"Skripsi ini membahas tentang pelaksanaan pengawasan e-tendering oleh inspektorat Jenderal di Kementerian Pertanian. Upaya mewujudkan keadilan, transparansi dan pertanggungjawaban dalam rangka penyelenggaran pemerintahan yang baik (good governace), diperlukan pengawasan dalam pengadaan barang dan jasa. Layanan pengadaan secara elektronik (LPSE) yang digunakan saat ini salah satunya adalah e-tendering. Pengawasan dalam pengadaan barang dan jasa wajib dilakukan instansi pemerintah sebagai upaya penyelenggaraan pemerintahan yang baik atau good governance. Tujuan dari penelitian ini adalah untuk menjelaskan tentang pelaksanaan pengawasan e-tendering oleh Inspektorat Jenderal di Kementerian Pertanian dilaksanakan. Metode yang digunakan dalam penelitian ini adalah dengan melakukan wawancara mendalam dengan informan yang berhubungan dengan pelaksanaan pengawasan e-tendering oleh inspektorat Jenderal di Kementerian Pertanian. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis data kualitatif. Hasil penelitian ini menunjukkan bahwa pelaksanaan pengawasan e-tendering dilakukan oleh Inspektorat Jenderal Di Kementerian Pertanian sudah cukup baik dalam mengatasi permasalahan yang timbul sesuai dengan standar pengawasan yang ditentukan. Hanya saja pengawasan baru akan dilakukan jika terdapat laporan masuk dari masyarakat mengenai penyelewangan dan bukan karena temuan dari Inspektorat Jenderal, sehingga peran pengawalan belum optimal. Faktor lain dari kurang optimalnya peran pengawasan Inspektorat Jenderal adalah rentang kendali yang luas; sumber daya manusia yang terbatas; serta biaya yang terbatas. Penanganan pengaduan masyarakat juga telah dilakukan dengan baik, hanya saja terdapat beberapa hal yang masih memerlukan penyempurnaan, diantarannya penertiban pencatatan pengaduan yang masuk dan yang telah ditindaklanjuti, sehingga laporan tidak tercampur aduk dan terpilah mana yang sudah ditindaklanjuti dan mana yang belum.......This thesis discusses about the implementation of e-tender supervision by the inspectorate general at the Ministry of Agriculture. Efforts to realize justice, are approved and accounted for in the framework of holding good governance, supervision is needed in the procurement of goods and services. The electronic procurement service (LPSE) used now is e-tendering. Supervision in the procurement of goods and services must be carried out by the government for good government and government assistance. The aim of this research is to describe the implementation of e-tendering supervision by the Inspector General in the Ministry of Agriculture. The method used in this research conduct the in-depth interviews with informants related to the informants relating to the implementation of e-tender supervision by the inspector general at the Ministry of Agriculture. This research uses the qualitative approach with the technical analysis of qualitative data. The result of this research is showing that the implementation. The results of this research indicate that the implementation of e-tendering supervision carried out by the Inspectorate General at the Ministry of Agriculture is quite good in overcoming problems that arise in accordance with the specified supervision standards. But new supervision will be carried out if there are reports from the public regarding fraud and not because of findings from the Inspectorate General, so the supervision role is not optimal. Another factor from the less than optimal role of the Inspectorate General is the wide range of controls; limited human resources; and limited costs. Handling public complaints has also been done well, except that there are a number of things that still need improvement, such as controlling the recording of complaints that have been followed up and followed up, so that reports are not mixed and which ones have been followed up and which have not."

"ABSTRAKApoteker memiliki peran penting dalam pelayanan kefarmasian di apotek. Peran Apoteker direalisasikan dengan upaya meningkatkan pengetahuan, keterampilan, dan perilaku agar dapat melaksanakan interaksi langsung dengan pasien. Bentuk interaksi tersebut antara lain adalah pemberian informasi obat dan konseling kepada pasien yang membutuhkan. Praktek kerja di Apotek Atrika bertujuan agar mahasiswa mampu memahami tugas dan tanggung jawab Apoteker dalam pengelolaan apotek, melakukan praktek pelayanan kefarmasian sesuai dengan ketentuan perundang-undangan dan etika yang berlaku, dan memiliki wawasan, pengetahuan, keterampilan, dan pengalaman praktis untuk melakukan praktek kefarmasian di apotek. Apoteker di Apotek Atrika secara keseluruhan telah menjalankan peran, tugas, dan tanggung jawab dengan baik. Tugas khusus yang diberikan berupa studi terkait pengaruh sistem e-tendering terhadap harga obat generik berdasarkan e-catalogue dibandingkan dengan harga obat generik distributor daerah. Berdasarkan studi yang dilakukan, maka dapat disimpulkan bahwa sistem e-tendering memiliki pengaruh yang cukup berarti terhadap harga obat generik tersebut.

ABSTRAK

Pharmacists have an important role in pharmaceutical care in pharmacy. The role of pharmacists is actualized with the efforts to improve the knowledge, skills, and behaviors in order to carry out a direct interaction with patients. Among other forms of interaction is the provision of drug information and counseling. Internship at Apotek Atrika aims to make students able to understand the duties and responsibilities of pharmacists in pharmacy management, to do the pharmaceutical care practices in accordance with the provisions of law and ethics, and have the insight, knowledge, skills, and practical experience to do the pharmaceutical practices in pharmacy. Overall pharmacists at Apotek Atrika have been running the role, duties and responsibilities well. The special assignment which given is in the form of study activity about the effect of e-tendering system to the price of generic drugs based on e-catalogue compared with the price of generic drugs from regional distributors. Based on studies, it can be concluded that the e-tendering system has significant influence on the price of the generic drug."

"ABSTRAKPeraturan Presiden Nomor 4 Tahun 2015 tentang Pengadaan Barang/Jasa Pemerintah telah menggantikan peraturan sebelumnya yakni Peraturan Presiden Nomor 54 Tahun 2010. Adanya Peraturan Presiden ini ialah sebagai respon terhadap kondisi pengadaan barang/jasa pemerintah yang memerlukan inovasi dalam pelaksanaannya, yakni dengan cara pemanfaatan teknologi informasi. Studi ini bertujuan untuk menganalisis dampak yang ditimbulkan dari diterapkannya Peraturan Presiden Nomor 4 Tahun 2015. Analisis dampak dilakukan dengan menyelidiki persepsi para pihak-pihak yang terlibat dalam proses pengadaan barang/jasa di Pemerintah Kabupaten Tasikmalaya terhadap prinsip-prinsip yang ada dalam pengadaan barang/jasa secara umum. Penelitian ini menggunakan pendekatan post-positivist dengan metode deskriptif kualitatif melalui studi literatur, observasi langsung, serta wawancara mendalam dengan pihak-pihak yang berperan dalam pengadaan barang/jasa pemerintah di Kabupaten Tasikmalaya baik itu dari sisi pengusaha sebagai klien maupun pemerintah sebagai stakeholder yang memiliki wewenang dalam pelaksanaan pengadaan barang/jasa. Hasil penelitian menunjukkan bahwa Peraturan Presiden Nomor 4 tahun 2015 berdasarkan prinsip-prinsip pengadaan barang/jasa pemerintah memiliki dampak bagi klien maupun stakeholder dalam pelaksanaan pengadaan barang/jasa pemerintah secara elektronik yakni melalui e-Procurement yang terdiri atas e-Tendering juga e-Purchasing dengan memanfaatkan sistem e-catalogue. ABSTRACTThe Presidential Regulation No. 4 of 2015 concerning of Government Goods Services Procurement has superseded the previous regulation of Presidential Regulation No. 54 of 2010. The existence of this Presidential Regulation is in response to the condition of procurement of goods services of government that require innovation in the implementation, that is by way of utilization of information technology . This study aims to analyze the impact of the implementation of Presidential Regulation No. 4 of 2015. Impact analysis is done by investigating the perceptions of the parties involved in the procurement process of goods services in Tasikmalaya Regency Government against the principles that exist in the procurement of goods services generally. This research uses a post positivist approach with qualitative descriptive method through literature study, direct observation, and in depth interviews with parties that play a role in the procurement of goods services in Tasikmalaya regency either from the side of employers as clients and government as stakeholders who have authority in the procurement of goods services. The result of the research shows that Presidential Regulation No. 4 of 2015 based on the principles of procurement of government goods services has an impact for clients and stakeholders in the implementation of electronic procurement of goods services by e Procurement consisting of e Tendering and e Purchasing with Utilizing e catalogue system.
