ABSTRAK
Kabupaten Karawang merupakan salah satu kabupaten di Indonesa yang memiliki wilayah pesisir terpanjang, dengan panjang sebesar 76,42 Km dan luas wilayah pesisir sekitar 1.168,85 km2. Proses dominan yang terjadi di pesisir Kabupaten Karawang adalah abrasi dan garis pantai  mundur antara 50-300 meter ke arah.  Tujuan penelitian ini untuk mengetahui besar perubahan garis pantai yang terjadi di Kabupaten Karawang menggunakan citra Landsat  multi-waktu dengan pendekatan pasang-surut. Hasilnya Perubahan garis pantai lebih dinamis ketika periode 1999-2009 dengan luas abrasi sebesar 8611954m2 dan akresi sebesar 5471645m2. Hal ini dikarenakan pada periode tersebut berada pada dua jenis pasang surut yang berbeda, dimana pada tahun 1999 terjadi mixed-semidiurnal (Condong Ganda),  sedangkan untuk tahun 2009 pasut jenis mixed-diurnal (Condong Tunggal). Kemudian untuk periode 2009-2019 berada pada jenis pasut yang sama yaitu pasut jenis mixed-diurnal (Condong Tunggal) yang menyebabkan garis pantai terdeteksi mengalami sedikit perubahan.  Masing-masing segmen mengalami perubahan garis yang berbeda-beda pada tiap periode penelitian karena adanya variasi kemiringan, tutupan lahan dan morfologi muara sungai.
ABSTRACT
Karawang Regency is one of the districts in Indonesia which has the longest coastal area, with a length of 76.42 km and an area of around 1,168.85 km2 of coast. The dominant process that occurs on the coast of Karawang Regency is abrasion and the coastline retreating between 50-300 meters in a direction. The purpose of this study was to determine the extent of shoreline changes that occurred in Karawang Regency using multi-time Landsat imagery with a tidal approach. The result Changes in the shoreline were more dynamic during the period 1999-2009 with an abrasion area of 8611954m2 and an accretion of 5471645m2. This is because during that period there were two different types of tides, where in 1999 there was a mixed-semidiurnal (Double Leaning), while in 2009 the tide was mixed-diurnal (Leaning Tunggal). Then for the period 2009-2019 there was the same type of tide, namely the mixed-diurnal type tide (Leaning Tunggal) which caused the detected coastline to experience slight changes. Each segment experienced different line changes in each study period due to variations in slope, land cover and river estuary morphology.

Transaksi digital semakin mendominasi sistem perdagangan di era ini. Pengenaan PPN atas konsumsi dalam Daerah Pabean, dikenakan tanpa melihat dari mana asal barang dan/atau jasa tersebut, termasuk yang berasal dari luar Daerah Pabean. Penelitian ini membahas tentang kebijakan Pajak Pertambahan Nilai atas pemanfaatan Barang Kena Pajak (BKP) Tidak Berwujud dan/atau Jasa Kena Pajak (JKP) dari luar Daerah Pabean di dalam Daerah Pabean melalui Perdagangan Melalui Sistem Elektronik (PMSE) yang tertuang di dalam PMK No. 48/PMK.03/2020. Penelitian ini bertujuan untuk menganalisis pengenaan PPN PMSE di Indonesia yang ditinjau dari prinsip pemajakan atas e-commerce serta membandingkan pengenaan PPN PMSE di Indonesia dengan GST of Digital Services di Singapura. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan paradigma post positivist dengan jenis penelitian deskriptif. Jenis data yang digunakan adalah data primer dan sekunder dengan teknik pengumpulan data studi kepustakaan dan studi lapangan melalui wawancara mendalam. Hasil penelitian ini menyimpulkan bahwa penerapan PPN PMSE di Indonesia masih belum memenuhi prinsip kepastian dan prinsip efektivitas karena atas sanksi yang diatur dalam PMK No. 48/PMK.03/2020 adalah sanksi yang diatur dalam UU KUP sementara yang ditunjuk sebagai pemungut PPN PMSE bukan merupakan BUT, selain itu hingga saat ini belum bisa melakukan monitoring, pengawasan, dan mendapatkan data pembanding untuk memastikan Pemungut PPN PMSE telah comply. Adapun terkait perbandingan dengan Indonesia-Singapura, ditemukan beberapa perbedaan yaitu Indonesia memungut PPN melalui mekanisme Penunjukan Pemungut PPN PMSE sedangkan di Singapura harus mendaftarkan diri secara mandiri apabila telah mencapai treshold. Kemudian, Singapura memiliki sistem pengawasan atas transaksi digital melalui mekanisme National Payment Gateway (NPG). Dengan adanya permasalahan tersebut, pemerintah diharapkan untuk segera membuat peraturan yang jelas dan tidak multitafsir dan atas sistem pengawasan berupa NPG yang diterapkan di Singapura tersebut dapat dijadikan sebagai bahan pertimbangan bagi Negara Indonesia untuk memastikan bahwa para pemungut PPN PMSE telah comply. ......Digital transactions increasingly dominate trading systems in this era. The imposition of VAT on consumption in the Customs Territory, imposed regardless of where the goods and/or services come from, including those from outside the Customs Territory. This study discusses the policy of Value Added Tax on the utilization of Intangible Taxable Goods (BKP) and/or Taxable Services (JKP) from outside the Customs Territory within the Customs Territory through Electronic System Trade (PMSE) contained in PMK No. 48/PMK.03/2020. This study aims to analyze the imposition of PMSE VAT in Indonesia which is reviewed from the principle of taxation on e-commerce and compare the imposition of VAT pmse in Indonesia with GST of Digital Services in Singapore. The research method used is a quantitative approach with a post positivist paradigm with descriptive research types. The types of data used are primary and secondary data with data collection techniques of literature studies and field studies through in-depth interviews. The results of this study concluded that the application of VAT PMSE in Indonesia still does not meet the principle of certainty and principle of effectiveness because the sanctions stipulated in PMK No. 48/PMK.03/2020 are sanctions stipulated in the Kup Law while designated as PMSE VAT collectors are not PE, other than that until now have not been able to monitor, supervise, and obtain comparative data to ensure that pmse VAT collectors have complied. As for the comparison with Indonesia-Singapore, there are some differences, namely Indonesia collects VAT through the mechanism of Appointment of VAT Collectors PMSE while in Singapore must register independently if it has reached treshold. Then, Singapore has a surveillance system for digital transactions through the National Payment Gateway (NPG) mechanism. With these problems, the government is expected to immediately make clear and not multi-interpretation regulations and on the npg surveillance system implemented in Singapore can be used as a consideration for the State of Indonesia to ensure that the PMSE VAT collectors have complied.
