Abstrak :
Notaris sebagai lembaga kepercayaan, dalam menjalankan jabatan dan dalam kesehariannya wajib menjaga keluhuran moral dan etikanya. Tujuan penelitian dalam tesis ini ditujukan agar dapat mengetahui penerapan peraturan perundang- undangan serta kode etik notaris dalam prakteknya. Penyusunan tesis ini dilakukan dengan penulisan yuridis normatif karena dalam penulisan ini dilakukan studi dokumen serta tinjauan terhadap norma hukum tertulis yang mencakup penulisan terhadap asas-asas hukum. Tesis ini membahas mengenai tindak pidana penggelapan yang dilakukan oleh seorang Notaris I.K,S.H,SP.1 secara berulang kali, sebagaimana ternyata dalam putusan pengadilan Negeri Cibinong tanggal 24 Maret 2014 nomor 251/Pid.B/2013/PN.Cib dan Putusan Pengadilan Negeri Cibinong tanggal 29 April 2015 Nomor : 766/Pid.B/2014/PN Cib. Notaris tersebut menyalahgunakan jabatannya serta kepercayaan kliennya. Namun, dalam hal ini notaris I.K SH SP.1 tersebut tidak dijatuhkan sanksi sebagaimana seharusnya menurut peraturan perundangan dan kode etik notaris yang berlaku. Menurut ketentuan peraturan Perundang-undangan dan Kode Etik Notaris, notaris Indra Kadarsah SH SP1 telah memenuhi kategori sebagai Residivis, sehingga seharusnya dijatuhi hukuman administrasi berupa pemberhentian secara tidak hormat, hal ini berdasarkan kualitas kejahatannya, yakni penggelapan, dan jika dilihat dari kuantitas kejahatannya, yakni dihukum pidana penjara dalam waktu berdekatan, sehingga perbuatannya merendahkan kehormatan dan martabat jabatan notaris dan Melakukan pelanggaran berat terhadap kewajiban dan larangan jabatan. Seharusnya Majelis Pengawas Notaris harus lebih aktif dalam menjalankan tugasnya. Majelis Pengawas Notaris dan Lembaga Pengadilan harus bersinergi satu sama lain agar dapat menjalankan fungsi pengawasan dan pembinaan secara optimal. ......Notary as an institution of trust, in doing daily basis must maintain moral and ethical grandeur. The research objective of this thesis is intended to determine the application of legislation and codes of conduct notary in practice. However, the notary is not infallible, and in practice, many notaries who committed the crime, not just once, but repeatedly. This thesis uses normative-yuridis methods writing, because in this paper conducted a study and review of the documents written legal norms that include writing to the principles of law. This thesis discusses the criminal acts of embezzlement committed by a Notary IK, SH, sp.1 by repeatedly, as evident in Cibinong District Court decision dated March 24, 2014 number 251 / Pid.B / 2013 / PN.Cib and the District Court's Decision Cibinong dated 29 April 2015 Number: 766 / Pid.B / 2014 / PN Cib. The notary abusing the trust of his clients in the care of his estate related interests. Notary as a respectable profession must have good moral character and must not misconduct, but, in this case the notary IK sp.1 SH is not imposed sanctions as it should be according to the laws and codes of conduct applicable notary. According to the provisions of the Regulations and Code of Notaries, notary Indra Kadarsah SH SP1 has fulfilled categories as Residivis, so it should have been sentenced to administrative form of dismissal in disgrace, it is based on the quality of his crime, the embezzlement, and when seen from the quantity of crimes, namely sentenced to imprisonment in the adjacent, so that his actions degrading the honor and dignity of the office of notary and Conducting a grave violation of obligations and prohibitions position. Notary Supervisory Council ought to be more active in carrying out its duties. Notary and Institutions Supervisory Council of the Court should be in synergy with one another in order to carry out supervision and oversight function optimal.

Abstrak :
Lembaga Notariat telah dikenal di Negara Indonesia sebagaimana dikemukakan oleh GHS Lumban Tobing dalam bukunya Peraturan Jabatan Notaris, yaitu sejak Indonesia dijajah oleh Belanda. Seorang Notaris tidak cukup hanya memiliki keahlian hukum tetapi juga harus dilandasi tanggung jawab dan penghayatan terhadap keluhuran martabat dan etika. Berdasarkan latar belakang hal tersebut maka yang menjadi pokok permasalahan dalam tesis ini pertama Bagaimana Peraturan Jabatan Notaris yang berlaku dalam mengatur Perilaku Notaris, Yang kedua Bagaimana Sanksi Yang Tepat Dijatuhkan Kepada Notaris Yang Melakukan Perbuatan Tercela Kepada Kliennya. Tujuan dari penelitian ini adalah untuk mengetahui Penerapan Peraturan Jabatan Notaris dalam mengatur Profesi Notaris berperilaku dan apakah sanksi yang ada telah tepat. Metode penelitian yang digunakan adalah melalui metode pendekatan yuridis empiris dengan menggunakan data sekunder. Tesis ini membahas mengenai kasus Notaris yang melakukan pelanggaran kode etik, pelanggaran kode etik ini terjadi pada 09 April 2010, dengan nomor putusan 01/Pts/Mj.PWN Prov DKI Jakarta/VII/2012. Kasus ini bermula ketika pelapor menanyakan biaya pembuatan akta jual yang akan ia buat di kantor Notaris LD ,SH. Dimana terdapat perbedaan informasi harga yang diterima oleh kliennya. Sehingga membuat terlapor yaitu LD, SH menjawab sambil marahmarah sambil berkata "LAN CHIO KAMU" yang artinya "ALAT KELAMIN LAKI-LAKI KAMU" kata-kata tersebut adalah merupakan kata-kata kotor yang tidak sopan dan tidak sepatutnya diucapkan oleh seorang Terlapor yang seorang notaris kepada kliennya. Notaris harus bekerja sesuai dengan Kode Etik yang telah dibuat, sehingga apabila terjadi pelanggaran Kode Etik, mereka harus rela mempertanggung jawabkan akibatnya sesuai dengan tuntutan Kode Etik. ......Tobing in his book regulation notary office , that is, since indonesia colonized by the dutch .A notary it is not enough to have skill law but that will also applied responsibilities and appreciation to nobleness dignity and ethics. The method used is through empirical juridical approach using secondary data. This thesis discusses the case of a Notary Public who breach the code of ethics, code of conduct violation occurred on April 9, 2010, with the decision number 01 / Pts / Prov Mj.PWN Jakarta / VII / 2012. The case began when the client asked the cost of making the deed of sale which would he made in the office of Notary LD, SH. Where there are differences in pricing information received by its clients. Thus making reported that LD, SH replied angrily, saying "LAN CHIO KAMU" which means " ALAT KELAMIN LAKI-LAKI KAMU " words are the dirty words that are not polite and not duly pronounced by a Party that a notary to their clients. Notary must work in accordance with the Code of Conduct that has been made, so that in case of violation of the Code, they should be willing to take responsibility for the consequences in accordance with the demands of the Code.

Iklan yang bermunculan di media massa tidak hanya bertujuan memberikan informasi, namun juga melakukan persuasi. Salah satu cara yang dilakuan adalah dengan mengonstruksi citra tertentu dalam Man. Citra yang dimunculkan adalah gaya hidup masyarakat kontemporer yanbg dimunculkan lewat Sejumlah penggambaran praktik sosial. Namun persoalannya apakah penggambaran ini bertentangan dengan etika atau tidak. Sebab penggambaran gaya hidup kontemporer yang berlebihan dapat menjurus ke arah manipulasi yang potensial melanggar etika. Penelitian ini untuk menemukan bagaimana dan apa saja citra gaya hidup masyarakat kontemporer yang digambarkan dalam iklan, peneliti akan menggunakan teknik semiotik. ini dilakukan karena gaya hidup masyarakal kontemporer digambarkan dalam iklan Iewat tanda-tanda_ Sampel penelitian ini adalah iklan apartemen. Iklan apartemen dijadikan sampel penelitian karena produk apartemen merupakan salah satu ciri dan simbol masyarakat kontemporer perkotaan. Setelah membaca tanda-tanda dalam iklan dan menemukan bagaimana dan apa penggambaran manusia kontemporer, maka peneliti akan melakukann penelitian etis terhadap iklan tersebut. Etika komunikasi digunakan karena iklan adalah proses komunikasi yang melibatkan prinspi-prisnip komunikasi. Sedangakan Etika Pariwara Indonesia digunakan karena ini merupakan hasil kesepakatan praktisi periklanan di Indonesia untuk merespon persoalan-persolan etika yang teriadi di Indonesia. Hasil penelitian ini menunjukkan bahwa iklan apartemen yang dileliti memperlihatkan sebuah usaha penggambaran gaya hidup masyarakat kontemporer yang cenderung melanggar etika. ......The Representation of Contemporary Society Lifestyle image in Advertisement, in the View of Ethics Communication (Semiotlc Analysis of Advertisement and Lifestyle image in Contemporary Society, and it's Ethical Judgement) The advertisements that appear in the mass media not only provide information about a product, but also do the persuation. It's done by constructing particular image in the advertisement. image construction that conducted continously, will form the image in consumer mind that the image is the the truth. Finally it will end in the actrbn akan consumption. One of the construction of the image that appears in advertisement is the contemporary society lifestyle. The contemporary society lifestyle appears in the advertisement through numbers of social practices representation. The problems is, whether this representation against the ethics or not. The excessive description of the lifestyle in contemporary society can be form the manipulation thay potentially rise the ethics problem. This research, try to lind out how and what the contemporary society lifestyle that is represented in the advertisement. The researchers will use technique of semlotic. This is technique was chosen because the lifestyle of contemporary society cand be recognized thmugh advertising signs. The object of this research is apartment advertisement. This object was chosen because apartment has become the symbols of contemporary society. After reading the signs in the adavertisement and lind what and how the depiction ol contemporary society in the advertisement, the researcher we will conduct an ethical assessment of the advertisement. Ethics of communication is used because the advertisement is a process that involves the communication principal. The results of this research indicate that apartement advertisement gives a description the contemporary society lifestyle that tends against communication ethics.
