"In this study we discuss how to handle DDoS attack that coming from the attacker by using detection method and handling mechanism. Detection perform by comparing number of packets and number of flow. Whereas handling mechanism perform by limiting or drop the packets that detected as a DDoS attack. The study begins with simulation on real network, which aims to get the real traffic data. Then, dump traffic data obtained from the simulation used for detection method on our prototype system called DASHM (DDoS Attack Simulation and Handling Mechanism). From the result of experiment that has been conducted, the proposed method successfully detect DDoS attack and handle the incoming packet sent by attacker.
Dalam paper ini dibahas bagaimana menangani serangan DDoS yang datang dari penyerang dengan menggunakan metode deteksi dan mekanisme penanganan tertentu. Deteksi dilakukan dengan membandingkan jumlah paket dan jumlah aliran. Sedangkan mekanisme penanganan dilakukan dengan membatasi atau menjatuhkan paket yang terdeteksi sebagai serangan DDoS. Penelitian diawali dengan simulasi pada jaringan yang nyata, yang bertujuan untuk mendapatkan data lalu lintas real. Kemudian, dump data lalu lintas yang diperoleh dari simulasi yang digunakan untuk metode deteksi pada sistem prototipe kami disebut DASHM (DDoS Attack Simulation and Handling Mechanism). Dari hasil percobaan yang telah dilakukan, metode yang diusulkan berhasil mendeteksi serangan DDoS dan menangani paket masuk yang dikirim oleh penyerang."

"Abstract. This paper discusses complaint handling mechanisms local leaders use for effective leadership. In a democratic government, public policy formulation is supposed to represent the interests of the citizens through a democratic political process. However, the involvement of the citizens is also needed during the public service delivery. A number of local leaders have built various complaint handling mechanisms tailored to channeling the voices of their citizenry. For example, the Mayor of Yogyakarta City established Walikota Menyapa (Mayor’s Greeting) as medium of outreach and communication with people under his jurisdiction. The question is: Do such mechanisms contribute to effective leadership? In this regard, how do citizens use the mechanisms in expressing their aspirations and concerns and how does the Mayor respond to the complaints he receives from his citizens?. The research used documentary analysis method. Walikota Menyapa (WM) program reports were analyzed by quantifying the data. Qualitative analysis was also used to decipher the content of the complaints citizens made. The data shows that public complaints to the local government varied. However, the complaints handling mechanisms became an efficient instrument which the mayor used in monitoring the performance of his sub-ordinates.
Abstrak. Paper ini mendiskusikan mekanisme penanganan keluhan yang digunakan oleh pemimpin lokal dalam meningkatkan efektivitas kepemimpinannya. Dalam pemerintahan demokratis, perumusan kebijakan publik diharapkan mewakili kepentingan warga melalui proses politik yang demokratis. Akan tetapi, keterlibatan warga juga diperlukan selama pelaksanaan kebijakan dan penyelenggaraan pelayanan publik. Sejumlah pemimpin lokal telah membangun berbagai mekanisme penanganan keluhan untuk menyalurkan suara warga. Misalnya, Walikota Kota Yogyakarta menciptakan “Walikota Menyapa/WM)” sebagai media untuk berkomunikasi dengan warga. Pertanyaannya adalah apakah mekanisme tersebut mengefektifkan kepemimpinannya? Terkait dengan pertanyaan ini, seberapa jauh warga menggunakan mekanisme tersebut dan bagaimana Walikota merespon keluhan yang dia terima? Metode yang digunakan dalam penelitian ini adalah analisis dokumen. Program WM dianalisis secara kuantitatif. Analisis kualitatif juga dilakukan untuk melihat isi/pesan yang disampaikan oleh warga. Hasil penelitian
menunjukkan bahwa berbagai macam keluhan telah disampaikan oleh warga. Sayangnya, suara kaum pria lebih banyak daripada kaum perempuan dan tidak ada masalah publik yang dialami secara personal yang disampaikan oleh warga. Ini menunjukkan bahwa konteks sosio-kultural mempengaruhi penggunaan WM oleh warga. Dengan mengadopsi WM, Walikota mendapatkan manfaat karena WM telah menjadi instrumen untuk memonitor kinerja aparatnya."

"This book presents new research on gender-based violence in Southeast Asia, bringing together varied scholarly work in law, policy, and practice. It enables a greater understanding of violence against women as an international concern, highlighting particular issues that arise in the region. Against a background of international obligations to ensure women's rights through laws and policies that are geared at ending violence against women and girls, this research documents the state failures, individual shame and fear, and societal culture that collectively affects the reporting, investigation, prosecution of perpetrators, and protection of victims. The research explores differing legal mechanisms both internationally, and within nation states, relating to cases of physical and sexual violence. It recognizes the need for functioning mechanisms to ensure women can report their cases safely and be provided with protective and therapeutic services in a way that is systematic, effective, and measurable. Laws and court decisions are analyzed, crisis and safety centers are examined, and in-depth interviews are conducted with actors and NGOs with relevant roles and functions in the mechanism of cases of violence against women. The result is a comprehensive assessment of the incalculable harm it does within Southeast Asian society, and the obstacles it presents for law enforcement. The chapters uncover mechanisms with unique characteristics across Southeast Asia, providing a nuanced understanding of the cultural and social backgrounds, as well as the religious structures, that can both help and hinder suitable frameworks. It is relevant to scholars, policymakers, and practitioners in law, criminology, and gender sociology.
