"ABSTRAK
Indonesia in general is an archipelagic country, but only eight provinces specifically have island characteristics, this is indicated by the comparison of land and sea area and the presence of islands. The big difference in the characteristics between the island province with the provincial non archipelago cause differences in the solution to any problems encountered. One of the problems faced by island provinces is the slow distribution of goods which results in the difficulty of production competitiveness, the decline in the quality of goods consumed by the people and the price disparity felt by the people in the islands. The existence of sea tolls has not been utilized optimally especially by island provinces in the eastern region of Indonesia. This study aims to outline solutions to overcome problems related to goods distribution and accelerate economic equality in island provinces, especially those located in eastern Indonesia. The method used in this study is a description and analysis of exploration. Some of the solutions outlined are the utilization of the sea tolls and cooperation with pioneering shipping to build special supply chains, map the potential of the region, and develop potential centers. In addition to the sea toll, Bulog's role as an institution that can support distribution and warehousing is also sharpened. As a supporter of transactions and distribution, the role of PT Pos Indonesia and cooperatives was also considered. Both institutions can act as financial intermediary services related to joint accounts, savings and loans, and guaranteed transactions. this is done so that the potential of all levels of society can be maximized. furthermore, the role of the regional government as a policy regulator also has a role in the use of infrastructure sharing."

"ABSTRAK
Buruk nya perkembangan bisnis telekomunikasi di Indonesia dapat dilihat dari indikator IDI ICT Development Index Indonesia tahun 2013 hanya di peringkat 106. Untuk itu, para stakeholder telekomunikasi Indonesia wajib dalam mengembangkan akses mobile broadband. Fakta ini, bersama-sama dengan ketidakpastian dari jumlah pelanggan uncertain subscribers yang dapat dicapai dalam pasar di mana pengguna memiliki keterbatasan dalam hal keterjangkauan mobile broadband, menjadikan risiko investasi meningkat. Salah satu cara yang dapat dilakukan untuk mengurangi jumlah investasi yang dibutuhkan adalah infrastructure sharing. Salah satu infrastructur sharingyang dapat dilakukan yaitu di komponen aktif dengan Dedicated Sharing sering disebut MORAN . Tetapi, dalam prakteknya juga tidak berjalan dengan baik karena belum terwujudnya pemodelan yang tepat antara pihak-pihak terkait. Untuk itu, diperlukan kajian yang lebih komprehensif dalam mengembangkan model mobile broadband di Indonesia diikuti oleh kajian tekno-ekonomi. Dari hasil penelitian ini, di dapatkan skenario terbaik yang dapat digunakan dalam penyelenggaraan infrastruktur mobile broadband yaitu menggunakan skenario joint venture baik di daerah dense urban, urban, dan sub-urban, dengan peluang NPV>0 sebesar 96.21 lebih besar di banding kan dengan opsi skenario sewa dengan peluang 94.24 . Dan nilai peluang IRR > MARR 6.75 sebesar 96.26 lebih baik dibandingkan opsi skenario sewa dengan nilai peluang IRR > MARR 6.75 sebesar 94.34 .

ABSTRACT
Poor development of Indonesia rsquo s Telecommunication business can be seen from IDI indicator ICT Development Index in 2013 that we can only reached rank 106. Therefore, it is necessary for the telecommunication stakeholder in Indonesia to develop mobile broadband access. In fact, uncertain subscribers and mobile broadband range limitation also increased the investment risk. One way to reduce the investment expense is the infrastructure sharing. One of the infrastructures sharing which can be done is in active component with Dedicated Sharing MORAN . However, it cannot be done easily in practical due to imperfect model from related parties. Accordingly, more comprehensive assessment in developing mobile broadband model along with techno economy research is required in Indonesia. The results of this study showed the best scenario which can be used in conducting mobile broadband infrastructure that is using Joint Venture scenario in dense urban, urban, and sub urban with chance of NPV 0 is 96.21 greater rather than using Rent scenario with chance of 94.24 . Besides that, the chance of IRR MARR 6.75 is 96.26 greater rather than using Rent scenario with chance of 94.34 ."

"ABSTRAK
Industri telekomunikasi saat ini sedang mengalami penurunan. Laba usaha tertekan oleh penurunan pendapatan sedangkan sejumlah komponen biaya mengalami peningkatan. Berbagai cara dapat dilakukan untuk menekan beban biaya modal dan operasional. Misalnya saja dengan mengimplementasikan wireless network virtualization untuk memaksimalkan pemanfaatan infrastruktur yang telah ada. Skenario yang digunakan dalam penelitian ini menyajikan sebuah pemodelan sistem yang menggambarkan interaksi antar operator-operator telekomunikasi seluler yang menerapkan distributed dynamic spectrum sharing dalam sebuah jaringan radio kognitif dengan menggunakan data-data faktual berupa parameter-parameter teknis yang diterapkan pada jaringan LTE milik PT. XYZ di wilayah Bali, Indonesia. Dari hasil perhitungan berdasarkan pemodelan sistem yang telah dibuat, diketahui bahwa parameter arrival rate yaitu waktu kedatangan frame packet data dan probabilitas menduduki spektrum frekuensi merupakan dua faktor yang berpengaruh terhadap pencapain throughput masing-masing user. Maximum throughput per user yang mungkin tercapai oleh primary user adalah sebesar 20 Mbps ketika arrival rate primary user 0,27 dan probability primary user sebesar 0,6 atau 0,5. Sedangkan maximum troughput secondary user 1 dan 2 yang mungkin tercapai adalah 16,56 Mbps dan 15,75 Mbps pada saat arrival rate masing-masing user tersebut sebesar 0,22 dan 0,21 dan probabilitas menduduki spektrum frekuensi bagi masing-masing secondary user sebesar 0,35. Parameter-parameter ini sangat erat kaitannya dengan parameter-parameter QoS Quality of Service pada jaringan mobile data, yaitu latency delay dan jitter serta parameter capacity design yaitu admission control yang menentukan maximum connected user per cell pada jaringan LTE.

ABSTRACT
Telecommunication industry is currently experiencing a declined in growth. The companies rsquo net profit is pressed down by the decreasing in total income, while cost components have increased. Various ways can be done to lower the capital and operational costs. For example, by implementing wireless network virtualization to maximize the utilization of existing infrastructure. In this research, scenario analysis of the implementation of wireless network virtualization using techno economic analysis. The scenario used in this research presents a modeling system that describes the interaction between mobile telecommunication operators applying distributed dynamic spectrum sharing in a cognitive radio network using factual data in the form of technical parameters applied to the LTE network owned by PT. XYZ in Bali, Indonesia. From the calculation results based on system model, it is known that the arrival rate parameter , that is the arrival time of the frame packet data and the probability of occupying the spectrum frequency are two factors that influence the achievement of each user throughput. Maximum throughput per user that may be reached by the primary user is 20 Mbps when the arrival rate of primary user is 0,27 and the probability of primary user is 0,6 or 0,5. While the maximum troughput of secondary users 1 and 2 that may be achieved is 16,56 Mbps and 15,75 Mbps at the arrival rate of each user is 0,22 and 0,21 and the probability of occupying the spectrum frequency for each secondary user is 0.35. These parameters are closely related to QoS Quality of Service parameters in mobile data networks, i.e. latency delay and jitter, and the capacity design parameters are admission control which determines maximum connected user per cell on LTE network."

Indonesia membutuhkan pembangunan infrastruktur telekomunikasi yang dilakukan berdasarkan asas manfaat, adil dan merata serta adanya kepastian hukum sehingga mampu mendorong pemerataan ekonomi. Namun, dengan kondisi keuangan operator saat ini, terutama operator non dominan, rasa kawatir akan kemampuan operator untuk melakukan pembangunan infrastruktur telekomunikasi yang adil dan merata di seluruh wilayah Indonesia menjadi sebuah tanda tanya tersendiri. Suatu cara yang bisa dilakukan operator, khususnya operator non dominan, yaitu melakukan efisiensi di sisi pengeluaran melalui berbagi infrastruktur. Akan tetapi, berbagi infrastruktur dapat mempengaruhi kompetisi antar operator seluler, termasuk perubahan landscape model bisnis, sehingga sering kali menimbulkan resistansi dari operator yang telah memiliki infrastruktur jaringan yang lebih merata. Tujuan penelitian ini adalah mengusulkan kerangka regulasi berbagi infrastruktur jaringan bagi operator seluler yang tepat diterapkan di Indonesia. Hasil analisis menggunakan regulatory impact analysis menunjukkan bahwa regulasi eksisting sudah saatnya dilakukan perubahan sehingga regulasi yang baru diharapkan mampu mendorong terciptanya iklim bisnis yang sehat dan berkelanjutan secara komersial bagi seluruh operator. Regulatory framework yang berupa mengizinkan operator seluler untuk melakukan skema MORAN bisa diterima oleh semua stakeholder, kecuali oleh operator dominan dengan tingkat resistansi yang relatif tidak terlalu besar. Hasil analisis menggunakan cost and benefit analysis menghasilkan net benefit sebesar Rp. 52,183 trilyun selama 5 tahun, nilai multi criteria analysis sebesar 49, dan nilai competitive impact analysis sebesar 60.

ABSTRACT
Indonesia needs the development of telecommunication infrastructure based on the principle of benefit, fair, equitable and the existence of legal certainty so as to encourage economic equity. However, with the current financial condition of operators, especially non dominant operators, a sense of anxiety over the operators capability to undertake a fair and equitable development of telecommunication infrastructure across Indonesia becomes a question mark. A way that operators can, especially non dominant operators, do efficiency on the expenditure through infrastructure sharing. However, infrastructure sharing can affect competition among mobile operators, including changes in the landscape of business models, which often leads to the resistance of operators who already have a more equitable network infrastructure. The purpose of this study is to propose a regulatory framework of infrastructure sharing for mobile operators appropriately implemented in Indonesia. The result of the analysis using regulatory impact analysis showed that the existing regulation is time to change so that the new regulation is expected to encourage the creation of commercially sustainable and healthy business for all operators. Regulatory framework in the form of allowing mobile operators to perform MORAN schemes can be accepted by all stakeholders, except by dominant operators with relatively small resistance levels. The result of analysis using cost and benefit analysis resulted net benefit Rp. 52.183 trillion for 5 years, multi criteria analysis value is 49, and competitive impact value is 60. "

Meningkatnya kebutuhan akan telekomunikasi dan persaingan bisnis yang sengit membuat penyedia menara telekomunikasi berusaha untuk terus meningkatkan keunggulan kompetitif mereka. Meningkatkan layanan telekomunikasi, di mana dengan menyediakan menara telekomunikasi atau base transceiver station, adalah sesuatu yang harus selalu ditingkatkan untuk memenuhi kebutuhan komunikasi di Indonesia. Oleh karena itu, meningkatkan infrastruktur jaringan adalah sesuatu yang harus dilakukan untuk memenuhi perubahan zaman. Tentu saja, dalam konteks peningkatan infrastruktur jaringan, biaya investasi adalah salah satu dari beberapa faktor penting. Setiap perusahaan telekomunikasi harus terus berinovasi, sehingga infrastruktur jaringan dapat ditingkatkan dengan biaya investasi yang lebih rendah. Studi ini mengusulkan model berbagi infrastruktur pada perangkat suplai daya untuk mengurangi pengeluaran modal untuk investasi awal pada Operator Jaringan Seluler. Diharapkan model yang diusulkan dapat bermanfaat sebagai skema bisnis baru untuk penyedia menara dan operator untuk pengembangan bisnis di bidang infrastruktur telekomunikasi, khususnya dalam memberikan keuntungan bagi operator dan penyedia menara di Indonesia.

ABSTRACT
The increasing need for telecommunications and fierce business competition makes telecommunication tower providers try to continue to improve their competitive advantage. Improving telecommunications services, in which by providing telecommunications towers or base transceiver stations, is something that must always be improved in order to meet the communication needs in Indonesia. Hence, improving network infrastructure is something that must be done to meet the changing times. Of course, in the context of improving network infrastructure, investment costs are one of few significant factor. Each telecommunications company must continue to innovate, so that network infrastructure can be improved with lower investment costs. In this study, we propose infrastructure sharing model of its power supply in order to reduce capital expenditure for Mobile Network Operator (MNO) initial investment. It is expected that the proposed model can be useful as a new business scheme for tower providers and operators for business development in the field of telecommunications infrastructure, particularly in accelerating the growth of BTS devices in Indonesia."

Rencana Pitalebar Indonesia RPI 2014-2019 melalui PP. Nomor 96 Tahun 2014 merupakan cita-cita pemerintah mewujudkan Indonesia yang terkoneksi ke jaringan internet dengan target penetrasi 100 urban dan 52 rural terhadap rumah tangga untuk mobile broadband pada tahun 2019. Pengembangan broadband di Indonesia masih terfokus pada daerah padat konsumen, sedangkan daerah yang kurang berkembang tidak diperhatikan oleh operator karena biaya dan resiko investasiyang dinilai tidak seimbang dengan potensi pemasukan. Salah satu solusi yang ditawarkan adalah pemanfaatan program seperti Palapa Ring dan penggunaan jaringan secara bersama. Tantangan dalam implementasinya adalah belum adanya model bisnis yang dapat diterapkan oleh operator dan pemerintah.Pada penelitian ini dilakukan analisis terhadap model penyelenggaraan wireless broadband yang dibangun berdasarkan skenario pendanaan broadband menggunakan kajian tekno ekonomi dan analisis risiko. Analisis dilakukan dari sudut pandang Operator Company Operator , Network Company Network company , dan Pemerintah selaku stakeholder pada daerah penelitian Batam sub-urban , Sambas rural , dan Morotai rural .Kajian kelayakan penyelenggaraan wireless broadband menunjukkan bahwa untuk operator dapat menggunakan skenario sewa komponen pasif kepada Network company dan melakukan investasi pada perangkat aktif saja. Sedangkan, Network company dapat menggunakan skenario sharing cost antara Network company, subsidi pemerintah, atau gabungan dari kedua skenario untuk mereduksi biaya investasi. Agar dapat mendatangkan manfaat bagi Pemerintah Daerah, kontribusi subsidi yang dilakukan tidak hanya dibebankan pada Pemerintah Daerah.

ABSTRACT
Indonesia Broadband Plan IBP 2014 2019 through PP. No. 96 Year 2014 is to realize the government 39 s goal that Indonesia are connected to the Internet with network penetration target of 100 urban and 52 rural compared to households for mobile broadband in 2019. The development of broadband in Indonesia is still focused on dense consumer areas, while operators are reluctant to develop services in less densed areas because of high cost and risk of investation, while revenue is not guaranteed. There are some possible solutions, such as the integration of Palapa Ring and network infrastructure sharing. However, no business model available have been implemented by the government and the operators.In this research, analysis of the implementation models of wireless broadband is built based on broadband funding scheme using techno economic assessment and risk analysis. The analysis is done from several point of view Operator Company Operator , Network Company Network company , and the Government as stakeholders in the research area Batam sub urban , Sambas rural , and Morotai rural .Feasibility studies showed that the implementation of fixed broadband from Operator rsquo s view can use the lease passive components scenario at Network company and investing in active devices only. Meanwhile, Network company can use cost sharing between them, government grant, or a combination of both scenarios to reduce investment costs. In order to bring benefits to the Local Government, the contribution of grant do not only charged on Local Government."
