"Thus paper will focus on feminist analysis of Law No. 7 of 2016 on the Protection and Empowerment of Fishermen, Fish Cultivators and Salt Farmers and Regulation of the Minister of Marine Affairs and Fisheries No. 16 of 2016 as the legal basis for policy on Fishermen Card and Insurance. This paper will also analyze the experiences of two fisherwomen in Ujung Pangkah, Gresik, East Java who successfully obtained legal identity in the form of fisher card and insurance as a form of legitimacy and recognition of their identity as hsherwomen. The strong patriarchal culture in various society layers, caused the recognition of the political identity of fisherwomen has become difficult, so a feminist analysis toward policy on fisher card and insurance is needed so that women can engage as active Subjects in the policy."

"Penelitian ini bertujuan untuk menganalisis Amandemen Konstitusi 2019 hingga mengesahkan kebijakan “Gender Parity in Everything” di Meksiko pada periode 2014–2019. Penelitian ini menggunakan kerangka Feminist Policy Analysis dari McPhail (2003), dengan fokus pada dimensi power analysis. Dalam konteks studi kasus yang diangkat pada skripsi ini, analisis kekuasaan dilakukan dengan melihat relasi dan interaksi antara koalisi perempuan lintas partai, pemimpin sejumlah partai politik, serta lembaga penyelenggara pemilu (INE) dan peradilan pemilu (TEPJF). Semua pihak tersebut berperan dalam mendorong dikeluarkannya kebijakan “Gender Parity in Everything” dalam amandemen konstitusi Meksiko di tahun 2019. Sesuai dengan kerangka McPhail, gender dipahami sebagai sistem kekuasaan yang tidak hanya membentuk hasil kebijakan, tetapi juga menjadi kekuatan yang memengaruhi proses pembuatannya. Penelitian ini mengeksplorasi bagaimana aktor perempuan bernegosiasi dalam sistem kekuasaan yang patriarkis, berupaya mendefinisikan ulang makna kekuasaan dari “power over” menjadi “power for”, serta mendorong pembagian kuasa yang bersifat win-win. Hasilnya menunjukkan bahwa kebijakan “gender parity” tersebut lahir melalui pergeseran dan restrukturisasi kekuasaan yang melibatkan aliansi strategis lintas aktor, sebagai upaya redistribusi kuasa menuju sistem yang lebih adil bagi perempuan.
This study aims to analyze the 2019 Constitutional Amendment that led to the enactment of the “Gender Parity in Everything” policy in Mexico during the 2014–2019 period. This research employs McPhail’s (2003) Feminist Policy Analysis framework, with a focus on the dimension of power analysis. In the context of the case study presented in this thesis, the power analysis is conducted by examining the relations and interactions among cross-party women’s coalitions, leaders of several political parties, as well as electoral institutions (INE) and the electoral judiciary (TEPJF). All of these actors played a role in promoting the issuance of the “Gender Parity in Everything” policy through the 2019 amendment of Mexico’s constitution. In accordance with McPhail’s framework, gender is understood as a system of power that not only shapes policy outcomes but also constitutes a force that influences the policymaking process. This study explores how women actors negotiate within a patriarchal power system, attempt to redefine the meaning of power from “power over” to “power for,” and advocate for a win-win distribution of power. The findings indicate that the “gender parity” policy emerged through shifts and restructuring of power involving strategic alliances among actors, as an effort to redistribute power toward a more equitable system for women."
