"Tesis ini membahas mengenai faktor-faktor utama penyaluran bantuan kemanusian di Indonesia. Terdapat 11 (sebelas) faktor utama dalam penanganan bencana yang harus diperhatikan yaitu ukuran besarnya bencana, transportasi, strategi supply chain, kapasitas, inventori, strategic planning, penggunaan teknologi, manajemen informasi, manajemen sumber daya, continuous improvement dan hubungan dengan supplier. Setelah faktor utama diketahui selanjutnya dilakukan analisis SWOT untuk mendapatkan strategi penyaluran bantuan.
Hasil analisis yang telah dilakukan menunjukkan bahwa sebagian faktor utama yang mempengaruhi penanganan bencana telah dilakukan dengan baik oleh pemerintah melalui BNPB, tetapi ada beberapa strategi yang sebaiknya dilakukan. Strategi tersebut diantaranya adalah peninjauan ulang regulasi Undang-Undang pengananan bencana, penggiatan kembali sistem lumbung desa, pengembangan knowledge management dalam bidang penanganan bencana, dan perbaikan sistem penilaian performansi dan evaluasi penanganan bencana setelah proses penanganan bencana dilakukan.

The focus of this study is the main factors of humanitarian relief chain in Indonesia. There are 11 main factors in humanitarian relief chain such as size of disaster, transportation, supply chain strategy, inventory, strategic planning, technology utilization, information technology, human resource management, continuous improvement and supplier relation. After the main factors are identified then analizing the existing humanitarian relief chain with SWOT Analysis.
The result of analizing is most of the main factor has already conducted in Indonesia, but there are several suggestions. Proposing to evaluate the regulations of disaster management system, re-activate the villager's rice barn system, develop knowledge management in disaster management system, develop the performance measurement system and the evaluation system after disaster."

"Dalam situasi bencana dimana banyak korban terdampak memerlukan bantuan, bantuan yang cepat menjadi tujuan utama, namun tujuan ini terkadang tak diikuti dengan sistem pencatatan yang sempurna. Penelitian ini bertujuan menghasilkan proses manajemen persediaan logistik bencana dan distribusinya pada response time yang singkat serta menghasilkan proses distribusi bantuan bencana yang cepat dengan menerapkan Internet of Things (IoT). Dengan menggunakan metode rekayasan proses bisnis (BPR) dan penerapan IoT pada suatu badan penanggulangan bencana, didapat peningkatan efisiensi waktu sebesar 44,92% dimana yang sebelum-nya memakan waktu 64,34 jam menjadi 35,44 jam.

Many affected victims need rapid assistance in a disaster situation, but this goal sometimes not followed by a perfect recording system on their logistic inventory management. This study aims to obtain disaster logistics inventory management processes and their distribution in short response time and produce a rapid disaster relief distribution process by implementing the Internet of Things (IoT). Business Process Reengineering (BPR) method and IoT implementation are used for disaster management agencies. The proposed model resulted in an increase in logistic relief distribution time efficiency to 44.92%, which previously took 64.34 hours to 35.44 hours.

"Penanganan bencana dan operasi bantuan kemanusiaan dikelola dalam kondisi darurat dan dalam periode yang tidak dapat diperkirakan sebelumnya. Tepat guna menjadi kata kunci yang utama dalam menentukan keberhasilan proses dan peran rantai pasok kemanusiaan pada penanganan bencana dan operasi bantuan kemanusiaan. Ini menekankan untuk peningkatan kinerja organisasi kemanusiaan. Penelitian ini memberikan usulan maturity assessment model yang digunakan untuk melihat tingkat kematangan proses pada existing condition untuk rantai
pasok kemanusiaan dalam penanganan bencana dan operasi bantuan yang dilakukan oleh Aksi Cepat Tanggap (ACT) Foundation dan Gerak Bareng. Maturity Assessment Model terdiri dari empat belas maturity dimension dan delapan puluh satu proses. Peningkatan kinerja untuk ACT Foundation berfokus pada maturity dimension dengan maturity level dibawah Level III Intermediate sebagai critical factors. Maturity dimension tersebut adalah Strategi Humanitarian Supply Chain (HSC), Fokus untuk Fase pada Bencana, dan Manajemen Informasi dan Data. Gerak
Bareng menghasilkan dua critical factors dengan maturity level dibawah Level II Elementary untuk Manajemen Informasi dan Data serta Perbaikan Berkelanjutan dan Kolaborasi. Penelitian ini memastikan kinerja rantai pasok kemanusiaan mencapai Level IV Advanced hingga Level V Optimized. Sehingga peningkatan kinerja dilakukan dengan fokus pada maturity dimension yang memiliki maturity level kurang dari Level IV Advanced, dengan pendekatan strategi manajerial dan operasional.

Disaster management and humanitarian relief operations are managed under emergency conditions and for
unpredictable periods. Appropriateness is the main keyword in determining the success of the process and the role
of the humanitarian supply chain in disaster management and humanitarian aid operations. It emphasizes
improving the performance of humanitarian organizations. This study proposes a maturity assessment model to
see the level of process maturity in the existing conditions for the humanitarian supply chain in disaster
management and aid operations carried out by the Aksi Cepat Tanggap (ACT) Foundation and Gerak Bareng. The
Maturity Assessment Model consists of fourteen maturity dimensions and eighty-one processes. Performance
improvement for ACT Foundation focuses on the maturity dimension, with a maturity level below Level III
Intermediate as the critical factor. The maturity dimensions are Humanitarian Supply Chain (HSC) Strategy, Focus
on Disaster Phase, and Information and Data Management. Gerak Bareng produced two critical factors with a
maturity level below Level II Elementary for Information and Data Management and Continuous Improvement
and Collaboration. This research ensures that humanitarian supply chain performance achieves Level IV Advanced
to Level V Optimized. Hence, this study improves performance by focusing on the maturity dimension under Level
IV Advanced, with a managerial and operational strategy approach

"Throughout history, humanity has been plagued by a myriad of humanitarian crises that seemingly take the form of perpetual human suffering. Today, approximately 125,000,000 people require humanitarian assistance as the result of famine, war, geopolitical conflict, and natural disasters. A core component of this suffering is afflictions related to human health, where disturbances strain or overwhelm the existing healthcare infrastructure to create the conditions for an increase in morbidities and co-morbidities. One of the more startling elements is the loss of life to preventable medical conditions that were not properly treated or even diagnosed in the field, and is often due to the limited interventional capacity that medical teams and humanitarian practitioners have in these scenarios. These individuals are often hindered by medical equipment deficiencies or devices not meant to function in austere conditions.
The development of highly versatile, feasible, and cost-effective medical devices and technologies that can be deployed in the field is essential to enhancing medical care in unconventional settings.
In this book we examine the nature of the creative problem-solving paradigm, and dissect the intersection of frugal, disruptive, open, and reverse innovation processes in advancing humanitarian medicine. Specifically, we examine the feasible deployment of these devices and technologies in unconventional environments not only by humanitarian aid and disaster relief agencies, but also by crisis-affected communities themselves. The challenge is complex, but the financial support and technical development of innovative solutions for the delivery of humanitarian aid is a process in which everyone is a stakeholder."
