"Penelitian ini membahas tentang implementasi kebijakan Penerimaan Negara Bukan Pajak (PNBP) sektor kehutanan di Indonesia. Penelitian ini dilakukan untuk mendapatkan gambaran mengenai implementasi kebijakan PNBP sektor kehutanan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui studi lapangan dan studi kepustakaan. Hasil dari penelitian ini menunjukkan bahwa Perkembangan kebijakan Penerimaan Negara Bukan Pajak sektor kehutanan sebelum dan setelah rezim Undang-Undang No. 20 tahun 1997 ditunjukan dari berkembangan konsep dan pengelolaan PNBP yang lebih baik namun terdapat permasalahan dalam implementasinya. Implementasi kebijakan PNBP kehutanan yang dipengaruhi oleh faktor regulasi, komunikasi, sumber daya, disposisi dan birokrasi masih memiliki hambatan sehingga berimplikasi pada pembangunan hutan.

This research explains about policy implementation of non-tax state revenue of forestry sector in Indonesia. This study was conducted to get an overview of the implementation of the forestry sector of non-tax state revenue policy. This study uses a qualitative approach to data collection techniques through field studies and literature. The results of this research indicate that the development of policy implementation of non-tax revenue state of forestry sector before and after law regime No. 20 in 1997 shown from better concept and management of non-tax state revenues but there are still many barriers in implementation. Forestry policy implementation of non-tax revenue influenced by regulation, communication, resources, disposition and bureaucratic barriers that have implications for forest development."
