ABSTRACTThe IPCC in 2015 has recognized the critical role of local governments in scaling up the adaptation of communities to climate change. The role will be executed properly if the leaders have an awareness of climate change as a strategic agenda in his administration. In the context of Indonesia, the vision and mission of a regional head can be a clue as to how he supports efforts in tackling climate change. The five-year regional development plan is an
elaboration of the development agendas offered by a regional head in his vision and mission.
Therefore, this paper aims to analyze the future of climate change policy in some provincial governments based on the vision and mission of the elected governors. To achieve the goal, the author employs a qualitative approach to analyze the contents of the vision and mission and their preference to climate change. The results of the study indicate that the elected governors are still not very aware of climate change and did not specify it in their vision and mission. Therefore, in the preparation of five-year regional development plan, it is necessary for some stakeholders to address and specifically mention the issues of climate change."

"This 1997 book addresses the current debate regarding the liabilities and merits of presidential government. Does presidentialism make it less likely that democratic governments will be able to manage political conflict? With the unprecedented wave of transitions to democracy since the 1970s, this question has been hotly contested in political and intellectual circles all over the globe. The contributors to this volume examine variations among different presidential systems and skeptically view claims that presidentialism has added significantly to the problems of democratic governance and stability."

"At a time when governments and policy-makers put so much emphasis on 'the knowledge economy' and the economic value of education, human capital theory has never been more important. However, research in this area is often very technical and therefore not easily accessible to those who wish to use it as a guide to policy formation. This book provides an interface between such research and its potential applications in government, education and business. Reporting on a major research initiative, new findings are presented in a non-technical way on three major themes: measuring the benefits from human capital, applications of the human capital model, and policy interventions. Aimed at academic researchers and professionals concerned with the problems and techniques of human capital theory, it will also be useful for graduate courses on the economics of education to complement standard textbooks."

Simpser, Alberto
"Why do parties and governments cheat in elections they cannot lose? This book documents the widespread use of blatant and excessive manipulation of elections and explains what drives this practice. Alberto Simpser shows that, in many instances, elections are about more than winning. Electoral manipulation is not only a tool used to gain votes, but also a means of transmitting or distorting information. This manipulation conveys an image of strength, shaping the behavior of citizens, bureaucrats, politicians, parties, unions and businesspeople to the benefit of the manipulators, increasing the scope for the manipulators to pursue their goals while in government and mitigating future challenges to their hold on power. Why Governments and Parties Manipulate Elections provides a general theory about what drives electoral manipulation and empirically documents global patterns of manipulation."

ABSTRAKEase of investing supports the competitiveness of the region. Currently the licensing process in Boyolali District has a number of problems, among others, not all head of regions/head of Departments agree to delegate their authority to the head of Department of the One Stop Integrated Service (DPM-PTSP), insufficient human resources, and conflict between the licensing agency in the region with the technical unit (formed by the decision of the District Head that consists of elements of the related Regional Work Unit in charge of carrying out the field examination, technical discussion and provide recommendations/considerations regarding a license). The purpose of this study is to describe the efforts of the regional government in solving problems in the delegation of authority to the DPM-PTSP, overcoming the limitation of human resources and the conflict between the technical unit of the licensing services, transparency, accountability and certainty for the applicant. This study is using the qualitative case study approach. Data collection methods were conducted through in-depth interviews, secondary data and field observations. For the validity of the data, the researchers perform data triangulation. The sources of this study are the Head of Boyolali District, the Head of DPMPTSP and its officers. For data processing, the researchers perform open coding, axial coding and selective coding. The findings of this research are that some of the problem are solved by issuing the Boyolali Head of District Regulation Number 10 of 2013 Regarding Implementation Guideline of the Head of District Regulation Number 4 of 2012 (on the Integrated Licensing and Non-Licensing of Boyolali District) to delegate the District Head authority and synchronize the OPD. To overcome the limitations of their human resources, an online licensing application was created to provide an effective and efficient licensing process in Boyolali District."
