"Kepolisian merupakan salah satu aparat penegak hukum diantara sekian banyak aparat penegak hukum yang mempunyai kewenangan melakukan tugas penyelidikan dan penyidikan untuk semua perkara pidana. Dewasa ini Kepolisian telah melakukan perbaruan organisasi sebagai aparat hukum profesional dan adaptif terhadap perkembangan jaman. Di dibidang penyidikan tindak pidana, Polri mulai tahun 2017 menerapkan sistem Elektronik Manajemen Penyelidikan (EMP) sebagai bagian dari peningkatan layanan publik dalam penegakan hukum. Penelitian ini akan menelaah Implementasi Aplikasi Elektronik Manajemen Penyidikan Berbasis Komputer Dalam Meningkatkan Kinerja Penyidikan di Dittipidum Bareskrim Polri. Penelitian ini menggunakan kerangka berfikir/ utama atas teori e-government, administrasi publik dan manajemen sumberdaya manusia. Metode yang digunakan dalam penelitian bersifat mix-method dengan menggabungkan metode kuantitatif dan kualitatif. Temuan penelitian menemukan bahwa pemanfaatan sistem E-MP sebagai penerapan e-government di lingkup Dittipidum POLRI telah berjalan cukup optimal dengan kontribusi yang positif dalam peningkatan kualitas penyidikan dan layanan publik kepada masyarakat. Sekitar 93.75% responden menyatakan bahwa pemanfaatan sistem E-MP akan berkontribusi pada peningkatan kualitas pelayanan hukum dalam proses penyidikan tindak pidana dan 68.75% responden berpendapat bahwa E-MP meningkatkan akuntabilitas dan trasparansi layanan penyidikan bagi masyarakat.

Police organization is one of the law enforcement institutions with embedded authority in conducting investigation on criminal acts. Today, the Indonesian Police (POLRI) has transformed as modern and professional law enforcement institution that adaptive with the development of information technology. In criminal acts investigation, POLRI has applied e-investigation management (E-MP) systems as part of public service in law enforcement. This research looks further at the implementation of computer based e-investigation application in improving the investigation works in General Criminal Act Unit in Crimes Taskforce Unit (Dittipidum Bareskrim) of POLRI. This research applies the theoretical framework of e-government, public administration and human resource management. The research method used in this research combined the quantitative and qualitative method in a mix-method. The finding of this research has confirmed the hypothesis that E-MP system as e-government applicaton in Dittipidum POLRI has been running optimally with positive contribution towards the improvement of investigation and public services quality. Around 93.75% of respondents have stated that the use of E-MP systems has contributed to the improvement of law enforcement quality in investigation process and around 68.75% of respondents perceived that E-MP has improved the accountability and transparency in the investigation services for the public."

"Penelitian ini membahas bagaimana pengaruh Elektronik Manjemen Penyidikan (EMP) terhadap efektivitas kinerja dari penyidik SUBDIT JATANRAS Polda Metro Jaya. Kemudian penelitian ini juga akan menguku secara empirical mengenai implementasi EMP dengan substansi visi dan misi kepolisian Republik Indonesia atau POLRI yang tertuang dalam program PROMOTER. Analisa awal menunjukkan bahwa dengan adanya EMP penyidik di SUBDIT JATANRAS Pola Metro Jaya dapat menyelesaikan proses penyidikan lebih efisien dan meningkatkan kinerja penyidik. Namun demikian, belum terdapat indikator yang diukur secara empirik mengenai factor yang menyebabkan EMP menjadi pendorong dalam efektivitas kinerja penyidik. Selain itu, penerapan IT merupakan hal yang dituntut untuk menyelesaikan permasalahan masyarakat modern yang sangat kompleks. Oleh karenanya, perlu diuji apakah EMP merupakan tuntutan perubahan zaman yang dibutuhkan oleh penyidik, dan apakah EMP telah merepresentasikan kebutuhan POLRI dalam visi misi yang tertuang secara komprehensif pada PROMOTER. Penelitian ini menggunakan mix-method research yang mana data kuantitatif melalui kuesioner akan diukur secara numerical dan menemukan indikator yang perlu di gali lebih jauh mengenai implementasi EMP. Penelitian ini menggunakan tiga teori yang spesifik menjelaskan pengaruh implementasi IT di kepolisian, teori efektivitas kinerja di departemen kepolisian yang membahas manajemen system informasi, dan konseptual mengenai strategi manajemen strategis, yang mana akan menjawab indikator-indikator dalam kuesioner. Penelitian ini akan menemukan factor yang spesifik terhadap efektivitas kinerja penyidik melalui penerapan EMP. Hal ini akan menunjang perbaikan system dan improvisasi kelembagaan jika peneliti menemukan indikator yang kurang memenuhi tujuan dari program PROMOTER dan efektivitas kinerja penyidik.

This research is a descriptive explanatory to answer how the impact of IT implementation that represented by Elektronik Manajemen Penyidikan (EMP) towards the effectivity performances of investigator personnel at SUBDIT JATANRAS Polda Metro Jaya. Furthermore, this research will examine the effectiveness indicators through perspective of PROMOTER agenda and examines that with empirical evidence that found by field study through this research. The initial findings that became this research foundation for research questions found that the EMP implementation shows its effectiveness by examine through job performances quality of the investigators at SUBDIT JATANRAS Polda Metro Jaya. However, this IT implementation among the investigation has been never evaluate yet or even reviewed by recent research. Moreover, the EMP implementation was not the only factor that could works to examine investigators performance. There are several factors that could be another reason why the effectivity of SUBDIT JATANRAS Polda Metro Jaya increasing, such as the line goals of PROMOTER that complemented the EMP implementation. Therefore, this research will not only measure the EMP implementation, yet the other factors such as PROMOTER agenda. Since EMP was implemented while the PROMOTER also pushed by the POLRIs structure which one of the agenda is to answer the society complexity that also has effects to the police performance. This research employs several theories and concept that usually also employed by recent research about measuring IT implementation among police officers. Those theory and concepts such as IT implementation for law enforcement, data management, theory of police effectivity, and the management strategic concept. This research also will employ mixed-method research, where the quantitative will answer this research by numerical measurement, and the qualitative will completing and explaining what numerical data has found. From comprehensive data gathering, this research aims to evaluate the EMP implementation among SUBDIT JATANRAS Polda Metro Jaya and found the most and the lowest indicators that could improving the EMP implementation."

"Dalam rangka mencapai kinerja optimal dalam pelayanan prima terhadap masyarakat dan sinergitas yang efektif kepada seluruh jajaran hingga wilayah terjauh, Bareskrim Polri menerapkan sistem penyelidikan dan penyidikan berbasis elektronik yang dikenal sebagai Elektronik Manajemen Penyidikan (EMP). Tujuan penelitian ini adalah untuk menganalisis pengaruh penggunaan aktual EMP terhadap kinerja anggota Direktorat Reserse Kriminal Khusus Kepolisian Daerah Metropolitan Jakarta Raya dengan variabel mediasi kepuasan pengguna dan task technology fit.Paradigma dalam penelitian ini adalah positivis, dengan jenis penelitian eksplanatif. Teknik pengambilan data menggunakan survei kuesioner, dan sampel penelitian ini merupakan penelitian sensus, melibatkan seluruh Penyidik Ditreskrimsus Polda Metro Jaya yang menggunakan EMP, yaitu sebanyak 105 orang. Metode analisis yang digunakan adalah SEM-PLS.Hasil dari penelitian bahwa penggunaan aktual EMP berpengaruh signifikan positif terhadap kepuasan pengguna dan task technology fit. Hal ini berarti peningkatan penggunaan actual EMP akan meningkatkan kepuasan pengguna dan task technology fit. Kepuasan pengguna juga berpengaruh signifikan positif terhadap kinerja, serta berperan sebagai mediator antara penggunaan aktual terhadap kinerja anggota. Peran sebagai mediator berarti pengguna dan task technology fit meningkatkan kepuasan pengguna terlebih dahulu baru kemudian mendorong kinerja anggota. Namun, penelitian ini juga menemukan bahwa penggunaan aktual dan task technology fit tidak berpengaruh terhadap kinerja, dan task technology fit tidak memediasi hubungan antara penggunaan aktual terhadap kinerja.

In order to achieve optimal performance in excellent service to the community and effective synergy to all ranks to the farthest regions, the National Police Criminal Investigation Unit has implemented an electronic-based investigation and investigation system known as Electronic Investigation Management (EMP). The purpose of this study is to analyse the effect of actual use of EMP on the performance of members of the Special Criminal Investigation Directorate of the Greater Jakarta Metropolitan Police with mediating variables of user satisfaction and task technology fit.

The paradigm in this research is positivist, with an explanatory type of research. The data collection technique used a questionnaire survey, and the sample of this study was a census study, involving all investigators of the Special Criminal Investigation Directorate of Polda Metro Jaya who used EMP, namely 105 people. The analysis method used is SEM-PLS.

The results of the research show that the actual use of EMP has a significant positive effect on user satisfaction and task technology fit. This means that increased use of EMP will actually increase user satisfaction and technological suitability for tasks. User satisfaction also has a significant positive effect on performance, and acts as a mediator between actual use and member performance. The role of mediator means that users and technology tasks are appropriate to increase user satisfaction first and then encourage member performance. However, this research also found that actual use and task technology fit had no effect on performance, and task technology fit did not mediate the relationship between actual use and performance."
