Peningkatan serangan siber pada infrastruktur infomasi kritikal mengharusnya setiap pemilik infratsruktur untuk berkolaborasi menghadapi berbagai serangan tersebut. Salah satu bentuk kolaborasi yang dapat dilakukan adalah melalui cybersecurity information sharing dimana setiap pemilik infratsruktur dapat memanfaatkan bersama-sama kemampuan yang dimiliki oleh setiap pemilik infratsruktur dalam menghadapi serangan siber. Berbagai grup cybersecurity information sharing telah dibentuk pada berbagai negara baik dalam lingkup nasional maupun sektoral. Di Indonesia sendiri beberapa grup cybersecurity information sharing telah diinisiasi baik secara formal maupun non-formal. Guna mendukung penyelenggaraan cybersecurity information sharing diperlukan dukungan tata kelola berupa kerangka kerja yang dapat dijadikan acuan dalam pelaksanaan cybersecurity information sharing. Penelitian ini berfokus pada melakukan pengembangan kerangka kerja cybersecurity information sharing untuk sektor infratsruktur infomasi kritikal nasional di Indonesia yang terdiri dari tiga output utama yaitu usulan ekosistem, usulan kerangka kerja dan rekomendasi implementasi kerangka kerja. Usulan kerangka kerja disusun berdasarkan beberapa standar terkait cybersecurity information sharing antara lain ISO/IEC 27032, NIST SP 800-150 dan ENISA ISAC in a Box. Usulan kerangka kerja juga didasarkan pada best practice yang dikeluarkan beberapa organisasi di bidang keamanan siber dan best practice penyelenggaraan cybersecurity information sharing pada negara-negara yang dianggap baik dalam penyelenggaraan keamanan siber antara lain Amerika Serikat, Australia, Inggris, Singapura dan Kanada serta disesuaikan dengan kondisi ekosistem keamanan siber dan pelindungan IIKN di Indoensia. Guna melakukan validasi terhadap output penelitian, digunakan metode expert judgement terhadap tiga expert di bidang keamanan siber dan pelindungan IIKN untuk mendapatkan saran perbaikan terhadap usulan kerangka kerja. Metode expert judgement juga dilakukan secara kuantitatif untuk mengukur interrater reliability antar expert terhadap rekomendasi implementasi kerangka kerja dengan menggunakan Fleis Kappa Statistic. Hasil pengukuran menunjukkan nilai kappa sebesar 0.938 yang berarti usulan rekomendasi implementasi kerangka kerja mendapatkan kesepakatan para expert judgement pada level almost perfect agreement.


The increase in cyber attacks on critical information infrastructure requires every infrastructure owner to collaborate against these attacks. One form of collaboration that can be done is through cybersecurity information sharing where each infrastructure owner can take advantage of the capabilities of each infrastructure owner in dealing with cyber attacks. Various cybersecurity information sharing groups have been formed in various countries, both nationally and sectorally. In Indonesia, several cybersecurity information sharing groups have been initiated both formally and informally. In order to support the implementation of cybersecurity information sharing, governance support is needed in the form of a framework that can be used as a reference in the implementation of cybersecurity information sharing. This study focuses on designing a cybersecurity information sharing framework for the national critical information infrastructure sector in Indonesia, which consists of three main outputs, namely ecosystem proposals, framework proposals and framework implementation recommendations. The proposed framework is based on several standards related to cybersecurity information sharing, including ISO/IEC 27032, NIST SP 800-150 and ENISA ISAC in a Box. The proposed framework is also based on best practices issued by several organizations in the field of cybersecurity and best practices in implementing cybersecurity information sharing in countries that are considered good in cybersecurity implementation, including the United States, Australia, England, Singapore and Canada and are adapted to conditions. cyber security ecosystem and IIKN protection in Indonesia. In order to validate the research output, the expert judgment method was used against three experts in the field of cyber security and IIKN protection to obtain suggestions for improvements to the proposed framework. The expert judgment method was also carried out quantitatively to measure interrater reliability between experts on the recommendations for implementing the framework using Fleis Kappa Statistics. The measurement results show a kappa value of 0.938, which means that the proposed framework implementation recommendation gets an agreement from the expert judges at the almost perfect agreement level.

Meningkatnya serangan siber terhadap teknologi operasional (OT) pada infrastruktur kritis mengharuskan setiap pemilik aset atau infrastruktur menyiapkan metode yang sesuai untuk merespons dan menangani insiden keamanan siber. Untuk menghindari risiko dalam pengelolaan insiden keamanan siber di lingkungan OT, diperlukan kerangka kerja yang dapat membantu pemilik infrastruktur menyelesaikan insiden. Penelitian ini berfokus pada pengembangan kerangka respons insiden keamanan siber OT berdasarkan berbagai standar dan praktik terbaik untuk mengelola insiden keamanan siber di sektor OT. Beberapa standar tersebut dipetakan sehingga menghasilkan sejumlah fase utama yang di dalamnya terdapat aktivitas kerangka kerja dan poin-poin rekomendasi implementasi. Hasil penelitian ini berupa kerangka kerja yang terdiri dari 4 fase utama, 12 kegiatan, dan 38 rekomendasi implementasi. Untuk memvalidasi kerangka kerja yang diusulkan, dilakukan metode kuantitatif berdasarkan penilaian ahli (expert) untuk mengukur kepercayaan antar para ahli mengenai rekomendasi implementasi kerangka kerja menggunakan statistik Fleiss Kappa. Pengukuran tersebut menghasilkan nilai kappa sebesar 0,7597 dan dikategorikan kesepakatan substansial yang menunjukkan bahwa beberapa ahli telah menyepakati rekomendasi kerangka kerja. ......The increase in cyberattacks against operational technology (OT) in critical infrastructure requires every asset or infrastructure owner to prepare suitable methods for responding to and handling cybersecurity incidents. To avoid risks in managing cybersecurity incidents in OT environments, a framework is needed that can help infrastructure owners resolve incidents. This research focuses on developing an OT cybersecurity incident response framework based on various standards and best practices for managing cybersecurity incidents in the OT sector. Some of these standards were mapped to produce a number of key phases in which the framework activities and points of implementation recommendations were included. The result of this research is a framework consisting of 4 main phases, 12 activities and 38 implementation recommendations. To validate the proposed framework, a quantitative method based on expert judgment was conducted to measure the trust between experts regarding the framework implementation recommendations using Fleiss Kappa statistics. The measurement resulted in a kappa value of 0.7597 and was categorized as substantial agreement, indicating that several experts had agreed on the framework recommendations.

Sektor industri konstruksi merupakan salah satu sektor industri yang paling berkontribusi terhadap perkembangan perekonomian di Indonesia, di mana tercatat kontribusi PDB sektor industri tahun 2022 sebesar 9,14%. Namun, aktivitas konstruksi juga menghasilkan 35% emisi gas CO2 yang mencemari bumi. Hal ini terjadi karena mayoritas industri konstruksi masih menggunakan sistem konstruksi tradisional yang mengabaikan dampak terhadap lingkungan. Sustainable construction merupakan suatu inovasi sistem konstruksi yang mencakup 3 aspek yaitu aspek ekonomi, sosial, dan ekologi. Walaupun demikian, penerapan sistem ini belum sempurna. Salah satu faktornya adalah faktor individu atau manusia yang terlibat dalam aktivitas konstruksi. Oleh karena itu, dilakukan penelitian yang bertujuan untuk mencari faktor yang memengaruhi KAP (knowledge, attitude, dan practice) beserta hubungan antara KAP dengan penerapan sustainable construction, serta peluang dan hambatan dalam menerapkan sistem tersebut sehingga dapat disusun suatu upaya dan solusi agar penerapan sustainable construction di Indonesia dilakukan secara optimal dan menyeluruh. ......The construction industry sector is one of the industrial sectors that contributes most to economic development in Indonesia, where the GDP contribution of the industrial sector in 2022 is recorded at 9.14%. However, construction activities also produce 35% of CO2 gas emissions which pollute the earth. This happens because the majority of the construction industry still uses traditional construction systems that ignore the impact on the environment. Sustainable construction is an innovative construction system that covers 3 aspects, namely economic, social and ecological aspects. However, the implementation of this system is not perfect. One of the factors is the individual or human factor involved in construction activities. Therefore, research was conducted which aims to look for indicators that influence KAP (knowledge, attitude and practice) along with the relationship between KAP and the implementation of sustainable construction, as well as opportunities and barriers in implementing the system so that efforts and solutions can be developed to implement sustainable construction. in Indonesia it is carried out optimally and comprehensively.
