Organisasi yang efektif turut ditentukan dan dipengaruhi oleh performa individu dalam organisasi. Untuk dapat mengenali individu yang kompeten, diperlukan suatu sistem seleksi yang dapat memilah tenaga kerja yang berkualitas dan berpotensi mendatangkan keunggulan bagi perusahaan. Seleksi adalah proses mencocokkan karakteristik individual dengan apa yang dibutuhkan oleh pekerjaan tertentu (Robbins, 2005). Salah satu pendekatan yang dapat dilakukan dalam sistem seleksi ialah melakukan seleksi berdasarkan kompetensi. Kompetensi dapat diartikan sebagai aspek-aspek pribadi dan seorang pekerja yang memungkinkannya untuk mencapai kinerja yang superior (LOMAs Competency Dictionary, 1998). Dalam meraih kesuksesan dalam suatu pekerjaan atau suatu situasi, kompetensi yang harus dimiliki oleh individu tidaklah cukup bila hanya satu kompetensi saja. Kumpulan kompetensi yang dimiliki pun harus sesuai dengan apa yang dipersyaratkan oleh pekerjaan, kumpulan kompetensi ini disebut sebagai model kompetensi. Permasalahan yang terjadi di PT. X adalah tingginya turn-over karyawan Call Center Representative yang mencapai 25% sebelum tahun pertama pengangkatan mereka. Call Center Representative merupakan komponen yang panting dalam menjalankan operasional bisnis jasa pengiriman barang PT. X, karena 90% kegiatan operasional berlangsung melalui telepon yang ditangani oleh Call Center Representative. Dan permasalahan tersebut yang harus dilakukan adalah menyusun suatu rancangan seleksi berdasarkan kompetensi. Menurut Spencer dan Spencer (1993) serta Shermon (2004), seleksi berbasis kompetensi dapat meningkatkan kinerja dan mengurangi turnover karyawan (Sherman, 2004; Spencer & Spencer, 1993).
