Artikel ini membahas tentang framing pemberitaan yang dilakukan oleh voa-islam.com yang dilihat dengan menggunakan analisis framing oleh Robert Entman sebagai bentuk dari hate spin. Dengan menggunakan studi literatur sebagai metode penulisan, artikel ini membahas bagaimana ide-ide pokok dari framing yang ditulis oleh Robert Entman yang akan dikaitkan dengan konsep Hate Spin. Website voa-islam.com melakukan upaya konstruksi realitas tentang makna subjektif untuk saling membenci satu sama lain dengan menggunakan konten-konten berisi hate spin dan menjadi permasalahan karena banyaknya pengunjung sebesar 2,58 juta pada rentang waktu pertengahan 2017 hingga maret 2018 . Konten yang diproduksi pada media tersebut voa-islam.com akan dilihat melalui analisis framing oleh Robert Entmant. Analisis tersebut akan digunakan untuk membuktikan bahwa konten voa-islam.com memiliki unsur frasa pelintiran kebencian. Tulisan ini juga akan membuktikan bahwa proses framing pada media massa voa-islam.com menggunakan unsur hate spin.

This article discusses news framing conducted by voa-islam.com which will be observed through Robert Entman rsquo;s framing analysis as a form of hate spin. The key ideas of framing analysis created by Robert Entman are combined with scientific literature which will be linked with the hate spin concept. The website, voa-islam.com are constructing a subjective reality using a content which uses a lot of hate spin, this has become a major problem since they are frequently visited around 2.58 million times on the mid 2017 until March 2018 timeline. The produced content on voa-islam.com will be observed through Robert Entman rsquo;s framing analysis. ABSTRAK
Pada penelitian ini penulis melakukan analalisis hate spin di media sosial twitter terhadap proses Pilkada di Provinsi Jawa Barat. Pencarian data penelitian dilakukan pada media sosial Twitter, informasi tentang hate spin menjadi objek utama penelitian yang akan dikaji lebih dalam. Berdasarkan hasil penelitian ditemukan akun-akun bermuatan negatif yang berusaha menyentuh sisi emosi pengguna media sosial Twitter daripada sisi rasionalnya. Akun-akun tersebut diberi nama sama dengan pasangan calon Pilkada Jabar Tahun 2018 diantaranya adalah akun Ridwan Kamil-Uu Rhuzanul Ulum rlm; @rinduTPbenci, akun Sudrajat Ahmad Syaikhu @SudrajatAhmadS1 dan akun Deddy Mizwar Dedi Mulyadi @2dm4jabar. Dalam proses pencarian data tidak ditemukan akun yang secara khusus melabeli citra negatif pada pasangan calon nomer urut dua yaitu Tubagus Hasanudin dan Anton Charliyan. Dari hasil observasi peneliti dapat diketahui bahwa akun-akun tersebut tidak dibuat oleh kandidat untuk berkampanye melainkan akun-akun tersebut dibuat oleh propagandis untuk menyebarkan Hate Spin. Tweet propaganda yang disampaikan pada akun-akun diatas menggunakan metode gambar dan tulisan, hal ini bertujuan untuk menarik perhatian dan memudahkan dalam memberikan pengaruh kepada pengguna media sosial twitter khususnya di Jawa Barat. Terdapat 5 wacana yang dibahas dari keempat pasangan calon yaitu Agama, Dinasti Politik, Korupsi, Pelanggaran kampanye dan Kualitas Pasangan Calon Kepala daerah yang mana pada masing-masing isu ini ditemukan propaganda, partial truth dan Hate Spin. Kasus Hate Spin menjadi ancaman bagi kedaulatan rakyat Indonesia. Karena dengan adanya Hate Spin sistem pemilihan umum akan menjadi sarana bagi mereka-mereka orang yang tidak pro demokrasi untuk memenangkan salah satu kandidat pasangan calon dengan berbagai cara yang mereka kehendaki. Hal ini melunturkan marwah dari sistem demokrasi Indonesia yang mana seharusnya rakyat bebas memilih pemimpinnya melalui pemilu tanpa intervensi dari pihak manapun.

ABSTRACT
In this research, outhor did hate spin analysis on twitter towards the process of the Regional Elections in West Java Province. The searching for data conducted on twitter, the information about hate spin was being the main object of the research that would be observed deeply. Based on the results of the research found that accounts with the negative content try to touch the emosional side of Twitter rsquo s users than the rational side. Those accounts were named with the same name of the candidates of the Regional Elections Jabar in 2018 such as Ridwan Kamil Uu Rhuzanul Ulum rsquo s account rinduTPbenci, Sudrajat Ahmad Syaikhu rsquo s account SudrajatAhmadS1, and Deddy Mizwar Dedi Mulyadi rsquo s account 2dm4jabar. In the process of searching data did not find account that specially give negative image to the candidate number 2, Tubagus Hasanudin dan Anton Charliyan. From the observation of the outhor can be seen that those accounts are not made by the candidates to campaign but the accounts are made by propagandis to spread Hate Spin. The propaganda tweet delivered by those accounts using of drawing and writing method, it aims to attract attention and giving influence easily to users of Twitter, especially in West Java. There are 5 discourses that discussed from four pairs of the candidates, Religion, Political Dinasty, Coruption, Campaign Violations and the quality of the pairs of the candidates that from each of the issues found propaganda, partial truth and Hate Spin. The case of Hate Spin becomes a threat to the sovereignty of the people of Indonesian. Because of the existence of Hate Spin, the electoral system would be tools for those who are not pro democracy to win one of the pairs of the candidates in various ways that they want. This will fade the dignity of the Indonesian democratic system that the people should be free to elect their leaders through elections without any intervention from any party. Di awal tahapan Pilpres 2019, muncullah satu gerakan yang bertagar #2019gantipresiden. Gerakan ini merupakan respon dari dukungan kepada Jokowi untuk Dua Periode. Kedua gerakan ini dimainkan hingga sampai ke dunia maya dengan adanya sosial media. Gerakan ini menghasilkan hate spin (pelintiran kebencian) yang marak menjelang Pilpres 2019. Hate speech yang dimainkan sehingga menimbulkan hate spin pada masa kampanye bertujuan menciptakan gerakan untuk menolak kandidat paslon tertentu dan meruntuhkan demokrasi yang sudah ada. Selama ini Polri sudah melakukan penanggulangan hate speech (ujaran kebencian), namun dengan berkembangnya geopolitik Indonesia, hate spin menjadi tantangan baru yang dihadapi oleh Polri.

Penelitian ini menggunakan metode analisis konten untuk menganalisa hate speech dan hate spin yang terjadi di Twitter menjelang Pilpres 2019. Metode deskriptif analisis digunakan untuk menganalisa pola penanggulangan Polri terhadap hate spin dengan menggunakan pendekatan Sun Tzu. Konten hate spin di Twitter memiliki ciri antara lain yaitu berupa hashtag yang bermakna negatif (menghina, menyinggung, menghasut). Jika melihat dari data penyebaran hate spin selama masa kampanye hingga mendekati Pilpres 2019 yaitu dari tanggal 15 Februari hingga 15 April 2019, hate spin yang tersebar di media sosial Twitter terbagi menjadi dua, yaitu yang menyerang kandidat paslon 01 dan juga kandidat paslon 02. Terdapat 36 (tiga puluh enam) hate spin yang menyerang kandidat paslon 01 dan 12 (dua belas) hate spin yang menyerang kandidat paslon 02. Pola hate spin yang menjadi trending topic di Twitter selama masa kampanye muncul karena adanya kejadian di dunia nyata yang menjadi trigger kemunculan hate spin. Strategi Polri dalam upaya menanggulangi hate spin dengan menggunakan 5 (lima) dari 36 (tiga puluh enam) pedekatan strategi Sun Tzu. Hambatan yang ditemui Polri dalam penanggulangan hate spin menjelang Pilpres 2019 antara lain jumlah penyebaran hate spin semakin meningkat, jumlah personil Polri yang masih sedikit serta adanya diskresi kepolisian menyebabkan penyebar hate speech yang menjadi awal penyebaran hate spin tidak dapat langsung di tangkap.

At the beginning of the stages of the 2019 Presidential Election, a movement that was #2019gantipresiden emerged. This movement was a response from support for Jokowi for the Two Periods. Both of these movements were played to reach the virtual world with social media. This movement produces hate spin which is rife ahead of the 2019 Presidential Election. Hate speech which is played to cause hate spin during the campaign period aims to create a movement to reject certain candidate candidates and undermine existing democracies. So far, the National Police has tackled hate speech, but with the development of Indonesian geopolitics, hate spin has become a new challenge faced by the National Police.

This study uses content analysis methods to analyze hate speech and hate spin that occur on Twitter ahead of the 2019 Presidential Election. Descriptive analysis method is used to analyze the pattern of police response to hate spin using the Sun Tzu approach. Hate spin content on Twitter has the characteristics, among others, in the form of hashtags that are negative (insulting, offensive, inciting). If you look at hate spin dissemination data during the campaign period to approach the 2019 Presidential Election, which is from February 15 to April 15 2019, hate spin spread on Twitter social media is divided into two, namely those attacking candidate candidate 01 and candidate candidate candidate 02. There are 36 ( thirty six) hate spins that attack candidate candidate 01 and 12 (twelve) hate spins attack candidate candidate pair 02. The pattern of hate spin which is a trending topic on Twitter during the campaign period arises due to real-world events that trigger the emergence of hate spin . The strategy of the National Police in an effort to combat hate spin by using 5 (five) of 36 (thirty six) approaches to Sun Tzu's strategy. The obstacles encountered by the National Police in overcoming hate spin ahead of the 2019 Presidential Election include the increasing number of spreads of hate spin, the relatively small number of Indonesian National Police personnel and the existence of police discretion that can cause the spread of hate spin to be captured immediately.
