"Tesis ini membahas komunikasi krisis yang dilakukan oleh Kementerian Pariwisata dan Ekonomi Kreatif (Kemenparekraf) pada krisis COVID-19, yang dimulai dari awal masa kenormalan baru hingga terjadi pergantian Menteri Pariwisata dan Ekonomi Kreatif. Penelitian ini merupakan penelitian kualitatif berbasis studi kasus yang menggunakan pendekatan teori komunikasi krisis discourse of renewal. Dengan menganalisis komunikasi krisis Kemenparekraf, penelitian ini juga melakukan analisis terhadap teori discourse of renewal. Hasil dari penelitian ini menunjukkan bahwa seluruh karakteristik discourse of renewal terdapat pada komunikasi krisis Kemenparekraf sehingga dapat memberikan masukan dan rekomendasi bagi pengembangan teori discourse of renewal yang pada awalnya menyatakan bahwa hanya organisasi swasta dan terdampak secara fisik yang dapat menerapkan pembaruan. Selain itu, hasil dari penelitian ini juga menawarkan kata kunci dalam menemukan karakteristik discourse of renewal pada pesan komunikasi krisis.

This thesis discusses crisis communication carried out by the Ministry of Tourism and Creative Economy (MOTCE) during the COVID-19 crisis, which started from the beginning of the new normal period until the change of the Minister. This research is a case study-based qualitative research that uses a discourse of renewal crisis communication theory approach. By analyzing the MOTCE crisis communication, this research also analyzes the theory of discourse of renewal. The results of this study indicate that all the characteristics of the discourse of renewal are found in the MOTCE crisis communication so that this thesis can provide input and recommendations for the development of the theory of discourse of renewal which initially states that only private organizations and those physically affected can implement renewal. In addition, the results of this study also offer keywords in finding discourse of renewal characteristics on crisis communication messages."

"Discourse of renewal atau wacana pembaruan merupakan strategi komunikasi krisis yang berfokus pada bagaimana organisasi memandang peristiwa krisis sebagai suatu peluang untuk melakukan pembaruan. Terdapat empat aspek penting yang harus dilakukan organisasi agar berhasil dalam mencapai agenda-agenda pembaruan, yaitu mengkomunikasikan pembelajaran organisasi dari peristiwa krisis (organizational learning), komunikasi etis untuk membangun hubungan dengan pemangku kepentingan (stakeholder relation), mengkomunikasikan visi prospektif yang berfokus pada pemulihan dan perbaikan ke depan, serta retorika organisasi yang efektif. Penelitian ini menelusuri aspek-aspek wacana pembaruan dalam pesan-pesan komunikasi Kementerian Sosial (Kemensos) RI pascakrisis korupsi Bansos Covid19. Dengan metode analisis isi kualitatif, data penelitian mengandalkan dokumen berupa rilis berita bansos pada situs web Kementerian Sosial. Data dikumpulkan menggunakan kata kunci “bansos”, “bantuan sosial”, “bansos COVID-19” dan “korupsi”, dalam periode Desember 2020 hingga Agustus 2021. Berdasarkan data yang diperoleh, pesan-pesan komunikasi Kemensos RI mengkomunikasikan enam tema besar yaitu korupsi, nilai-nilai, fokus dan visi ke depan, perbaikan tata kelola, temuan lapangan, serta keberlanjutan program. Tema-tema besar tersebut mendeskripsikan sebagian aspek wacana pembaruan dalam bentuk pembelajaran organisasi, komunikasi etis, visi prospektif organisasi, serta retorika organisasi. Meskipun begitu, pesan-pesan pembaruan dalam rilis berita bansos belum sepenuhnya menggambarkan wacana pembaruan organisasi untuk menjawab krisis akibat kasus korupsi.

The discourse of renewal is a crisis communication strategy that focuses on how organizations view a crisis event as an opportunity for renewal. There are four important aspects that organizations need to address in order to succeed in achieving renewal agendas: communicating organizational learning from the crisis event, ethical communication to build stakeholder relations, communicating a prospective vision focused on recovery and future improvements, and effective organizational rhetoric. This research examines the aspects of renewal discourse in the communication messages of the Ministry of Social Affairs of the Republic of Indonesia after the corruption crisis in the COVID-19 social assistance program (Bansos). Using qualitative content analysis, the research data relies on documents in the form of Bansos news releases on the Ministry of Social Affairs website. Data were collected using keywords such as "bansos," "social assistance," "bansos COVID-19," and "corruption," from December 2020 to August 2021. Based on the obtained data, the messages of Bansos news releases address six major themes: corruption, values, future focus and vision, governance improvements, field findings, and program sustainability. These major themes describe some aspects of the renewal discourse in the form of organizational learning, ethical communication, prospective organizational vision, and organizational rhetoric. However, the renewal messages in the Bansos news releases have not fully depicted the organizational renewal discourse to address the crisis caused by the corruption case."

"[Discourse of renewal adalah strategi komunikasi krisis yang didasari empat cara-cara komunikasi, yaknileader-base, provisional, prospective dan optimistic. Dalam pendekatan identitas sosial yang dipergunakan pada penelitian ini, cara komunikasi leader-base mengarah pada pembentukan kesamaan identitas (common identity) yang menghasilkan kesamaan nilai-nilai (common value). Cara komunikasi provisional mengarah pada cara komunikasi yang spontanitas sesuai dengan etika dan norma yang menjadi kesepakatan bersama (ethics and norms). Dan cara komunikasi prospective mengarah pada satu kesamaan tujuan (common vision). Sedangkan cara komunikasi optimistic mengarah pada perilaku positif (good behaviours). Keempat cara tersebut dapat memberikan suatu perubahan baru dalam nilai-nilai (renewed belief in core values) individu maupun organisasi. Berdasarkan penelitian kualitatif dengan pendekatan fenomenologi terhadap upaya-upaya komunikasi krisis komunitas JIS Dragon, maka hasil analisa yang diperoleh pada penelitian ini mengatakan bahwa komunikasi krisis discourse of
renewal pada komunitas JIS Dragon terdapat kesamaan nilai (leader base) yakni humanity dan justice, yang dilakukan atas inisiatif spontan yang disesuaikan dengan etika dan norma (provisional), untuk membentuk dukungan bersama terhadap kasus yang menimpa anggotanya (prospective) dengan perilaku yang positif (optimistic).;Discourse of renewal is crisis communication strategy that have four different ways of communication which are leader-base, provisional, prospective and optimistic. In the social identity approach used in this research, the way of communication leader-base means merging some identities into a common identity that can lead into a common value.
