented for more than two decades is not entirely a success. An evaluation of the regional governance shows that many of the regional heads are tangled in legal cases, have bad financial management, and some other problems in the different levels of government. As such, it is necessary to examine the implementation of the development and supervision policy which aims to ensure the effectiveness of the regional autonomy. This study used a mixed, two stages method, with a quantitative approach using multiple regression analysis and followed by the qualitative approach of triangulation and ASOCA (Ability, Strength, Opportunities, Culture, and Agility) analysis method. The population in this study is the whole autonomous region in Indonesia (542 regions) with a sample of 85 regions. The quantitative analysis showed significant influence between the implementation of policy and development and supervision to the effectiveness of the regional autonomy. The qualitative analysis supported the quantitative analysis result and found new the dominant factors that produce a new model (novelty) called HADI (Human resources, Acceptance, Development, and Innovation) as an alternative model of the development and supervision policy for the effectiveness of regional autonomy. This study concluded that the successful implementation of an effective regional autonomy is very much influenced by the implementation of the policy and that a HADI model could be used as an alternative solution to the problem.

Praktek Kerja Profesi Apoteker di Suku Dinas Kesehatan Kota Administrasi Jakarta Selatan bertujuan agar calon Apoteker memahami peranan, tugas, dan tanggung jawab Apoteker di instansi pemerintahan serta memiliki pengetahuan tentang tugas pokok dan fungsi Seksi Sumber Daya Kesehatan, khususnya Subseksi Farmasi Makanan dan Minuman Farmakmin . Praktek Kerja Profesi Apoteker ini juga bertujuan agar calon Apoteker memiliki wawasan, pengetahuan, keterampilan, dan pengalaman praktis serta gambaran nyata tentang permasalahan kefarmasian di pemerintahan. Tugas khusus yang diberikan berjudul Rekapitulasi Laporan Binwasdal Apotek di Wilayah Jakarta Selatan Tahun 2016 dan Sosialisasi Pencabutan Apotek Rakyat di Wilayah Jakarta Selatan. Tujuan dari tugas khusus ini adalah memperoleh data rekapitulasi untuk mengetahui persentase jenis temuan dan temuan yang sudah ditindaklanjuti dan memperoleh informasi mengenai pencabutan apotek rakyat.

ABSTRACT
Internship at Regional Health Department of South Jakarta aims to make prospective pharmacists understand the role, duties and responsibilities of pharmacists in government agencies and have knowledge of the main tasks and functions of the Health Resources Section, in particular the Pharmaceutical Food and Beverage Subsection. This internship also aims to make prospective pharmacists have insight, knowledge, skills, and practical experience as well as an overview of pharmaceutical issues in government. The specific assignment given is entitled Recapitulation of Binwasdal Report of Pharmacy in South Jakarta 2016 and Socialization of Rakyat Pharmacy Revocation in South Jakarta. The purpose of this particular task is to generate recapitulation data to determine the percentage of findings and findings that have been followed up and get information about the rakyat pharmacy revocation.

Praktek Kerja Profesi di Suku Dinas Kesehatan Kota Administrasi Jakarta Barat dilaksanakan selama 3 minggu yaitu pada tanggal 11 Juli 2016 hingga tanggal 29 Juli 2016. Praktek kerja dilakukan di Seksi Sumber Daya Kesehatan pada Bagian Farmasi, Makanan, dan Minuman. Tujuan dari praktek kerja yang dilakukan adalah untuk memberikan gambaran, pengetahuan, dan pengalaman praktis kepada calon apoteker terutama mengenai kegiatan pengelolaan obat pekerjaan kefarmasian di Suku Dinas Kesehatan oleh Bagian Farmasi, Makanan, dan Minuman. Tugas khusus yang diberikan tentang kegiatan pembinaan, pengawasan, dan pengendalian apotek yang dilakukan oleh Suku Dinas Kesehatan Kota Administrasi Jakarta Barat. Tugas Khusus ini bertujuan untuk memberikan gambaran terkait permasalahan yang ada terkait pengelolaan apotek.

ABSTRACT
Internship at Regional Health Department of West Jakarta was held for three weeks started from July 11th, 2016 until July 29th, 2016. Internship have done doing in Health Resources Section at Pharmacy, Food, and Drink Subsection. The aim of internship are to give a description, knowledge, and practice experience for apothecary student especially in management of drugs and pharmaceutical works in Regional Health Department by Pharmacy, Food, and Drink Subsection. The special assignment about development, supervision, and management activites of pharmacy which done by Regional Health Department of West Jakarta. This special assigment aims to give a description about exist issues which related to management of pharmacy.
