ABSTRAK
Layanan internet telephony di Indonesia merupakan suatu alternatif yang murah dalam melakukan sambungan langsung jarak jauh. Pentarifan layanan ini mengikuti sistem pentarifan time interconnection internet secara flat rate. Sistem pentarifan seperti ini kurang memenuhi prinsip fairness bagi pengguna. Oleh karena itu, diajukan dua model sistem pentarifan baru sebagai penyempurnaan dari sistem pentarifan yang sudah ada. Model pentarifan pertama adalah time interconnection dengan reduksi pada zona waktu sesuai keadaan kongesti jaringan. Model pentarifan kedua adalah perhitungan tarif berdasarkan paket suara yang dihabiskan pengguna selama melakukan pembicaraan dengan pentarifan dihitung benar-benar hanya selama pengguna menghasilkan sinyal suara. Perbandingan pentarifan dilaksanakan dengan metoda simulasi. Dari simulasi kedua model baru, didapatkan basil bahwa tarif reduksi berdasarkan jam pemakaian akan adil bagi pengguna bila pemakaian berada dalam zona waktu kondisi jaringan idle. Sedangkan, tarif paket yang dihabiskan pengguna akan adil bila jaringan berada dalam keadaan kongesti.

[This book provides a game theoretic model of interaction among VoIP telecommunications providers regarding their willingness to enter peering agreements with one another. The author shows that the incentive to peer is generally based on savings from otherwise payable long distance fees. At the same time, termination fees can have a countering and dominant effect, resulting in an environment in which VoIP firms decide against peering. Various scenarios of peering and rules for allocation of the savings are considered. The first part covers the relevant aspects of game theory and network theory, trying to give an overview of the concepts required in the subsequent application. The second part of the book introduces first a model of how the savings from peering can be calculated and then turns to the actual formation of peering relationships between VoIP firms. Sistem penomoran konvensional pada jaringan telepon PSTN maupun seluler menuntut perubahan nomor telepon yang digunakan pelanggan pada saat pelanggan tersebut berpindah tempat tinggal/memindahkan lokasi kegiatan bisnisnya, berpindah dari satu penyelenggara layanan telepon ke pcnyelenggara lain atau memutuskan untuk mengganti layanan telekomunikasi misalnya dari layanan analog ke layanan digital.

Number portability memungkinkan pelanggan untuk tetap dapat menggunakan nomor telepon yang telah digunakannya. Dalam layanan location number portability, meskipun pelanggan berpindah tempat tinggal/mernindahkan lokasi bisnisnya ke tempat lain. nomor lama masih dapat digunakan oleh pelanggan. Location Number portability merupakan salah satu upaya operator jaringan untuk meningkalkan pelavanan kepada pelanggan, dimana pelanggan dapat berpindah lokasi tanpa resiko perubahan nomor telepon.

Penerapan IN menjadi salah satu solusi pengimplcmcntasian number portability pada jaringan telekomunikasi. Dengan konsep sentralisasi database dan kesedcrhanaan manajemen jaringan, penerapan IN memiliki nilai lebih untuk diterapkan sebagai pcndukung number portability.
